QUESTIONS AND ANSWERS

Numb er

Question Answer

1 1. Any problems with smugglers or immigrants in this area? No, this is a secure area.

2 2. Some roads are visible on the mountains, are they to be patrolled?

They are to be patrolled, depending on weather and light conditions.

3 Salinas Peak was pointed out on site visit. Are roads rough at Salinas Peak?

One side of Salinas Peak is paved the other side is graded dirt

4 Salinas Peak is what? Relay station for radios.

5 Is DTRA (Defense Threat Reduction Agency) site an area of responsibility?

The DTRA Phets site is a security guard check. The DTRA area not requiring a check is the concrete batch plant.

6 Do any of the roads intersect? Yes, Intersection of roads 7 & 8; Intersection of roads 7 & 12 (SEE road Map provided, 7/8, 7/12).

7 Will there be more detailed map? Yes, it will be handed out on site visit and posted on FedBizOps as amendment to solicitation

8 Is Area Cable an area to patrol? Yes, it is one of the security guards check areas

9 Is Trinity Site and McDonald Ranch House to be patrolled? Yes, both are done daily (once every 24 hrs) checkpoints are listed on the log.

10 Any issues to know about Trinity Site? Trinity Site has an open house twice a year which requires guard support.

11 Any issues to know about McDonald Ranch House? McDonald Ranch House has an open house twice a year in conjunction with Trinity Site open house.

The road conditions are impaired dirt roads, not paved.

Need to physically check around the house, not inside of house since it will be locked most of time except during those two open house dates.

12 NOP (Non-Observation Post (MIT)) site needs to be checked?

NOP site needs a check (2 ways to enter); one road paved and other impaired dirt road (backway).

13 Mine Site check? Mine site is a training area for National Guard and also a test site, this may need temporary road block support.

14 Little Golf Buildings check? These are not used – superseded by technology (They are also in the process of being removed)

Questions/Discussion @ DPW conference room in Stallion Range

15 Will slides be posted? Slides will be posted in FedBizOps that were shown at Site Visit

16 Revised map will be posted? More detailed map will be posted on FedBizOps.

17 Do we block off 38? In the event Route 38 needs to be closed, the Government will block off Route 38 within its area of responsibility and the Contractor will block off Route 38 within its area of responsibility. In other words, it is a dual responsibility.

18 Do unarmed guards need clearances Superseded by revised PWS and removal of non-guard verbiage.

19 How married are contractor to trainer of guards As a government representative we want to make sure that anyone in those positions are fully qualified and capable of performing the duties (it would be advisable to keep as many incumbents as possible to ensure continuity.)

20 How long do we have to keep key personnel on new contract? Non-displacement of key personnel are not required – hard to obtain resume or wages currently holding from current – key problem is to get clearances of new people in time.

Incumbent personnel have right of first refusal in accordance with FAR Clause 52.207-3

21 If you look at CBA they are at Base Rate, is that true? Please refer to CBA provided.

22 Is the CBA in force or not? Yes

23 Is the gross receipt tax requirement imposed? Yes, in New Mexico

24 How many gallons of fuel are used to get fuel? It would depend on the fuel consumption of vehicles proposed, the refuel points are Tularosa, Socorro, and San Antonio NM.

25 What or how do we bid for the man-hours and wear tear of vehicles due to refueling?

This is dependent upon each individual Offeror’s proposed solution.

26 Are CAC controlled gates checked? Historically, CAC control gates would require the guard to get out of the vehicle to check, which takes out time from control.

No. CAC controlled gates have bypass gates so if it goes down the by-pass gates would be used.

27 Could government characterize routes on map that are more difficult than others? Revised map gives more coordinates to help determine type of vehicles to have or use.

The dirt roads that exist are navigable, and should be considered fair weather roads, and checked for condition during inclement weather for adverse conditions.

28 If range guards are no longer needed due to cancelation of mission firing, can they be used somewhere else?

If the guard was brought in to support the mission and it was cancelled they must be relieved as soon as possible from duties, if the guard is also a patrol area guard and was on duty because the patrol area was closed off for the mission they resume patrol. Patrol area guards are not to be used for road blocks unless the mission closes off the “entire” patrol area.

