Questions and Answers Pertaining to Sol. W911W5-17-R-0006
1. Types of vehicles we will most commonly be working on: Is there any way you could provide a list of the current vehicles in the motor-pool we would be servicing?
No. Section 6 of the PWS identifies the specific maintenance tasks that need to be performed. Detailed descriptions are given for the maintenance that is required for each component/system.
2. Would it also possible for us to have a site visit so we can get a better feel for the average vehicle type and how the facility is currently operating?
One of the reasons I ask is that in section 6 there are a few numbers that don't add up when it comes to total vehicle numbers. Under 6.1.1 it states there will be 12 Gas engines and 27 diesel engines for a total of 39 vehicles but then under 6.1.5 it states 14 wheeled steering and 17 lateral steering for a total of 31 vehicles. The same holds true for 6.1.6 with 33 standard transmissions and 2 automatic transmissions for a total of 35 vehicles.
The acquisition timeline does not support a site visit.
The numbers are for representative purposes only. Some of the equipment has more than one engine, while other engines are mounted on trailers. There is no correlation between workload factors provided in section 6 to a fixed number of vehicles. There is no average vehicle type.
3. Reference: Amendments 1 and 2 Will these amendments be issued under an SF30 so we can properly acknowledge the amendments?
W911W5-17-R-0006 Amendments 0001 and 0002 were reposted with amendment numbers shown in block 2 labeled “Amendment/Modification No”.
4. Reference: PWS Para. 1.3.1, page 10 How many vehicles will the contract be responsible for maintaining and include in the PMCS?

Paragraph 3.7.2 states that the Government will provide two vehicles. Paragraph 4.2.2 states that the contractor will provide an auto mechanics tool kit for each mechanic and paragraph 4.1 state that the contractor will provide all equipment that is not Government provided. Who provides items that would normally be needed in an automotive maintenance facility to include air compressors, air tools, jacks, jack stands, work benches, vises, welding equipment, diagnostic equipment, tire machines, large wrenches and sockets, etc.?

Will the contractor, at their expense, be able to establish an internet connection on this computer system for the purpose of accessing home office systems to include maintenance and parts tracking and employee time card input?
Yes.
8. Reference: PWS Para. 4.5, page 20 This paragraph presents a list of common shop supplies that the contractor is required to furnish. In the paragraph it states that the table presents “shop supplies used each quarter.” Yet Table 4.5 states that the shop supplies listed is per year. Which is correct?
Table 4.5 was revised to quarter. The historical common shop supplies list is per quarter.
9. Reference: PWS Para. 5.1.8, page 23 This paragraph requires that the contractor provide a portable re-fueling tank. Is it the intent of the Government that this be trailer mounted?
It is the intent of the government to have the contractor provide a portable re-fueling tank with a suggested capacity of 50 gallons. How the contractor meets requirement is a business decision left to contractor to make.
10. Reference: PWS Para. 6.6, Recovery and Transportation, page 31 What specifically is the contractor’s responsibility for transportation of FM equipment assets between DoD and CONUS locations? Is the contractor expected to provide a truck, trailer, and driver to accomplish this?
If necessary to meet NGIC operational needs, the contractor will be responsible to provide all of the required equipment and personnel mandated by state and federal transportation laws to move safely move equipment between DoD and CONUS locations.
11. Reference: Para. 6.8.1.3, Resumes, page 44 and Referenced FAR Clause 52.222-17, Non-Displacement of Qualified Workers, page 56 The proposal requirement (and evaluation criteria) is requiring offerors to present resumes for the Motor Vehicle Mechanic and Ground Support Equipment Repairer; however, the referenced FAR Clause requires the successful contractor to hire the incumbent non-management personnel if qualified.
