QUESTIONS AND ANSWERS

Q1. Was the Corps talking with a building manufacturer for the equipment shelter? If so, can you provide the name or contact info?

A1. No specific building manufacturer was considered. The specification is from a generic guide specification and specifications for similar buildings at other projects.

Q2. Also with the building, did you receive any confirmation on a manufacturer providing a 20-year warranty? If so, this contact info would be greatly appreciated.

A2. The warranty is for the wall and roof panels. The warranty requirement for similar type buildings was 20 years, and we were informed by bidders on a previous project that this was available.

Q3. If a 20 year warranty is not attainable, will you accept a 10-year?

A3. We want the 20-year warranty on the panels.

Q4. Where did the Corps purchase the tow hauling system? We have to provide the manufacturer rep for installation and training. We need to know who to call.

A4. As stated in Section 41 24 00, paragraph 2.1.1, the tow haulage system equipment was purchased by the Government in 2004 under Contract No. DACW59-03-C-0006 with Superior- Lidgerwood-Mundy (SLM) Corporation, PO Box 39, Superior, WI 54880.

Q5. Item 0001AX states to “furnish and install jib crane”. The specs state that this is gov’t furnished. Please clarify.

A5. The bid item has been changed to Install Government-Furnished Jib Crane.

Q6. The Corps needs to specify how much time they want for training, whether it’s 1 day, 2 days, 5 days. We have to include those costs in the bid item, along with our installation assistance.

A6. Section 41 24 00, paragraph 3.12 has been revised to require 1 day of field training.

Q7. Can you clarify exactly which items are included in item 0001AP, Concrete Miscellaneous? It’s for 105 CY of concrete. I am having trouble defining miscellaneous or incidental to other items.

A7. Miscellaneous concrete includes concrete for ramps, steps, cable trench, winch and sheave thrust blocks, and concrete pedestals. The payment paragraph has been revised to clarify this.

Q8. The invert elevations of the 6” SD pipes seem quite deep. They are all 10-11 deeper than the trench drain. Three of the runs are only 5-6’ long. This would leave the pipe at a 30 deg. Angle. This will make connections difficult to impossible. The manufacturer won’t allow slip-on joints at that angle either. Can we core drill the sumps at a higher elevation?

A8. The outlet invert elevation of the 6” pipes will be raised and noted on amended Dwgs C- 1013-A, C-1014-A and C-1015-A. Also, note 5.A. on Dwg C-1013 will be revised to note that the 6” pipes are to extend approximately 9” past the pipe gallery recess wall so that drainage does not fall on existing piping that is attached to the gallery wall.

Q9. Also, with the 6” SD for draining the trench drain, is testing of these short runs necessary. At most, it would be low pressure testing.

A9. No pressure testing is needed. The testing requirement has been removed from the specifications

Q10. The painting spec included with the contract covers most of the owner supplied equipment. After being in storage for several years, who is responsible for the current condition of the paint and any required repainting? I think this should be left as an additional work item.

A10. The painting requirements for Government-furnished equipment are present in the event that some repainting is required. The Government is responsible for the equipment as furnished to the Contractor. The equipment has been painted as identified in the descriptions of the Government-furnished property. Any coating repairs needed due to the storage period will be addressed under the “Changes” clause. The Contractor will be responsible for any coating damage occurring while the property is under the contractor’s control until final acceptance.

Q11. I saw one sketch for the equipment shelters in the specs. What about the control building? We need a sketch for this structure. Are there any HVAC, door, window, etc.

requirements?

A11. As stated in Section 13 34 19, paragraph 1.5.1.2, dimensions for the Control Building shall be similar to the existing building. The intent is to furnish a standard size building similar to the existing structure.

Q12. Is there any particular sequencing of work?

A12. No. The only restrictions are specified in Section 01 30 00.10, paragraph 3.1, that is existing equipment cannot be taken out of operation until all equipment and materials are available for installation of the new system, and work on the new system shall progress continuously to minimize that the alternate winch system must be used.

Q13. Are there any restrictions on when the Corps of Engineers needs the tow haulage system?

A13. No. However, since an alternate winch system must be used until the new system is in operation, the sooner the new system is installed, the better lock operations will be.

Q14. What about access for the lock personnel? Will we have to build a temporary bridge for them to go back and forth?

A14. As specified in Section 01 30 00.10, paragraph 1.9.2, the Contractor must maintain safe access for lock operating personnel. A temporary bridge would only be required if there is no other safe access to a particular area.

Q15. Are the control building Government Furnished Property?

A15. Only equipment is Government-furnished. The buildings will be furnished and erected by the Contractor.

SECTION 00010 - SOLICITATION CONTRACT FORM

SUBCLIN 0001AF

The pricing detail quantity has increased by 45.00 from 790.00 to 835.00.

SUBCLIN 0001AN

The pricing detail quantity has increased by 8.00 from 25.00 to 33.00.

SUBCLIN 0001AX

The CLIN description has changed from Furnish and Install Jib Crane to Install Government Furnished Jib Crane.

SECTION 00700 - CONTRACT CLAUSES

The following have been modified:

52.245-2 GOVERNMENT PROPERTY INSTALLATION OPERATION SERVICES (JUNE 2007)

(a) This Government Property listed in paragraph (e) of this clause is furnished to the Contractor in an ``as-is, where is'' condition. The Government makes no warranty regarding the suitability for use of the Government property specified in this contract. The Contractor shall be afforded the opportunity to inspect the Government property as specified in the solicitation.

(b) The Government bears no responsibility for repair or replacement of any lost, damaged or destroyed Government property. If any or all of the Government property is lost, damaged or destroyed or becomes no longer usable, the

Contractor shall be responsible for replacement of the property at Contractor expense. The Contractor shall have title to all replacement property and shall continue to be responsible for contract performance.

(c) Unless the Contracting Officer determines otherwise, the Government abandons all rights and title to unserviceable and scrap property resulting from contract performance. Upon notification to the Contracting Officer, the Contractor shall remove such property from the Government premises and dispose of it at Contractor expense.

(d) Except as provided in this clause, Government property ed under this contract shall be governed by the Government Property clause of this contract.

(e) Government property provided under this clause:

The following items will be furnished to the Contractor for installation under this contract:

1. Upstream Winch and Power Unit, Downstream Winch and Power Unit, Sheave Set, Towing Bit, Retriever Bit, Retriever Winch, Main Control Panel, Upstream Starter Panel, Downstream Starter Panel, Retriever Winch Starter Control Panel, Control Stations, Retriever Control Station, 132# AREMA Rail, Overtravel Limit Switches Spare Mechanical and Electrical Parts. These materials will be furnished at Braddock Locks and Dam, 11th Street, Braddock, PA 15104-1704. The acquisition cost of these materials is $440,000.

2. Check Posts. Sixteen Check posts will be furnished at Pittsburgh Engineering Warehouse and Repair Shops (PEWARS), Ohio River Mile 7.5. The acquisition cost of these materials is $24,000.

3. Jib Crane. This item will be furnished at Braddock Locks and Dam, 11th Street, Braddock, PA 15104-1704. The acquisition cost of this item is $24,000.
