QUESTIONS AND ANSWERS (1-27)
Q1: Please confirm that existing hoist motors in option 2 and option 3 are to be disposed of offsite by the contractor? Drawing MD105 specifies existing hoist will be disposed of in the base contract and option 1 but no direction is provided for equipment in option 2 or option 3.
A1: Confirmed, the existing hoist motors in options 2 and 3 are to be disposed of offsite by the contractor.
Q2: Please provide the dimension from the existing angle to the removal limit on the interior of the gate opening per drawing CD521, section D6?
A2: Demolition extends five vertical inches from the outside edge of the curb angle to the limit of concrete removal.
See revised drawing CD521-A in amendment.
Q3: Please provide the anticipated quantity of additional concrete removal per drawing CD521, section B8 that is to be included in bid item 0004 Control Tower Work Platform Concrete Repair? It is not clear in the proposal documents as how to quantify the amount of additional concrete removal required as documents indicate the existing reinforcement is to be outside the removal limits.
A3: The revised contract drawings indicate the limits required for the concrete removal for the platform support modifications for the Contractor to determine and estimate. Although identified in the reference drawings, actual location of reinforcing steel within the existing concrete structure is unknown and whether the Contractor will or will not encounter rebar within the defined removal limits shown. If encountered, the reinforcement needs to be prepared to accept new concrete, including concrete removal around the exposed sections (as shown on Section B8 on Drawing CD521-A) within the defined removal limits. If additional concrete removal outside defined limits is required, this will be addressed by FAR 52.243-4 Changes clause.
Q4: Technical Specifications document Section 3.4.2 (page 266 of 276) Nondestructive Testing (NDT) for Flaws.
This section refers to “Table 2, below”, table 2 does not exist in the document Select components, specified below, require (100 percent) of the quantities furnished to be NDT examined to satisfy the specific requirements herein. The minimum quantities and requirements for testing are shown in TABLE 2, below.
A4: Table 2 was deleted and not relevant. The paragraph has been revised to delete references to Table 2. See amendment.
Q5: Referencing the drawing lists, the Total Hoisting Machinery Load is 240,100 lbs. while the specifications list this as 230,000 lbs. What should the lift be?
A5: The lift will be 230,000 lbs.
Q6: Are machinery receptacles required for all hoists or just the emergency hoist?
A6: All hoists, so four total receptacles. (The three emergency gate wells use one common receptacle located by emergency gate well #2.)
Q7: Is a master control panel needed, or just individual local control panels assembled to each hoist?
A7: Local control panels assembled to each hoist. A master control panel is not required.
Q8: Regarding the integral travel limits (not the redundant upper switch or slack switch), can the encoder for the limit switch be motor-mounted optical type? Or should it be rotary encoder type directly connected to the drum or reducer shaft?
A8: It is required for the limit switches to be driven by the hoist machinery, meaning the drum or reducer shaft.
Bidders are advised that, for safety, power to the hoists is cut when the hoists are not in use. Therefore, if encoders are used, they must be absolute encoders and not relative.
Q9: Can the brake be motor-mounted type, like a Stearns 87,100 series? Or should it be a standalone machinery brake with brake wheel?
A9: The brake must be standalone. The hoist brake is the only method of holding gate position between the gate sill and dogging beams. In case of a motor failure, it must be possible to remove and replace the hoist motor while holding gate position with the brake.
Q10: Is the new Emergency Hoist supposed to have a mobile trolley cart, or is it picked and placed where it’s needed via the overhead crane?
A10: The emergency hoist will be moved with the overhead crane, thus no mobile trolley cart is needed.
Q11: Is a two speed motor required? Or are dual motors required? Is a single speed, single motor acceptable?
A11: Single speed, single motor is required.
Q12: Can the drum be fabricated, and can it be connected via keys to an extended reducer shaft?
