About this file
This document is a Request for Information (RFI) Questions and Answers for the B12 Roof Repairs solicitation (W911SG25BA015) at Fort Bliss. The RFI addresses critical technical and procedural details for potential bidders, including requirements for project personnel, warranty specifications, and on-site work conditions. Key clarifications include mandating separate personnel for superintendent, Site Safety and Health Officer (SSHO), and Quality Assurance/Quality Control (QA/QC) roles, confirming full-time requirements for SSHO and QA/QC, and specifying that the building will remain occupied during construction with back entrance accessibility maintained.
The RFI provides additional guidance on project-specific requirements, such as assuming 500 square feet of wood plank roof deck replacement, using vented trim as shown in drawings, and requiring contractor assessment of repointing needs with approval from the Contracting Officer's Representative (COR) and Historical program. The project involves installing a new metal shingle roof system on a historical building, with ATAS providing a 20-year weathertightness and 30-year paint finish warranty. The solicitation is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside with an estimated value between $250,000 and $500,000, and a 120-day performance period.

9) Can the GOV provide the square footage of the roof on building 12 , it does not appear to be listed in the SOW. OR identify where it is listed on the drawings and/or specifications?

11) Sheet A-102/ Part 1- 1.1 is specifying a 30 year warranty, Which conflicts with 1.4.3.2 in the solicitation.
11a. From my understanding of previous roof projects on site (B116, B117) that have used these metal shingles, ATAS provided a 20 year weathertightness warranty and a 30 year paint finish warranty. This product does not warranty a specific wind speed rating as they are Florida Building Code rated. Can you please confirm if these 2 warranties will suffice?

RESPONSE: Yes, B12 will be occupied during construction and back entrance must remain accessible to the employees.
13) Can you please clarify whether the determination of which areas require repointing is at the contractor's discretion? Specifically, should the contractor assess and identify the deteriorated sections in need of repointing, or will the government provide direction on which areas must be addressed?
RESPONSE: The contractor is to assess the area and provide their recommendation.
Contractor to provide photos of the existing conditions. All work must be approved by the COR and Historical program as well as the material which will be used for the repointing.
14) Sheet A-102, General Notes, Note 14 - are you wanting steel angles to be attached to the roof decking material? Or are the steel angles to be used for rafter/joist support if needed?
RESPONSE: To clarify the existing deck is wood, the contractor to assume 500sf of wood plank replacement.
14a. The words 'full replacement' contradicts '500 sf of roof deck to be replaced'. Please clarify.
RESPONSE: The contractor is to assume 500 SF, if there is additional areas please provide photos to the COR.
“1.4.3.3. Contractor to include 500 SF of wood plank roof deck replacement, and/or infill including additional wood blocking. New planks shall be equal in dimension to existing roof planks. Contractor to field verify deck is sound and dry. Contractor to inspect for areas of deterioration and damage. Replace areas that exhibit signs of deteriorations or other conditions detrimental to securement of roofing system components, including roof edge flashings. If broken or loose fasteners that secure deck panels to one another or to the structure are observed or if deck appears or feels inadequately attached, notify the COR immediately.”
