No smoking, fires, or flames other than the heaters that are a part of the equipment shall be permitted within 25-feet of heating, distribution, and transferring operations of bituminous material other than bituminous emulsions.
3.3 BITUMINOUS HOT MIX
3.3.1 Placing
Bituminous courses shall be constructed only when the aggregate base course and existing pavement at interface areas have no free water on the surface.
The existing aggregate base course (constructed by others) will be used as a travel and laydown surface until the parking area is paved. The aggregate base course shall be graded and rerolled and be in satisfactory condition prior to placement of new pavement. Bituminous mixtures shall not be placed without ample time to complete spreading and compaction during daylight hours. Compaction and rolling equipment shall follow as closely behind the paving machine as possible. Areas inaccessible to rollers shall be compacted by mechanical vibratory tampers. Compaction shall continue until no marks or tracks are left from the compaction or rolling equipment. Bituminous binder and wearing courses shall be placed in accordance with the applicable requirements of PDT 408. Bituminous binder courses shall be constructed in compacted lifts no greater than 23-inches.
Wearing courses shall be constructed in one compacted lift equal to the full design thickness, as indicated. A bituminous prime coat shall be applied between the aggregate base and the bituminous binder course.
3.3.2 New Paving - Existing Paving Interface
Where new bituminous pavement meets the existing pavement, a straight, smooth butt joint shall be constructed as shown. Joints indicated to be vertically sawcut into the existing pavement shall be sawcut to the full depth for the entire length of the pavement interface. The surfaces of the existing pavement at the interface shall be cleaned of all loose material and dirt and painted with a suitable bituminous joint sealant material conforming to ASTM D 3381, AC-20. The feathering of new pavement over existing pavement at interfaces will not be permitted. Joints between old and new pavement shall be made in accordance with the applicable requirements of PDT 408 and the drawings to insure continuous bond between the old and new sections. All joints shall have the same texture and smoothness as other sections of the course. After completion of the new bituminous pavement, a hot-applied bituminous sealant, conforming to
SECTION 32 22 16 Page 5
ASTM D 3381, AC-20, shall be applied along each joint between the new and existing pavement sections for a minimum width of six inches on each side of the joint.
3.3.3 New Paving - Structures Interface
Where new bituminous pavement meets curbs, sidewalks, manholes, inlets and other structures, all surfaces at the interface shall be cleaned of all loose material and dirt and painted with a suitable bituminous joint sealant material conforming to ASTM D 3381, AC-20. Joints at these interfaces shall be compacted to provide the same density, texture and smoothness as other sections of the course. Vibratory hand tampers shall be utilized for compaction, where rolling is not practicable. After completion of the new bituminous pavement, a bituminous hot-applied sealant, conforming to ASTM D 3381, AC-20, shall be applied along each joint interface for a minimum width of six inches.
3.3.4 Cold Joints
Joints between between successive work days, or joints that have become cold (less than 175 degrees F) shall be made in accordance with the applicable requirements of PDT 408 to insure continuous bond between the old and new sections. The feathering of new pavement over existing pavement at joints will not be permitted. All joints shall be compacted to provide the same density, texture and smoothness as other sections of the course. After completion of the new bituminous pavement, a suitable hot-applied bituminous sealant, conforming to ASTM D 3381, AC-20, shall be applied along each joint interface for a minimum width of six inches on each side of the joint.
3.3.5 Testing of Pavements - In Progress Work
The contracting Officer reserves the right to sample and test any area which appears to deviate from the specification requirements, during the progress of work. Testing in these areas will be in addition to any further testing subject to the conditions of paragraph ACCEPTABILITY OF WORK. Samples shall be tested and evaluated for conformance with all specified requirements. Test results indicating that the pavement does not conform to specification requirements shall be considered cause for corrective actions.
3.3.6 Acceptability of Work
The Contractor shall conduct all initial acceptance tests. Additional tests required to determine acceptability of nonconforming material will be performed as specified herein.
3.3.6.1 Grade Control
Lines and grades shall be established and maintained by means of line and grade stakes placed at the site of the work. Elevations of bench marks used by the Contractor for controlling pavement operations at the site of the work shall be determined, established, and maintained by the Contractor.
Finished pavement elevations shall not vary by more than 0.05 foot from those elevations shown on the plans or from the established datum. The Contractor shall maintain tight control of the finished elevations to facilitate proper drainage of the site.
