About this file

This is a Technical Exhibit for an Unaccompanied Furnishings Movers & Handlers contract that establishes procedures for conducting Commanders Briefings during hand receipt holder transitions at Army housing facilities.

The contractor must initiate contact with newly assigned company commanders (identified as Primary Hand Receipt Holders or PHRH) via email and phone to schedule the briefing. Prior to scheduling, the contractor must request three documents: DA Form 1687, Assumption of Command Orders, and PCS Orders. Standard email templates are provided for initial contact, scheduling confirmation, and follow-up communications for commanders who fail to submit required documentation within three days. Upon document receipt, the contractor generates a hand receipt folder containing the commander's briefing checklist, assumption of command orders, DA Form 1687, PCS orders, blank inventory form, change of command completion memo, discrepancy memo, the most recent signed hand receipt, inventory from the previous commander, adjustment documents, and updated hand receipt. The contractor must maintain and continuously update the hand receipt tracker in the FMO shared drive throughout the process. The briefing must include the commander, first sergeant, barracks manager, S4, and unit housing staff. The document incorporates Army regulations requiring a 30-day joint inventory period when hand receipt holders are replaced, a 15-calendar-day deadline for initiating financial liability investigations upon discovery of property discrepancies, and procedures for preliminary searches of missing government property.