A12: Fabrication and keys are acceptable with successful review and approval of contract submittals showing adequacy of the chosen method to withstand the expected loads during the contract administration.
Q13: Is flame cutting of fabricated parts for weldments, skids, and drums allowed?
A13: Flame cutting of structural components is not allowed. Flame cutting of non-structural metal is permitted.
Q14: Regarding the Drum Shop Load Test, the drum does not actually see 230,000 lbs. when utilizing a block-and-tackle system. The drum and drive system is subjected to approximately 75,000 lbs. We recommend running an approximate 75,000 load test utilizing only the drum for wraps, and utilizing pieces of test rope (not the field rope which will already be pre-stretched and cut to length with a break test from the same run). This will prove the drive system in the manufacturer’s facility. Please Advise.
A14: The shop test is not intended to subject the drum to 230,000 lbs. The intent of the test is to demonstrate the complete hoist is capable of lifting and holding the design load prior to installation in the control tower. The test requirements will not change.
Q15: Regarding a sheave and rope wrap test, the hoist (which includes the upper sheaves) can be raised via overhead crane, and connected to the lower sheave assembly via test rope (which can pass through each sheave as it will in the field as well as dead wraps on the drum). The weight of the lower sheave assembly will apply adequate pressure for proper seating in drum and sheave grooves. The lower sheave can be positioned in the highest full-open position to prove proper sheave wrapping and acceptable rope fleet angles in the hoist’s most extreme position. Please Advise.
A15: The proposed testing regimen is acceptable.
Q16: Sheave Diameter – The wire rope size is specified as 1-1/4” Dia. 6x19 IWRC Seale, right lang lay, 304 stainless steel. Per the design criteria, the hoist machinery is to be in strict accordance with E1110-2-2610 Mech. & Elec. Design for Lock & Dam operating equipment (Section 35-01-41.00 08, page 17, paragraph 2.3) and EM 1110-2-3200 (Wire Rope Section) by reference.
E1110-2-2610 and E1110-2-3200 give guidance on dam and sheave pitch diameters for various wire rope construction. For the 6x19 IWRC Seale wire rope, the recommended pitch diameter should be, “d” (rope diameter) x 34 (min. ratio), which equals 42.5 in.
(1.25 in. dia. x 34 = 42.5 in.)
Sheet M-604 of the plan drawings shows the lower sheave block to have a maximum width dimension of 24 in.
This is much smaller than the recommended 42.5” diameter. The 24 in. limit is because the lower sheave block must fit in the gate slot near the bottom of the dam; but the smaller size sheave will greatly reduce the service life of the wire rope, if the wire rope will bend around the 24” or smaller sheave without breaking.
The one thing that, most likely, cannot be changed is the opening that the gate and lower sheave block has to fit within. This is what is limiting the sheave block width to 24”.
Can the gate channel width be modified to accept the 42.5” sheave diameter?
Can the construction of the wire rope be changed? We normally use a 6x37 IWRC Wire Rope for gate hoist applications, which has a bend ratio factor of 23, compared to the bend ratio factor of 34 for the 6x19 IWRC Seale construction.
We also have done some checking and found that the flat rope (3/4” x 8”) as used in the original hoists, is still available. Can the flat rope be used, or is there some reason it is not acceptable? New hoists could be furnished, manufactured basically identical to the original hoists.
Smaller wire rope could be used. A 1” 6x37 wire rope would allow the sheave diameter to be 23”, which would work in the restricted gate slot area. Using the same block & tackle style of hoist, would require a twenty (20) part line, and would also need a single length of wire rope about 2500 feet long, in one piece, and more space on the drums to wrap the additional length. It could be done, but, it would be very difficult to reeve the 2500 ft. of rope through the sheaves and onto the drums without and problems or damage to the wire rope.
Another style of hoist that possibly could be used is one with a sandwich plates style of cable drum, 10 individual 1” wire ropes, a bottom sheave block that the wire rope works around and back up to and anchors to the hoist base. The wire ropes would wrap on themselves as they are wound on the drum.
