PART 1

GENERAL INFORMATION

1. General. This is a non-personal services contract to provide for the removal of old signs and the installation of new, high-quality graphics on existing "Welcome to Strike Country" signs located across 2BCT's footprint. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1. Description of Services/Introduction. The Contractor shall provide all necessary labor, supervision, materials, and equipment to perform the work described herein. The focus of this effort is the successful replacement and updating of the sign faces, not the construction or modification of the underlying sign structures. The Contractor shall perform to the standards in this contract.

1.2.1. Background. The Brigade Signage are a highly visible feature of the 2BCT's footprint. To maintain a professional and aesthetically pleasing appearance, the existing signs, which may be worn, faded, or damaged, must be replaced. This project ensures the signs accurately reflect the high standards of the installation.

1.3. Objectives. The primary objective is to replace existing signs with new, durable, high-quality signs that ensure long-term visual appeal and integrity in the El Paso, TX climate. Signs will be replaced along designated high-trafficked areas (as depicted in the BDE Signage Package - Locations Slide Show). The signs were emplaced in the ground with concrete reinforcement to ensure long term stability and durability. The signs will be used to display the top performers, welcome signs, and retention signs for 2BCT.

1.4. Scope. The contractor is responsible for the complete removal of old materials, thorough surface preparation of the existing sign structures, and the professional installation of the new signs in accordance with the standards outline in this PWS. The contractor shall prepare all designated sign surfaces, ensuring they are 100% free of all previously installed sign materials, adhesives, and contaminants. The new signs shall be installed smoothly and securely, consistent with the government-provided "BDE Signage Package - Locations Slide Show). The contractor shall also be responsible for daily site cleanup, removing all contractor-generated waste, debris, and materials. The Contractor shall comply with all applicable laws and regulations, including but not limited to Federal Law, Texas State Law, Occupational Safety and Health Administration (OSHA) regulations, Army and installation regulations.

1.5. Period of Performance. The period of performance shall be for fifteen (15) calendar days after the issuance of the Notice to Proceed (NTP). Work will be performed at designated locations across Fort Bliss, TX.

1.6. Quality Control. Quality Control is the responsibility of the Contractor. The Contractor is responsible for the delivery of quality services to the Government in accordance with (IAW) the terms and conditions contained in the Federal Acquisition Regulation (FAR) 52.246-1 entitled, "Contractor Inspection Requirements" and applicable sub-clauses pertaining to quality control.

Performance will be evaluated by the COR via 100% visual inspection to ensure surfaces are properly prepared, signs are installed without defects, and the worksite is clean.

1.7.1. Contracting Officer's Representative (COR). The COR will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract; perform inspections necessary in connection with contract performance; maintain written and oral communications with the Contractor concerning technical aspects of the contract; issue written interpretations of technical requirements, including Government drawings, designs, and specifications; monitor Contractor's performance and notify both the KO and Contractor of any deficiencies; coordinate availability of Government furnished property; and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially regarding changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

1.7.2. Post Award Conference/Periodic Progress Meetings. The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office IAW FAR 42.5, Post Award Orientation. The Contracting Officer (KO), COR, and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings the KO will appraise the Contractor of how the Government views the Contractor's performance and the Contractor will appraise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be considered regarding the overall contract price
