About this file

This is an Additional Questions and Answers document that clarifies requirements for a federal contract solicitation involving furniture and warehouse management services at military barracks facilities.

The contract work is distributed geographically with 80% effort concentrated in Texas and 20% in New Mexico, covering 193 barracks facilities across eight warehouse locations ranging from 9,000 to 20,000 square feet. The contractor must manage approximately 1,500 to 2,000 pieces of annual warehouse float inventory and handle all aspects of furniture installation and removal of surplus or damaged items. The contractor is responsible for providing all necessary equipment and tools, including moving trucks and forklifts, with designated on-site storage areas available. Of the 193 buildings, 189 do not have operational elevators, requiring manual labor in multi-tiered structures. The contractor must handle furniture and equipment weighing up to 200 pounds, with expectation that they provide equipment for items exceeding this threshold. The inventory consists of standard case goods and appliances only, excluding modular furniture systems. This is a firm-fixed-price contract where contractor pricing must incorporate mandatory government training time spent on non-transferable platforms such as JKO and ATCTS. Personnel requirements include a Project Manager and Quality Control Inspector, whose names, resumes, and Letters of Intent are not required in the technical proposal due to the LPTA (Lowest Price Technically Acceptable) evaluation methodology. The transition includes a 30-day phase-in period, with a separate 72-hour mobilization schedule required post-award. CLIN 5001 covers a six-month extension period and should be quoted accordingly rather than as exactly 50% of Option Year 4 pricing. Contractors must obtain Common Access Cards (CAC), with the government conducting and funding all associated background checks.

Additional Questions and Answers

1. The solicitation includes four (4) Wage Determinations covering different states and counties. Will the majority of the work effort be concentrated within one specific location? If so, please identify which WD will pertain to the majority of the work performed. If the workload is dispersed, please identify the percentage of work applicable to each WD region listed.

Texas 80%, New Mexico 20%.

2. Will the government be providing any vehicles (e.g. trucks, trailers) as GFE?

No

3. TE-5 Provides Workload data. Can the government provide additional detail regarding workloads on new material received into the warehouse including workload on handling of surplus materials?

The workload includes annual warehouse float inventory consisting of approximately 1500 to 2000 pieces.

4. Does the workload data quantities in TE-5 pertain to the installation of furniture plus the removal of existing (surplus/damaged) furniture?

Pertains to all aspects of the workload and contract requirements.

5. Submission instructions for Volume III mention a 72-hour phase-in period, while PWS paragraph 1.5 describes a 30-day phase-in. Which timeline should be used for the transition narrative?

As stated on the PWS, 30-day Phase-In. The 72hr Phase-In is a required plan/mobilization schedule that should be provided after award.

6. For CLIN 5001 (the 6-month extension under FAR 52.217-8), should the price be calculated as exactly 50% of the Option Year 4 price?

It should be quoted for 6-month period of performance

7. Given that this solicitation is being conducted as an LPTA procurement rather than best value, and noting the post-award deadline for naming personnel in PWS 1.6.10, can the Government confirm that names, resumes, and Letters of Intent (LOI) for the Project Manager and Quality Control Inspector are not required to be submitted with the Volume II Technical Proposal?

Not required.

8. While the PWS defines experience for the PM and QCI, it does not specify the labor categories for the standard "Movers & Handlers." To ensure parity in pricing and compliance with the Service Contract Act (SCA), will the Government provide the specific labor category titles from the provided Wage Determinations (e.g., 2015-5229) that match their requirements?

No

9. PWS paragraph 1.6.7.4 states that if the Government determines "additional background checks" are required beyond the state police check, the contractor must provide additional PII. Will the Government perform and fund these additional background checks, or is the contractor responsible for the cost?

The contractor is required to obtain a CAC card. The Government will conduct any additional background checks required for CAC issuance.

10. The PWS explicitly mandates manual labor in "multi-tiered buildings without elevators". To ensure accurate labor pricing, can the Government provide a list identifying which of the 193 barracks facilities listed in Technical Exhibit 2 do not have operational elevators or a breakdown of the specific percentage of barracks facilities that lack elevators?

189 of the 193 buildings do not have elevators.

11. Technical Exhibit 5 states the contractor must load and unload furniture and equipment weighing "up to 200 pounds". However, the PWS also includes "appliances" in the scope of work. Commercial-grade washers, dryers, or large refrigerators used in barracks often exceed 200 lbs. If specific appliances or furniture items exceed the 200 lb thresholds mentioned in Technical Exhibit 5, what is the Government’s expectation for handling? Will the Government provide specialized lifting equipment for these items, or is the contractor expected to provide the necessary tools and personnel to handle overweight items safely?

Contractor is expected to provide all necessary equipment and tools.

12. Can the Government clarify if the inventory includes modular furniture systems or if it is limited to standard case goods and appliances? If modular systems are included, will the Government provide specific manufacturer assembly instructions or training?

The inventory does not include modular furniture.

13. Since Technical Exhibit 4 only identifies office IT equipment as GFP, can the Government confirm that the contractor is responsible for providing all heavy equipment required for performance, specifically including moving trucks and forklifts for warehouse operations? If so, is there a designated on-site area for the overnight storage and maintenance of contractor-owned vehicles and forklifts?

Yes, there is a designated area available for contractor vehicles and equipment storage.

14. While the Government provides access to the training portals (e.g., JKO, ATCTS), is the time spent by contractor employees completing these mandatory, non-transferable Government trainings considered a billable service under the Firm-Fixed-Price (FFP) CLINs, or must this be treated as a non-reimbursable overhead cost?

That price must be incorporated into the Firm Fixed Price CLIN(s)

15. Given the mandatory requirement for "clerical staff" to manage the eMH system, does the Government have a recommended staffing ratio or a historical baseline for the number of administrative personnel required to maintain 100% accountability for the volume of items described in Technical Exhibit 5?

This is firm fixed price contract. contractor should be able to estimate based on PWS requirements.

16. Can the Government provide the approximate square footage for each of the eight warehouse facilities listed in Technical Exhibit 3? Additionally, can the Government provide specific addresses or map coordinates for these buildings to help offerors calculate transit times between facilities?

Warehouses space run from 20,000 sq ft facilities to 9,000 sq. ft

17. Given the projected annual workload of 25,000 pieces of furniture and the requirement for warehouse operations described in the PWS, does the Government anticipate that a forklift is required for safe and efficient performance? If so, as it is not listed in Technical Exhibit 4, can the Government confirm the contractor is responsible for providing this equipment? Furthermore, if the contractor provides a forklift, is there designated space within the GFF for its maintenance and overnight storage?

Contractor is expected to provide all necessary equipment and tools. There is a designated area available for contractor vehicles and equipment storage.