29 Velocity system is what Velocity, is an access control system that is used to enroll persons for gate access.

30 Is this required? Yes. It will be a requirement for CSG personnel to enroll visitors in the system for up range access, it is a simple 2-3 minute process per enrollment.

QUESTIONS RECEIVED BY EMAIL

31 While reviewing the CBA included with this solicitation, the following wording is noted in the CBA, Article 1. (Section 1.01 and Section 1.02). Please clarify, do we use the CBA economic conditions for the Mission Support pricing, or do we use the Wage Determination 2015-2511 Revision 1?

Removed requirement for Un-Armed Guards. Superseded by revised PWS and removal of non-guard verbiage

32 Key Personnel. The PWS (reference C.1.15) identifies three key personnel positions; Captain of the Guards, Supervisors and Trainer. The PWS briefly describes the responsibilities and required qualifications for the Captain of the Guards (C.1.15.1) and the Trainer (C.1.15.2) however no additional information is provided on the Supervisors. We assume the Supervisors are the shift Supervisors. Can you confirm this assumption and provide similar information on the Supervisors as that provided on the Captain of the Guards and Trainer?

Yes, it is shift supervisors. Please see revised PWS section C.1.15.2 Shift Supervisors.

33 Key Personnel. Should we provide specific information on the key personnel, such as names, qualifications and resumes?

Yes

34 Insurance. Paragraph 3, page 25 of the RFP; Evaluation Criteria provides a listing of ten specific criteria under which the proposal will be evaluated. Number 8 on the listing is Insurance however we could not find a definition of the insurance requirements and insurance is not mention in either Section L- Proposal Preparation Instructions or Section M – Evaluation Factors for Award. Could you please provide a description of the insurance requirements and the Evaluation Criteria specific to the insurance requirements?

Please see FAR clause 52.228-10 for insurance requirements. Insurance is not an evaluation factor, but it is part of an overall contractor responsibility determination

IAW FAR 9.5.

35 Draft Quality Assurance Plan. Section C.2, Definitions and Acronyms of the PWS calls for a draft QA plan to be submitted with the proposal (reference page 16). Section L- III-3, Proposal Preparation Instructions of the RFP. Section C.1.7.3 QC Plan Submission (page 6) calls for a draft QC Plan to be submitted with the proposal. Are these the same plan or do you want us to submit both a draft QC Plan and a draft QA Plan. Also are the draft plans to be included in the 50 page limit for Volume II?

Yes, it is the same plan. The draft plan is not part of the 50-page limit for Volume II.

36 Extended Due Date. We request an extension to the proposal due date from June 6th to June 15, 2016 to allow us the time to develop and submit the most competitive proposal

The closing of the solicitation has been extended to June 17, 2016 at 3:00 PM Mountain Time (MT)

37 Under (b) Volume II – Technical Capability Volume;

Paragraph (2) Discussing requirements for the Technical Capability Volume, the last sentence states “The volume shall be organized according to the following general outline:

Table of Contents; List of Table and Drawings; Cross Reference Matrix; Exceptions/Assumptions (Identification and explanation of any exceptions or deviations).

Additionally, identify any assumptions used in preparing the proposal; Evaluation Criteria. Please explain what you are looking for the offeror to discuss in the area of “Evaluation Criteria”

Each proposed solution shall follow the evaluation criteria as detailed in section M.

38 Section M Evaluation Criteria; Element 1 – Management and Organization Approach: (3) the extent to which the offeror’s proposed Program Manager, Captain of Guards, and other relevant management personnel bring the necessary expertise, and the relevant technical and management resources the company will bring to support the White Sands Missile Range (WSMR) mission. Question/Request for Clarification: Program Manager, Captain of Guards in mentioned in the PWS, however, the above reference is the only place in Section L and M (or the actual solicitation) that mentions Program Manager, Captain of Guards, and other relevant management personnel. Do you want the offeror to provide position descriptions or exactly what information is requested?