SECTION 32 22 16 Page 6
3.3.6.2 Plan Grade
Grade conformance tests shall be conducted by the Contractor. The finished surface of the pavement shall be tested for conformance with plan-grade requirements. Within 5 working days after completion of placement of a particular lot, the Contractor shall inform the Contracting Officer in writing of results of grade conformance tests. The finished grade of each pavement area shall be determined by running lines of levels at intervals of 25-feet or less longitudinally and transversely to determine the elevation of the completed placement. In areas where the grade exceeds the plan grade tolerances shown on the drawings by more than 50 percent, the Contractor shall remove the deficient area and replace with fresh paving mixture at no additional cost to the Government. Sufficient material shall be removed to allow at least 1-inch of asphalt concrete to be placed. Skin patching for correcting low areas or planing for correcting high areas will not be permitted. The grade of the completed bituminous surface shall not deviate more than 0.05 foot from the plan grade.
3.3.6.3 Surface Smoothness
After completion of final rolling of a lot, the compacted surface shall be tested by the Contractor with a 12-foot straightedge. Measurements shall be made perpendicular to and across all mats at distances along the mat not to exceed 25-feet. Location and deviation from straightedge of all measurements shall be recorded. When more than 5 percent of all measurements along the pavement areas exceeds the tolerances indicated, the Contractor shall remove the deficient areas and replace them with fresh paving mixture at no additional cost to the Government. Sufficient material shall be removed to allow at least 1-inch of asphalt concrete to be place. Skin patching for correcting low areas or planing for correcting high areas shall not be permitted. When a 12-foot straightedge is laid on the bituminous surface parallel with the centerline of the paved area or transverse from crown to pavement edge, the surface shall vary not more than 1/4-inch from the straightedge.
3.3.6.4 Thickness Control
As each bituminous course is placed, the Contractor shall monitor the thickness of the bituminous binder and wearing courses to verify conformance with the design thicknesses indicated on the contract drawings. The thickness of the bituminous binder and wearing course shall be measured at intervals of no less than 25 linear feet along the centerline of the roadway, unless otherwise directed. The thickness shall be measured by use of grade stakes, string lines, or other methods approved by the Contracting Officer. All stakes, lines, or other devices to be used or these measurements shall be furnished and installed by the Contractor.
The Contractor shall record the measurements and submit the results no later than 24 hours (1 day) following the completion of the test. The total measured thickness of the bituminous binder and wearing courses combined shall be within +/- 1/4-inch of their total combined design thickness. Where measured thickness indicate that the pavement thickness (binder and wearing courses combined) is more than 1/4-in deficient, additional measurements shall be taken, as directed by the Contracting Officer, until the total deficient area of paving is determined. Such areas shall be corrected by removing both courses to their full thickness and placing and compacting additional new bituminous paving materials to the proper design thicknesses. Edges of the areas removed shall be treated as specified above in paragraph NEW PAVING - EXISTING PAVING INTERFACE.
Fresh paving mixture shall be placed in the excavated areas in sufficient
SECTION 32 22 16 Page 7 quantity so that the finished surface will conform to grade and smoothness requirements. Paving mixture shall be compacted to the density specified herein. Skin patching of any deficient areas shall not be permitted. The costs of placing the new bituminous paving to correct the deficient areas, and also the additional testing, shall be borne by the Contractor. Where the measured thickness of the bituminous pavement is more than that indicated, the pavement will be considered as conforming with the requirements, up to a maximum of 1/4-inch excess. Bituminous pavement placed thicker than the allowable 1/4-inch excess shall be promptly corrected, as directed by the Contracting Officer. No additional payment will be made for excessively paved areas.
3.4 GRADE AND SURFACE-SMOOTHNESS REQUIREMENTS OF BITUMINOUS SURFACES
Finished surface of bituminous courses, when tested as specified herein and in paragraph ACCEPTABILITY OF WORK, shall conform to grade line and elevations shown and to surface-smoothness requirements specified.
3.5 MAINTENANCE
The completed bituminous pavement shall be maintained in a condition that will meet all specification requirements until accepted. The Contractor shall prevent any of his equipment from tracking over the completed bituminous pavement which would cause ruts, soft spots, or damage the pavement in any other way. Any damage to the bituminous pavement caused by the Contractor's negligence shall be corrected to the satisfaction of the Contracting Officer at no additional cost to the Government. After final rolling, no vehicular traffic of any kind shall be permitted on the pavement until the pavement has cooled to 140 degrees F., and in no case before six hours after being placed. Traffic shall be allowed on the bituminous binder course after the freshly placed pavement has been allowed to cool properly. However, the Contractor shall maintain the completed bituminous binder course until the placement of the bituminous wearing course. Any defects which may develop in the construction of the bituminous binder course or any damage caused by the operation of traffic is the responsibility of the Contractor and shall be immediately repaired or replaced at no additional cost to the Government.