Another possibility, although remote, is a pocket wheel and chain style hoist. We have furnished many of this style of hoists to the Corps at Lock & Dam Installations on the Mississippi. The lift travel for those hoists was in the 40-50 ft. range, and the excess chain went into a storage basket. I don’t know how this type of hoist would work for the 111 ft. lift in this project.
Feedback from the Corps will be essential in determining what can be done and how to proceed.
A16: The Government is aware of the pitch diameter discrepancy, and has determined deviation from the guideline to be acceptable. The guidelines are in place to provide acceptable wire rope service life for general applications where material fatigue from bending stresses is the expected failure mode. However, the wire ropes in this project are likely to be life-limited by corrosion and debris damage; the hoists move typically one foot per month except for annual maintenance, and spend up to one year with the lower sheave completely submerged. Therefore, due to the aforementioned factors, the wire rope size shall remain as 1-1/4”.
Q17: Section 35 01 41.00 08, paragraph 2.5.1.2, Reducer Housing, states that the gear reducer housing must be of heavy duty cast steel or welded steel construction. Is a cast iron housing construction acceptable if calculations proving its strength and suitability for this application are provided?
A17: The bid should be based on the requirements listed in the plans and specifications. Other variances with equal functionality may be discussed after award subject to Government review and approval of the technical submittals.
Q18: Section 35 20 20, paragraph 2.1.1, Motor Type, specifies that the hoist motor must be NEMA Design D.
Will other NEMA designs be accepted if supporting calculations are provided to prove that their torque capabilities are suitable for this application?
A18: The bid should be based on the requirements listed in the plans and specifications. Other variances with equal functionality may be discussed after award subject to Government review and approval of the technical submittals.
Q19: Section 35 20 20, paragraph 2.4, Controller, specifies that the hoist controller shall be a magnetic contactor type for across the line starting of the hoist motor. Will a modernized variable frequency drive (VFD) control system be accepted if it is proven to provide the same functionality? A VFD control system would allow precise control of the hoist motor’s speed and torque throughout its entire lifting range while preventing it from overloading and comprising the safety factors of the hoist equipment and rigging. A VFD control system also provides smooth starting and stopping sequences for the hoist operation to reduce shock loads on the equipment which would result in longer service life.
A19: The bid should be based on the requirements listed in the plans and specifications. Other variances with equal functionality may be discussed after award subject to Government review and approval of the technical submittals.
Q20: Due to several questions on key components of the hoists, would the Corps consider extending the bid opening by at least 1 week?
A20: An extension to the bid due date and time will not be considered. Bids will be due on the date and time stated in the Solicitation on page 1.
Q21: Sheet C-122 shows both callouts 1 and 2 for emergency gates wells No 2 and No 3. Are two sets of planking panels to be provided (one with hoist opening and one without) for each of these locations for a total of 4 sets for these two wells? Or is the intent to only provide a set of planking panels without opening at these two locations to be exchanged with planking with openings when the machinery is moved?
A21: Only one set of planking panels per gate well shall be provided. Since there is one emergency gate, it is intended to exchange panels when the gate is transferred between wells.
Q22: Unless directed otherwise we assume the scope of supply for the panels is:
Base Contract: 1 set with opening & 2 sets without opening Options 1-3: 1 set with opening per option awarded.
Please confirm the scope of supply for the base option.
A22: That is correct. Base contract includes one set with opening for Service Gate Well No. 2 and two sets without an opening for Emergency Gate Wells No. 1 and 2. Contract Options 1-3 include a single planking panel set with opening for Emergency Gate Well No. 3, Service Gate Well No. 3 and Service Gate Well No. 1, respectively.
