SUMMARY OF CHANGES
SECTION 00 10 00 - SOLICITATION
The following have been added by full text:
QUESTIONS AND ANSWERS
Q1: How is the pavement base drain paid for in the full depth areas?
A1: Pavement base drain is included in CLIN 0029 - REMOVAL OF EXISTING PAVEMENT, OVEREXCAVATION, AND SUBGRADE REHABILITATION (STA 14+00 TO STA 18+25). See the amended Specification Section 01 22 00.00 08 paragraph 1.2.8.1.
Q2: How does the placement of the millings get paid? I see they get placed onsite. Should the placement number be rolled into the milling SY price? Also, can we assume that all millings stay onsite? If we run out of space, the unit price won’t have any offsite trucking included.
A2: See the amended Specification Section 01 22 00.00.08 paragraph 1.3.4.1 for placement of the asphalt millings.
Per Sheet CG-101, Recommended Construction Note no. 10, asphalt millings shall be stockpiled at Parking Lot No.
2 and reused for parking lot resurfacing in accordance with Awardable Option No. 4. As noted in Recommended Construction Note no. 7 on Sheet CG-103, awardable Option 4 includes resurfacing and regrading parking lot nos. 2, 3, and 4. Salvaged and stockpiled asphalt millings shall be used for resurfacing/regrading of parking lot nos. 2, 3 and 4 until millings are exhausted before any aggregate is purchased for resurfacing. See also detail A3 on Sheet C- 503.
Q3: Is the swale work on northern portion CG103 part of the swale items on the base bid or part of the stormwater ramp LS item?
A3: If you are referring to channel C-5 excavation and lining, that area is part of the base contract, CLIN 0008 - RIPRAP CHANNEL: EXCAVATE, FURNISH, AND INSTALL UNGROUTED RIPRAP. See Specification Section 01 22 00.00 08 paragraph 1.3.2.1.
Q4: Will the Corps consider changing the culvert lining spec? The current spec for FFPVC, Section 33 01 99, is no longer done in PA. This is based on phone calls with the area’s top liners. The only place contractors do FFPVC is in Florida where they have sandy soil. The current and most practicable solution is a CIPP. Also, the FFPVC requires all of the pointing, requiring a person to slide through a 24” pipe. The CIPP can be done without the pointing. This is a considerable savings overall.
A4: Please refer to Specification Section 33 01 99 paragraph 1.2 that states “All other in-place pipe repair systems or multi-component products will be required to meet the submittal requirements as contained herein.”
As such, any other Contractor proposed lining system must meet all submittal requirements contained in Specification Section 33 01 99. Therefore, alternate lining systems may be acceptable, but the burden of proof, as required by paragraph 1.2 excerpted above, will be borne by the Contractor. The Contractor shall submit the detailed information and anticipated installation workplan for the Contractor’s proposed alternative lining system, which is subject to the review and approval by the Contracting Officer or their designated representative during the administration of the contract.
Prior to specification of the FFPVC lining system, Government design personnel performed a search and confirmed that there are contractors with capability to perform FFPVC lining within the Pittsburgh District limits.
Point repair grouting prior to FFPVC liner installation does not require a person to slide through the pipe. Refer to paragraph 3.1.4 (final paragraph). Grout is to be delivered to the point repairs via a tremie tube/pipe and pumping methods.
If the presence of voids is confirmed by post-cleaning CCTV inspection, point repair grouting will be required to fill the voids regardless of the pipe lining method. Therefore, the use of CIPP does not preclude the need for point repair grouting.
Q5: Can the details of the Rock Buttress be clarified as to what gets done? B-102 shows 2 details. One, J-3, shows full depth up through the guiderail, where the existing rip-rap is. The second, A1, shows the rip-rap just daylighting to the top surface. B-103 only show the toe-bench portion and nothing above the pipe. With this item being LS, it would be nice to calculate the rough volume. Can this be adjusted to a TN price?
A5: Sheet B-103 is intended to show an intermediate construction condition where the toe bench is partially backfilled creating a working area for removal of the 18-inch diameter CPEP culvert and installation of the 24-inch diameter culvert pipe extension. The finished grade of the proposed riprap buttress shall be constructed to an overall approximate slope of 1.75Horizontal to 1Vertical as shown on Section A1 on Sheet B-102 and to the finished lines and grades shown in plan view on sheet CG-101B.
The cross section for detail A1 is cut through the deepest part of the existing riprap buttress nearest to the 24-inch diameter culvert. As described in Recommended Construction Note 3 on Sheet B-102, Option 1 includes removal of the existing 18-inch CPEP extension thus requiring excavation of the existing buttress. How much of the existing buttress that is deconstructed will be dictated by the means and methods of the contractor. For portions of the buttress to be constructed on subgrade soils, details J3 and K9 are included to show that geotextile must be placed on subgrade soils and also give provisions for installation of guide rail posts where applicable. The riprap buttress is intended to be tied into the existing left and right flanks for the slope as shown on Sheet B-102; as such, the subgrade slope and thickness of riprap will vary as noted by the “1:VARIES” slope called out on details J3 and K9.
The riprap composing the existing buttress is to be salvaged; therefore, the required riprap volume can be determined by the Contractor with the provided existing and proposed grading contours. Sheet CG-101A clearly shows the existing ground contours and the proposed toe bench contours and Sheet CG-101B clearly shows the proposed buttress finished grade contours.
This work item will not be adjusted to a TN unit price. For additional clarity, photographs of this region taken during the previous temporary repair are included within the amendment to Section 01 35 00.00 08 paragraph 1.5.3.
