INSTRUCTIONS
General: Offeror is to provide a cost/price proposal in response to the solicitation. FAR 15.403-5(b) allows the contracting officer to specify the format of cost or pricing data or data other than certified cost or pricing data. The completed enclosed spreadsheets shall be included in the cost/price proposal. This is a required flow down requirement to subcontractors, and therefore shall be submitted for the prime offeror AND for any and all divisions and subcontractors proposed to perform effort in response to this solicitation. The information will be evaluated for acceptability, fairness, and reasonableness based on the price analysis criteria in FAR 15.404-1 as determined appropriate by the Contracting Officer as described in Section M. Please enter the requested data in the light blue shaded areas in the following worksheets: TAB C Phase-in & FVM and TAB D Indirect Rate Summary spreadsheets. The worksheets are designed to automatically compute and populate other cells in the Excel spreadsheet and worksheets.
TAB A Section B Worksheet: The Section B is used as a basis for the proposed formal Section B.
TAB C Phase-in & FVM (Labor & Materials Worksheet):
General: Enter the requested data in the blue shaded cells. It may be necessary for offeror to revise the number of rows, columns, and/or formulas to reflect differences or nuances in the offeror's accounting and estimating systems. However, it is requested that the general format be maintained as much as possible for cost/price analysis and contract administration purposes.
NOTE 1: Each offeror is to propose productive hours to meet the requirement. Enter hours in column k.
NOTE 2: Columns A, B, and C of the Transition-in & FVM Worksheet is where labor costs are entered. Column A reflects the key personnel called out in the Performance Work Statement. In the cost /pricing narrative provide the Wage Determination Occupation title that most closely correlates with the PWS content. If labor occupation is wage determination exempt, add reason (supervisory or administrative). During contract performance, these categories ostensibly may be performed by the prime contractor and/or other divisions or subcontractors. The offeror is to enter a P in Col B if the effort is to be performed by the prime contractor, and an S if performed by another division or subcontractor. Enter the name of the division or contractor in Col C. If the particular individual category is to be performed jointly by more than one entity (i.e. the prime and a sub or subs), the offeror will be required to insert additional row(s) under the labor category and to allocate the Col k hours for the individual category to be performed among the prime and subs . After this allocation, the total of the original and inserted rows under the individual category in Col K shall total to the number of hours provided by the Govt for the respective labor category.
NOTE 3: Please enter the base labor rate for the labor categories listed. The base labor rate is the rate actual paid to the employee EXCLUSIVE of social security, federal unemployment, state unemployment, workman's compensation, and non-statutory fringe benefits (i.e. 401K, vacations, holidays, etc.), overhead, G&A, and fee. For proprietary reason, subcontractors may provide this information directly to the Contracting Officer if the subcontractor chooses not to disclose this information to the offeror.
NOTE 4: Additional entry cells at the top have been made available since different labor categories may have differing fringe and overhead rates applied to them. Apply fringe/overhead to prime offeror derived rates inclusive of statutory (i.e. FICA, FUTA, SUTA, Workman's Comp) and non-statutory (i.e. health insurance, 401K, etc., vacations, holidays, etc.). An offeror may add an additional column if their fringe rate is separate than their overhead rate. A sample Fringe-OH spreadsheet has been provided as an example for fringe/overhead. In this example fringe and overhead are combined into a single rate. However, it is recognized that some offeror accounting systems apply fringe and overhead separately. In this case the offeror, should have separate columns for fringe and overhead to accommodate its accounting and estimating system as discussed in the general note above.
NOTE 5: Please enter the prime offeror or subcontractor billing rate (if performed by a subcontractor) BEFORE application of prime offeror general and administrative (G&A) expense and fixed fee. Therefore, the rate entered for prime contractor performed rate categories is as follows: rate = prime base labor rate + prime fringe + prime overhead. If the labor category is performed by a subcontractor, the rate entered in this column is as follows: Rate = sub base rate +sub fringe + sub overhead + sub G&A + sub fee (i.e. subcontractor loaded rate EXCEPT for prime G&A and fee).
NOTE 6: FAR Clause 52.217-8, Option to Extend Services states, “The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months….” For proposal development purposes, the spreadsheet will update automatically based on option Year 4 pricing data. The total evaluated price will be one-half the hours proposed for the last option period (CLIN 4001) at CLIN 4001 fully burdened rate.
NOTE 7: Offerors are to propose all material, supplies, and equipment need to meet the requirement for the prescribed periods that correlate with labor periods. The sum of labor and material, supplies, and equipment will constitute the firm-fixed-price for FVM Maintenance for the prescribed period.
TAB D Indirect Rate Summary Spreadsheet: Please provide the indirect rates by year, and proposed percentage of performance by labor hour for the prime offeror and each division or subcontractor proposed to perform effort on this solicitation. For proprietary reasons, subcontractors may submit the information in the requested format directly to the Contracting Officer. This information is necessary for evaluation purposes and MUST be supplied for the offeror, other divisions, and subcontractors for the offeror's proposal to be considered complete and adequate.
Sample Fringe/Overhead Spreadsheet: This spreadsheet shows a generally accepted format for fringe benefit and/or overhead pool/base/rate calculations. Fringe benefit and overhead pool, base, and rate calculations are required as part of the offeror's cost/price proposal. The fringe and overhead rates may be calculated together or separately depending on the contactor/subcontractor's accounting system. Please provide a similar schedule for fringe and overhead for each FY for the offeror and each division or subcontractor. Describe as necessary in the cost/price narrative. Please indicate if the rates are based on a forward pricing rate agreement (FPRA) or other signed rate agreement with DCAA and/or DCMA. Subcontractor data may be submitted directly to the Contracting Officer for proprietary reasons. FPRA or DCAA/DCMA approved rate agreements can be provided in lieu of the fringe overhead spreadsheets as long as they cover the period of performance and adequately address the reasonableness and realism of the proposed fringe overhead rate.
Sample G&A Spreadsheet: This spreadsheet shows a generally accepted format for G&A pool/base/rate calculations. G&A pool, base, and rate calculations are required as part of the offeror's cost/price proposal. Please provide a similar schedule for G&A for each FY for the offeror and each division or subcontractor. Describe as necessary in the cost/price narrative. Please indicate if the G&A rates are based on a forward pricing rate agreement (FPRA) or other signed rate agreement with DCAA and/or DCMA. Subcontractor data may be submitted directly to the Contracting Officer for proprietary reasons. FPRA or DCAA/DCMA approved rate agreements can be provided in lieu of the G&A spreadsheet as long as they cover the period of performance and adequately address the reasonableness and realism of the proposed G&A rate.