Q23: The specified 1.25in wire rope seems a bit large compared to the maximum OD of the block specified at 24”. Typical rule of thumb is that the sheave pitch diameter be no less than 20 times the rope diameter (25” for 1.25” rope). Please confirm that putting the specified rope onto a sheave smaller than typically used is acceptable to the Government.
A23: See the response to Q16. The specified rope on the specified sheave is acceptable to the Government.
Q24: Section 35 01 41.00 08 Page 27, Paragraph 3.6 Hoisting Machinery and Drum Shop Load Test The specification specifies a 230,000 lb test load to be used. Can this test be performed with a simulated load matching the load requirements and hoist duty without the advantage of the sheave block assembly? A test procedure and calculations would be supplied to confirm the simulated load matches the machinery required duty and application. The simulated load will be hoisted the equivalent distance of (5) full revolutions, three times in succession without interruption.
A24: See the response to Q14. The intent of this shop test is to subject the complete hoist to the design load, proving its suitability prior to installation in the control tower. As such, the Government greatly prefers the complete hoist be used in the test with the full design load.
Q25: Section: 35 01 41.00 08 page 23 Paragraph 2.14 Hoist Drums This section calls out some very specific materials requirements:
a. We manufacture fabricated drums (rather than castings). This allows us to control weight and minimize delivery and decrease machining time. We would like to offer ASTM A572-50 (50 ksi yield) material for the drum in lieu of 4140 & 4340 due to weldability issues.
b. Due to the complexity of welding to 1045 CF on large weldments as these are we would like to eliminate and the potential cracking problems. We would like to use an 8620 material for the drum shaft that requires welding. Will 8620 material be acceptable for the shaft?
c. Since multi-layer grooving is required, the grooves should not be flame hardened. Flame hardening grooves will distort the reeving pattern and could cause spooling issues. Will USACE consider removing the hardness requirement after final machining? This will prolong both drum and wire rope service life.
A25: The bid should be based on the requirements listed in the plans and specifications. Other variances with equal functionality may be discussed after award subject to Government review and approval of the technical submittals.
Q26: Due to the restrictions created by COVID-19, it is possible to have the Bid Bond and the Bid signed using SignNow?
A26: Electronic signatures will be accepted on the bid and on the SF24 bid bond in accordance with FAR Clauses 52.228-11 Pledges of Assets (DEVIATION 2020-O0016) and 52.228-15 Performance and Payment Bonds – Construction (APR 2020) (DEVIATION 2020-O0016).
Q27: Sheet C-122 Note 1 References Sheets C-521 and C-522. Neither C-521 nor C-522 are included in the drawing set. Please provide these drawings.
A27: These sheets are not missing from the Drawing package, rather the drawing numbers changed but the note wasn't updated. The note has been updated to read sheets C-523 and C-524. See revised drawing C-22-A in amendment.

00 21 00 - 04 BID OPENINGS
Due to health and safety concerns related to COVID-19 pandemic, the bid opening for this project will be conducted virtually by teleconference as follows:
a. Bid Opening will be by teleconference to begin promptly on the date and time specified in Block 13A on the SF1442. At the time of the bid opening, all bids received will be downloaded by the Government official opening the bids. Once all bids have been downloaded, they will be individually opened and read aloud.
b. Bidders should call into the teleconference 10 minutes prior to the teleconference start time at (877-402-
9753), access code (6818503), and security code (8002).
All bids are required to be received by the bid acceptance closing date and time stated in Block 13A of the Standard Form 1442.
00 21 00 - 05 AMENDMENTS PRIOR TO DATE SET FOR OPENING BIDS
The right is reserved as the interest of the Government may require, to revise or amend the specifications or drawings or both prior to the date set for opening bids. Such revisions and amendments, if any, will be announced by an amendment or amendments to this Invitation for Bids. If the revisions and amendments are of a nature which require material changes in the quantities or prices bid or both, the date set for opening bids may be postponed by such number of days as in the opinion of the Issuing Office will enable bidders to revise their bids. In such cases, the amendment will include an announcement of the new date for opening bids.
