About this file

This is a Questions and Answers document for federal contract W911SG26QA021 addressing signage fabrication and installation requirements at a military facility.

The contract scope includes fabricating and installing multiple sign types within a Battalion/Brigade area. Exterior signage includes "Excellence in Lethality" signs (36"x53"), with one existing sign requiring resurfacing and remaining boards requiring new basing and fabrication. The "Welcome to Strike Country" sign must be applied to a new panel and installed at the Strike DFAC, with relocation of an existing misplaced sign included in scope. Interior signage requirements include seven 8"x8" unit crests (rigid-mounted, durable, removable, and reinstallable), 18 Retention Center of Excellence signs at 12"x18" (rigid panels rather than vinyl), hanging of two larger unit-provided signs, installation of unit-provided Gemini lettering, and installation of BN/BDE Leadership photos in 8x11 frames. The contractor is responsible for all fabrication and installation work. Materials must be of sound quality and durable construction; material specifications, substrates, thickness, print methods, and mounting methods are vendor recommendations based on feasibility. Contractors must calculate total quantities and square footage for pricing purposes. Pricing should be structured as a single CLIN with optional itemized breakouts at vendor discretion. A draft Safety Plan is required in the proposal and must be finalized within five calendar days after award. Exterior signs require matching frames consistent with existing installations. No electrical disconnection or ADA room identification signage is required.

W911SG26QA021 Questions and Answers

1. What are the dimensions for each sign that needs to be refaced?

a. Excellence in Lethality. Are existing structures already installed? If so, should the vinyl be removed and replaced, or should the contractor provide new panels with graphics?

i. The dimensions for each sign of the excellence in lethality are 36”x53”.

The only sign that needs to be resurfaced is the already existing one. For the remaining boards, the basing and boards need to be fabricated and installed.

b. Welcome to Strike Country: should this vinyl be applied to an existing panel, a new panel with graphics, or wall-applied vinyl at the DFAC? The drawings reference relocation of an existing sign, is relocation part of the contractor’s scope?

i. The welcome to Strike Country sign will need to be applied to a new panel and then installed on the Strike DFAC. There is an already existing “Welcome to Strike Country” sign that was installed in the wrong location. This sign and stand just needs to be relocated to the correct location and would have to be added to the contractors scope.

c. Main Entrance Unit Wall: Can you provide specifications and dimensions for the unit insignia graphics shown on the wall? Should they be vinyl wall graphics or rigid mounted signs?

i. The exact dimensions are 8”x8” unit crests. I’m not sure what the difference between the vinyl wall graphic or a rigid mounted sign is, but what I will say is they need to be durable, removable and able to be re installed if needed. In my opinion this takes out the vinyl wall graphic as that seems like a one time use and cheaply made.

d. Retention Signs: Can you provide the size and quantities for the Retention Center of Excellence signs shown in the interior locations? Should these be vinyl graphics or rigid panels?

i. 12”x18” signs. A total of 18 signs is needed based on a design that we (the unit can provide). I want to get away from this vinyl graphic. Again this sounds like a cheap product that will not stand the test of time.

2. Are there any photos that show the current conditions of the vinyl faces?

a. I have no idea of what this means. If we are talking about the command team photos. Those are printed on photo paper and in 8x11 frames that just need to be re installed.

3. Do all the signs in question currently exist?

a. None of the signs in question currently exist, with the exception of the “Welcome to Strike Country” sign that needs to me moved, the BN/BDE Command Team photos and the Gemini Printed Welcome to Strike Brigade, Stirke Hard (Just need to be hung). All other signs in question need to created by the vendor and sent to unit for approval. Unit can provide templates of expectations.

4. Is the requirement only for replacing/refacing the graphics?

a. No, production is part of the scope.

5. Is the contractor responsible for installing all signed identified in the scope package?

a. Yes

6. Do any of the signs require electrical disconnection/connection?

a. No

7. Can you include the dimensions, substrates, thickness, print method, vinyl type, laminate requirements, and mounting methods?

a. This should be a Vendor recommendation on what they think would be the most feasible. The dimensions for all the manufactured signs are above in this document. The material utilized is expected to be of sound quality and durable.

8. Do the replacements include only face panels or full panel fabrication?

a. Face panels

9. Can you confirm the total quantity of signs and the square footage of each sign face?

a. Exterior Signs?

i. No, based on the measurements and number of signs this is a vendor’s responsibility to do the equations and provide their pricing

b. Sign Relocation?

i. No, based on the measurements and number of signs this is a vendor’s responsibility to do the equations and provide their pricing

c. Retention Signs?

i. No, based on the measurements and number of signs this is a vendor’s responsibility to do the equations and provide their pricing

d. Main Entrance: 1 Large, 7 small interior signs OR 2 Large, 6 small interior signs?

i. Hanging of 2 larger signs (Unit provided), Installation of Gemini Lettering

(Unit Provided),Fabricating 7 unit crests (dimensions above) and installation, Installation of BN/BDE Leadership photos (Unit Provided)

10. Is the Main entrance to have 1 large, 7 small interior signs, or 2 large, 6 small interior signs?

a. Same as above answer

11. Is the requirement limited to vinyl graphic removal and replacement or does it require fabrication and installation of new rigid sign panels?

a. There is no removal of any current signage. We will move one sign that is already existing with the frame. The work includes fabricating the new signage and installation within the BDE area

12. If rigid panels are required, what are the structural material and thickness requirements?

a. Please provide an example of what a rigid panel is.

13. Does the 15-day period include fabrication lead time, or only on-site removal and installation?

a. I would like it to be 15 days period, but this question seems outside my scope of expertise

14. Should pricing be structured as a single CLIN with supporting breakouts or does the government intend to amend this to multiple CLINs?

a. It should be structured as a single CLIN. If you want to itemize everything, you may do so at your own discretion

15. Is submitting a draft Safety Plan required within the proposal?

a. Yes, it is to be finalized within 5 calendar days after award.

16. For the room identification signs, the floor plan includes a Room ID schedule, are ADA room signs a part of this project? If so, can you provide the dimensions?

a. No

17. Do the signs need wooden posts for installation?

a. Exterior signs need matching frames to what already exist. No wooden posts
