About this file

This amendment to a federal solicitation provides clarification regarding the acceptability of CIPP repair methods for addressing erosion issues along Crooked Creek Lake Boat Ramp Road in Armstrong County, Pennsylvania. The scope of work for the base contract and seven options includes improvements to surface drainage, embankment buttressing, and pavement replacement/rehabilitation. Submittal of detailed information on alternative lining systems is required for review and approval. Acceptance of CIPP will be evaluated during this process if the method meets specification requirements.

The related federal contract opportunity is a solicitation from the U.S. Army Corps of Engineers Pittsburgh District for the Crooked Creek Lake Boat Ramp Road Erosion Repair Project. The estimated cost range for repairs to drainage, culverts, pavement, and other infrastructure is between $1 million and $5 million. The contractor must maintain at least one travel lane at all times and dispose of excess materials appropriately. The period of performance is 365 calendar days from notice to proceed.

SUMMARY OF CHANGES

SECTION 00 10 00 - SOLICITATION

The following have been added by full text:

QUESTION AND ANSWER

Q1: In reference to the addendum, can we get a firm answer on whether ASTM 1216 F would be acceptable?

This is a CIPP repair method. The current ASTM for the project states to not go greater than 18”.

A1: Acceptance of the CIPP repair method cannot be provided prior to review of the Contractor submitted information. As noted in Technical Specification Section 33 01 99 Amendment 1, for all other in-place pipe repair systems or multi-component products, the Contractor shall submit the detailed information and anticipated installation work plan for the Contractor's proposed alternative lining system, which is subject to the review and approval by the Contracting Officer or their designated representative.

CIPP methods in accordance with ASTM F1216 may be acceptable if the proposed method meets the requirements of Technical Specification section 33 01 99 upon review and approval by the contracting officer or designated representative during the administration of the contract. As such, there is not enough information provided at this time to make a determination, and acceptance will be evaluated during the submittal process.