00 21 00 - 06 POSTPONEMENT OF BID OPENINGS
a. Bid openings may be postponed up to or even after the time scheduled for bid opening under the following circumstances:
(i.) when the Contracting Officer has reason to believe that the bids of an important segment of bidders have been delayed for causes beyond their control and without their fault or negligence (such as, but not limited to, flood, fire, accident, weather conditions or strikes); or
(ii) when emergency or unanticipated events interrupt normal Government processes so that the conduct of bid openings as scheduled is impracticable; or
(iii) when interruption of Government technology systems prevents bid opening as scheduled.
b. At the time a determination is made to postpone a bid opening under a(i) above, an announcement of the determination shall be publicly posted and, if practicable before issuance of formal amendment of the invitation, otherwise communicated to prospective bidders likely to attend the scheduled bid opening.
c. In the case of a(ii) above, when urgent Government requirements preclude amendment of the solicitation, the time specified for opening of bids will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume. In such case, the time of actual bid opening shall be deemed to be the time set for bid opening for the purpose of determining “late bids” under FAR 14.304.
d. In the case of a(iii) above, when the bid opening is scheduled for a specific date and time but interruption of Government technology prevents bid opening and precludes and amendment, the time specified for opening of bids will be deemed to be extended to the same time of day specified in the solicitation on the next business day. In such case, the time of actual bid opening shall be deemed to be the time set for bid opening for the purpose of determining “late bids” under FAR 14.304.
00 21 00 - 07 BID BOND REQUIREMENTS
Each bidder shall submit with his electronic bid package, an electronic copy of the Bid Bond form using the “current version” of Standard Form 24 (SF24) with good and sufficient surety or sureties acceptable to the Government in the penal sum of twenty percent (20%) of the bid price or $3,000,000.00, whichever is lesser. In order to be considered an acceptable surety, a corporate surety must appear on the list contained in the Department of Treasury Circular 570, “Companies Holding Certificates of Authority as Acceptable Sureties on Federal Bonds and Acceptable Reinsuring Companies”. The bid bond penalty may be expressed in terms of a percentage of the bid price or may be expressed in dollars and cents. A valid Power of Attorney for an individual acting as agent for surety shall accompany the bond.

When a certified or cashier's check, bank draft, money order, or currency is furnished in lieu of furnishing a surety or sureties on a bond, the regular form of bond must be utilized and signed by the bidder. In the space provided for the insertion of the surety, a statement shall be made substantially as follows:
“In lieu of surety (Insert here a description of the negotiable instrument or currency. Description to include where appropriate, date and number of negotiable instrument, bank on which drawn and amount) was furnished. Description of Work: The work consists of replacement of gate operating machinery for 1 gate in the Control Tower. Awardable options will be for replacement of gate operating machinery for two additional gates and for replacement of the emergency gate operating machinery.

00 21 00 - 14 MINIMUM RATES
The wage rates specified in these specifications represent the minimum rates to be paid on the work and are not intended to represent the actual rates that the Contractor may have to pay. The Government does not guarantee that a sufficient supply of qualified labor can be obtained at the minimum rates specified.
00 21 00 - 15 PRE-AWARD SURVEY
Prior to award of the contract, the apparent low bidder will be required to furnish the following information upon request of the Contracting Officer:
(a) Financial ability to perform the contract, including the availability of necessary working capital and credit.
Bidder shall furnish a copy of its current financial statement and obtain statements from its bank or banks and/or lending institutions with whom it does business as to its credit and other data deemed pertinent regarding its ability to perform the work.
(b) Business and financial reputation and integrity. Bidder shall furnish names and addresses of four or more commercial firms for whom work has been performed recently or is under construction. A brief description of the projects and dollar value of same shall also be furnished. Data on work performed which is similar to the proposed work is preferred. The same information is required regarding work performed for other Government installations.
