Register of Wage Determinations Under the Service Contract Act
This is a wage determination document issued by the U.S. Department of Labor, Employment Standards Administration, Wage and Hour Division, for service contracts in Texas counties of El Paso and Hudspeth (Wage Determination No. 2015-5229, Revision 28, effective December 3, 2025).
The document establishes prevailing wage rates for over 200 job classifications across multiple occupational categories including administrative support, automotive service, food preparation, furniture maintenance, general services, health occupations, information technology, instructional occupations, machine tool operations, materials handling, mechanics and maintenance, personal needs, plant operations, protective services, recreation, stevedoring, technical occupations, and transportation/mobile equipment operation. Wage rates range from $10.08 per hour (School Crossing Guard) to $53.00 per hour (Nuclear Medicine Technologist). All listed occupations receive fringe benefits of $5.55 per hour (up to 40 hours weekly, $222.00 weekly, or $962.00 monthly), with an alternative rate of $5.09 per hour for SCA-covered contracts also covered by Executive Order 13706. Additional benefits include vacation accrual (two weeks after one year, three weeks after five years, four weeks after fifteen years), a minimum of eleven paid holidays annually, and night/Sunday pay differentials for air traffic controllers and weather observers. Hazardous duty differentials of 8 percent and 4 percent apply to specified ordnance and explosive-related positions. Computer professionals with qualifying duties are exempt from wage determination requirements if compensated at least $27.63 per hour. Contractors must provide uniforms without cost or reimburse employees at $3.35 per week if uniform maintenance is the employee's responsibility. Unlisted occupations require conformance requests via Standard Form 1444, submitted to the contracting officer within 30 days of unlisted employee assignment, with final wage determinations made by the Wage and Hour Division.
