About this file

This is a Questions and Answers document for federal contract solicitation W911SG26QA035, addressing clarifications on the Fort Bliss TX Garrison Printer Lease Services requirement. The Q&A confirms that this is a replacement requirement for existing Xerox devices and establishes specific monthly volume parameters: Volume Band I (24 color devices) at 10,000 copies/month, Volume Band II (57 color devices) at 5-10,000 copies/month, and Volume Band III (54 black and white devices) at 5-10,000 copies/month. The contract will operate under an all-inclusive/unlimited print model rather than a cost-per-click arrangement, and pricing must be based solely on the government-provided volume estimates with no contractor-imposed assumptions or contingencies, resulting in a Firm-Fixed-Price contract award.

The Q&A further clarifies that finishers with hole punch are not required for any devices, service will be provided on an as-needed basis with no anticipated duty cycle penalties, and hard drives must be removed and surrendered to the government at lease end. The document confirms that no classified devices are included on the classified network and that all quotes must strictly adhere to the specified volume bands without deviation. The RFI submission deadline was 24 April 2026 at 0800 MST, with the overall Period of Performance running from 1 June 2026 through 31 May 2029 (base year plus two option years). The Indefinite Delivery/Indefinite Quantity contract requires submission of official quotes matching SF 1449 forms and delivery schedules.