(c) Give brief history of business experience, including length of time in present business.
(d) Furnish statement as to similarity between services being rendered and those required by the proposed contract.
(e) Indicate total dollar amount of all business on hand (military and commercial) with brief description of major projects and locations of same.
(f) Furnish statement of facilities, materials, together with a list of key personnel and their qualifications available for performance of proposed contract.
(g) Furnish name and address of surety company which will furnish performance and payment bonds.
(h) Furnish names and address of proposes subcontractors.

(a) Offerors shall obtain from each person acting as an individual surety on a bid guarantee, a performance bond, or a payment bond -
(1) Pledge of assets; and
(2) Standard Form 28, Affidavit of Individual Surety, except that the words “being duly sworn, depose and say” on the Standard Form 28 are replaced with the word “affirm” and the Standard Form 28 is not required to be sworn and notarized in block 12.
(b) Pledges of assets from each person acting as an individual surety shall be in the form of-
(1) Evidence of an escrow account containing cash, certificates of deposit, commercial or Government securities, or other assets described in FAR 28.203-2 (except see 28.203-2(b)(2) with respect to Government securities held in book entry form); and/or
(2) A recorded lien on real estate. The offeror will be required to provide-
(i) A mortgagee title insurance policy, in an insurance amount equal to the amount of the lien, or other evidence of title that is consistent with the requirements of Section 2 of the United States Department of Justice Title Standards at https://www.justice.gov/enrd/page/file/922431/download . This title evidence must show fee simple title vested in the surety along with any concurrent owners; whether any real estate taxes are due and payable; and any recorded encumbrances against the property, including the lien filed in favor of the Government as required by FAR 28.203- 3(d);
(ii) Evidence of the amount due under any encumbrance shown in the evidence of title;
(iii) A copy of the current real estate tax assessment of the property or a current appraisal dated no earlier than 6 months prior to the date of the bond, prepared by a professional appraiser who certifies that the appraisal has been conducted in accordance with the generally accepted appraisal standards as reflected in the Uniform Standards of Professional Appraisal Practice, as promulgated by the Appraisal Foundation.

PERFORMANCE AND PAYMENT BONDS - CONSTRUCTION (DEVIATION 2020-O0016) APR 2020
(A) Definitions. As used in this clause-
Original contract price means the award price of the contract; or, for requirements contracts, the price payable for the estimated total quantity; or, for indefinite-quantity contracts, the price payable for the specified minimum quantity. Original contract price does not include the price of any options, except those options exercised at the time of contract award.
(b) Amount of required bonds. Unless the resulting contract price is $150,000 or less, the successful offeror shall furnish performance and payment bonds to the Contracting Officer as follows:
(1) Performance bonds (Standard Form 25, except that no seal is required). The penal amount of performance bonds at the time of contract award shall be 100 percent of the original contract price.
(2) Payment bonds (Standard Form 25A, except that no seal is required). The penal amount of payment bonds at the time of contract award shall be 100 percent of the original contract price.
(3) Additional bond protection.
(i) The Government may require additional performance and payment bond protection if the contract price is increased. The increase in protection generally will equal 100 percent of the increase in contract price.
(ii) The Government may secure the additional protection by directing the Contractor to increase the penal amount of the existing bond or to obtain an additional bond.
(c) Furnishing executed bonds. The Contractor shall furnish all executed bonds, including any necessary reinsurance agreements, to the Contracting Officer, within the time period specified in the Bid Guarantee provision of the solicitation, or otherwise specified by the Contracting Officer, but in any event, before starting work.
(d) Surety or other security for bonds. The bonds shall be in the form of firm commitment, supported by corporate sureties whose names appear on the list contained in Treasury Department Circular 570, individual sureties, or by other acceptable security such as postal money order, certified check, cashier's check, irrevocable letter of credit, or, in accordance with Treasury Department regulations, certain bonds or notes of the United States.
