If manufacturer warranties are not available, a standard one-year warranty shall be provided by the Contractor on all furnishings and appliances listed in this section. Warranties shall start at final acceptance of the contract.
The building system shall be warranted by the Contractor on a no penal sum basis for a period of five years against materials and workmanship deficiencies; system deterioration caused by exposure to the elements and/or inadequate resistance to specified service design loads, water leaks, and wind uplift damage. The building system covered under this warranty shall include but is not limited to the following: framing and structural members, roofing and siding panels and seams, interior or exterior gutters and downspouts, accessories, fasteners, trim, flashings and miscellaneous building closure items such as doors (when furnished by the manufacturer), connectors, components, and fasteners, and other system components and assemblies installed to provide a weathertight system; and items specified in other sections of these specifications that become part of the building system. All material and workmanship deficiencies, system deterioration caused by exposure to the elements and/or inadequate resistance to specified service design loads, water leaks and wind uplift damage shall be repaired as approved by the Contracting Officer. See the attached Contractor's written warranty for issue resolution of warrantable defects. This warranty shall warrant and cover the entire cost of repair or replacement, including all material, labor, and related markups. The Contractor shall supplement this warranty with written warranties from the installer and/or system manufacturer, which shall be submitted along with Contractor's warranty. However, the Contractor is ultimately responsible for this warranty. The Contractor's written warranty shall be as outlined in attached WARRANTY FOR BUILDING SYSTEMS (paragraph 2.2) and start upon final acceptance of the facility. The Contractor shall provide a separate bond in an amount equal to the installed total building system cost in favor of the owner (Government) covering the Contractor's warranty responsibilities effective throughout the five year Contractor's warranty period for the entire metal building system as outlined above.
2.1.1 DESIGN CODES
The building and site shall be designed and constructed by the Contractor to meet all local, State, and Federal codes, inluding but not limited to:
International Building Code Unified Facilities Criteria Unified Facilities Guide Specifications Americans with Disabilities Act
AASHTO
PennDOT American Water Works Association National Fire Protection Act National Electric Code
SECTION 01 11 00 Page 13
International Plumbing Code
All building and site components/systems shall be designed and constructed in accordance with the documents listed above. The latest edition of these codes and standards in effect and amended as of the date of the Contractor's proposal will govern the design and selection of the building and site components/systems. The criteria from these sources may be supplemented but not supplanted by the applicable criteria contained in national recognized codes and standards. In case of conflict between these requirements, the most stringent will apply. References pertain to standard specifications of any technical society, organization or association, or to codes, manuals, regulations, specification, or tentative specification adopted and published at least 90 days prior to submittal of proposal, unless specifically stated otherwise. All submittals which are based on the Contractor's designs shall include design calculations, assumptions and design references used in preparing the designs.
If any requirements within this scope of work do not agree with required codes, it is the Contractor's responsibility to notify the Government. In the event of an inconsistency between specifications and codes, satisfying codes shall take precedence over specification requirements unless the specification exceeds code requirements.
2.1.2 STRUCTURE
2.1.2.1 Design Requirements
The building shall be designed by the manufacturer or a registered Professional Engineer(s) (Designer of Record) as a complete system. The Designer of Record shall be registered to practice in the particular professional field involved in a State or possession of the United States, in Puerto Rico, or the District of Columbia. If the building is a pre-engineered structure, a Professional Engineer is still required. All structural members and connections shall be the responsibility of the Designer of Record. All components of the system shall be specified by the Designer of Record. This includes, but is not limited to, components such as foundations, primary framing, secondary framing, and lateral bracing.
All drawings must be stamped by a Professional Engineer.
a. Design Code - Design load application shall be in accordance with:
International Building Code; ICC IBC
b. Dead Loads
c. Live Loads
d. Snow Loads
e. Wind Load
f. Collateral load shall include the weight of additional permanent materials other than the building system, such as doors, mechanical systems, and electrical systems. Equipment loads shall be shown on the shop (detail) drawings and the structure (frame, purlins, girts) shall be strengthened as required. The Contractor is responsible for providing the building manufacturer the magnitude and approximate location of all concentrated loads before design of the building commences.
SECTION 01 11 00 Page 14
g. Rainfall Intensity - Gutters and downspouts shall be 6-inches in diameter. Supports for gutters and downspouts shall be designed for the anticipated loads.
h. Seismic Performance - Design and engineer building system capable of withstanding the effects of earthquake motions determined according to ASCE/SEI 7-05, and the applicable portions of the building code in the geographic area where the construction will take place.
i. Site Conditions - There are no other structures in the immediate vicinity of the new buildings.
The Structural Building Drawings and Building Design Analysisshall be submitted for approval.
If any requirements within this scope of work do not agree with required codes, it is the Contractor's responsibility to notify the Government. In the event of an inconsistency between specifications and codes, satisfying codes shall take precedence over specification requirements unless the specification exceeds code requirements.
2.1.2.2 Foundation
The foundation shall consist of a concrete slab with all-concrete footers and foundation wall. The footing for the foundation shall be set at a depth below the frost line to prevent frost heave damage to the building, as shown on the drawings. The foundation shall be designed and installed by the Contractor and signed and stamped by a Professional Engineer certified in a State or possession of the United States, in Puerto Rico, or the District of Columbia. Soil data for foundation design is included as an attachment to this specification document. This data includes test pits from the existing soil conditions, as well as the design specifications for the fill that will be placed under an existing site development contract.
The Contractor shall estimate allowable bearing capacity for foundation design purposes based on the data provided with this solicitation, as well as the types of soil present in the area. The Contractor shall retain the services of a qualified Professional Engineer to verify that the soil or rock exposed at the foundation level during construction will have the bearing capacity assumed in the design.
The finished floor elevation for the building and the grade elevations around the building are shown on drawing C-3082. The finished floor elevation is approximate and can change, but must be above grade. The top of the slab-on-grade shall also be above grade.
If the flooring system includes floor joists, pressure-treated lumber must be used. Vents for moisture control in the voids between joists must be included, along with varmint controls. The subfloor must be double-layer tongue-and-groove with staggered joints. Utilities must be brought up through the slab-on-grade, and insulated/heated to prevent freezing. Once inside the building, utilities shall not be run below floor between joists.
Regardless of foundation system, a concrete slab-on-grade must be used.
Concrete steps and wheel chair ramp shall be provided for access.
SECTION 01 11 00 Page 15
The foundation shall include an aggregate subbase.
Foundation drains shall be furnished and installed. Drains shall drain to existing trapezoidal ditch. At drain termination at ditch, the Contractor shall furnish and install 2'x2'x3' thick concrete slopewall with varmint protection.
All foundation excavation, subgrade preparation/compaction, subbase aggregate, foundation drains and concrete foundation shall be designed, furnished and installed by the contractor. Excess material from excavation shall be disposed of in accordance with SECTION 02 42 00 DISPOSAL OF
MATERIALS.
The Foundation Detail Drawings and Foundation Design Analysis must be submitted for approvalinformation only within 4530 days of the NTP.
