All Questions on the solicitation/drawings/pictures or from this virtual site visit teleconference shall be submitted to LRP.CONTRACTING@USACE.ARMY.MIL by 11:00 AM ET on Friday, 1 May 2020 with SUBJECT identified as “W911WN20B8002 – Questions”.

Responses will be consolidated into one amendment and posted to under the solicitation at http://beta.SAM.gov .

Sealed Bids are due by 11:00 AM ET on Thursday, 14 May 2020. All bids shall be submitted electronically thru the DOD SAFE website. All bids must be in the Government’s possession prior to the Bid Opening. The Bid Opening will take place at this time by teleconference, unless revised by Amendment to the Solicitation. The Bid Results will be posted under the solicitation at http://beta.SAM.gov on the day of the Bid Opening.

Contracting Discussion

Introduction

Good morning, my name is Jane Roney, I’m the Contract Specialist for this solicitation. I want to welcome everyone to this virtual pre-bid site visit for the Tionesta Dam Replacement of Gate Operating Machinery project.

The Contracting Officer is Carole Householder.

The Administrative Contracting Officer will be Kevin Cannon.

Reason for this Pre-Bid Conference

The reason for this pre-bid conference is that we hope to improve your understanding of the Government’s requirement for this project.

We will consider any constructive comments or recommendations that you make.

My discussion, as well as the Pictures presented by Alan will be posted to the beta.SAM.gov website.

You are cautioned that any remarks made on this teleconference shall not qualify the terms of the solicitation unless the solicitation is amended in writing.

The one thing we will not do at this conference is to make any comment or opinion regarding your particular bid or approach that you may take for this requirement – this is up to you.

Solicitation Discussion

1. The Solicitation Number is W911WN20B8002 which was issued on 14 April 2020 as a Sealed Bid on Standard Form (SF) 1442.

2. BID OPENING, THURSDAY, 14 May 2020 at 11:00 A.M. ET All Bids including Acknowledgement of Amendments (if applicable) must be in the Government possession by 11:00 AM ET. All Bids must be submitted electronically. The Bid Opening will be by teleconference. (see page 11, para 00 21 00 - 03, Submission of Bids and page 12, para 00 21 00 -04 Bid Openings)

3. NAICS Code 237990 (Other Heavy and Civil Engineering Construction) – Small Business Size Standard $39.5M.

4. Estimated Magnitude of Construction is between $1,000,000 and $5,000,000.

5. Restricted Procurement: 100% Small Business.

6. System for Award Management (SAM) – must have an ACTIVE registration, AND IT MUST BE ACTIVE PRIOR to Bid submission. If awarded this contract, your SAM Status including your Representations and Certifications (Reps & Certs) must remain CURRENT throughout the contract period. If you are not already registered in SAM or your registration requires renewal, be sure to do it right after the site visit because it can take a few days to process. Registration is FREE. 7. This is a Firm Fixed Price Contract.

8. Term of the contract will be 720 calendar days after Notice to Proceed (NTP). The time stated for completion shall include final cleanup at the project site. Contract includes a Base 0001 and three (3) Awardable Option Items 1001, 2001, and 3001. It is the Government's intent to award the Base contract Item 0001 initially. The Awardable Option Items will be made based upon availability and receipt of funds. If sufficient funds are available for any or all of the Awardable Options at time of award, the options may be exercised by the Government at that time.

The contract completion time will be extended 180 calendar days after receipt of Notice to Proceed for Awardable Option 1. The contract completion time will be extended 240 calendar days after receipt of Notice to Proceed for Awardable Option 2. The contract completion time will be extended 180 calendar days after receipt of Notice to Proceed for Awardable Option 3.

9. Documents to submit with your Sealed Bid Package include,

a. Submission of a Bid Bond. Bid guarantee is REQUIRED (see page 13, para 00 21 00

- 07, Bid Bond Requirements). In addition, the hard copy of this bid bond and a valid Power of Attorney shall be submitted to the address identified in Block 7 of the SF 1442.

The current version of the Standard Form 24 must be used. The internet site to assure that you have the current version is https://www.gsa.gov/reference/forms#SF.

b. Entire Solicitation (or the Solicitation Pages) with applicable Pages completed.

10. Page 14, Para. 00 21 00 - 10 Award. Award will be made as a whole to one bidder; that bidder must be determined by the Contracting Officer (KO) to be RESPONSIBLE per FAR

9.104. Very shortly after bid opening the apparent low bidder will be sent an email asking for specific information to help the KO make the responsibility determination. (see pgs 14 & 15, Para. 00 21 00 - 15 Pre-Award Survey)

11. Provisions and Clauses – Provisions are conditions used in solicitations and apply before contract award. Clauses are conditions in both solicitations and contracts and apply before and after contract award. 13. Liquidated Damage are applicable to this contract, see clause 52.211-12. Liquidated Damages on this project is $708.00 for each calendar day of delay until the work is completed or accepted.

14. WAGE Determination, PA202000000, Heavy and Highway Construction Projects, dated 04/10/2020 is to this project. If it is updated prior to receipt of bids, an amendment will be issued and posted to beta.SAM.gov.