Please refer to PWS paragraph C.1.15. Key Personnel

39 Regarding Technical Exhibit 3, one tab is with fuel cost and one without fuel cost. The “with fuel” tab has line items at the bottom for annual fuel costs. We always include fuel in our rate buildup. Please clarify. a) Is fuel to be included in our CLIN rate buildup and then called out separately at the bottom so the Government knows how much of the CLIN pricing above is attributable to fuel? Or b) Is fuel pricing to be excluded all together from our CLIN rate buildup and entered only on the fuel lines?

Yes; b) pricing is to be excluded from CLIN rate buildup and entered only on the fuel lines.

40 Please provide a Seniority List for proper bid computation of sick leave & vacation

The Government will provide a Seniority List at the beginning of the new contract as required by FAR Part 22.1020.

41 PWS section C.1.12.2.1discusses Cyber Security Training/Certification

Cyber security training is required standardized online training and available thru government web links

42 Question/Request for Clarification: How many training hours should be allowed for this?

It will be based on individual Offeror’s proposed solutions.

43 Please clearly state how many vehicles the requires for this effort.

A minimum to support three 24 hour patrols with 1 Supervisor, and up to 5 Road blocks with two sweeps and potentially 3 static posts. This number must remain fully mission capable.

44 PWS section C.4.3.6 states in part, "All Contractor-furnished vehicles shall be licensed and operated in accordance with New Mexico and WSMR traffic laws and regulations."

Please clarify. Do the contract vehicles have to be registered in the State of New Mexico?

For a vehicle to have NM license it must be registered in

NM.

45 Reference page 72 of 80 (d) Volume IV- Price states, “Offerors shall submit fully burdened labor rates for each of the following to include overtime rates/policies, holiday rates/policies and labor rates: Chief of Guards (COG) -Shift Supervisor

- Account Manager

- Training Manager -Armed Security Guards -Un-Armed Security Guards' In the PWS we find Captain of the Guards, Shift Supervisor, Trainer, Armed Guards and Mission Support Personnel and in Tech Ex 3 we again see Captain of the Guards, Shift Supervisor, Trainer, Armed Guards and Unarmed Guards(?).

Please clarify. Are Chief of Guards & Account Manager that are only found in Section L to be priced in some manner? If so, please provide guidance.

Chief of guards should read CPT, Remove account manager

46 Please clarify in Technical Exhibit 3, CLINs 0003 and X003s the use of the term Unarmed Guards, when it appears that CLIN 0003 is for Mission Support personnel and NOT intended to be GUARDS. Additionally, by the use of the term Unarmed “Guards” these employees would become part of the current Union Bargaining Unit – Contract Security Guards. (see Article 1, Section 1.02 of the CBA) In reading the job duties it also appears they are NOT performing “Security Guard” duties. The current CBA does NOT exclude a Security Guard from the bargaining unit just because they do or do NOT carry a weapon.

Removed requirement for Un-Armed Guards

47 Question/Request for Clarification: Please clarify if they are GUARDS or NOT and what SCA labor category they fall under.

Example from-Schedule B Pricing spreadsheet.

Mission Support Non‐Guards Labor Category Labor Hours Fully Burdened Holiday Rate Unarmed Guards (as Needed) Unarmed Guards (as Needed) Unarmed Guards (as Needed)

TOTAL

Removed requirement for Un-Armed Guards. A revised PWS will be attached to the FBO website solicitation

48 1. Section M page 78 states,“the extent to which the offeror’s proposed Program Manager, Captain of Guards, and other relevant management personnel bring the necessary expertise, and the relevant technical and management resources the company will bring to support the White Sands Missile Range (WSMR) mission.” We see the labor category Program Manager. Please note we did NOT see the Program Manager being listed as a Key Person in Section C.1.15 which names Captain of the Guards (COG), Supervisors, and Trainer. a) Is the Government requiring a dedicated full time or part time Program Manager, or one at all?

b) If dedicated full time, where do you want this PM to be located?

A Program manager will be at the discretion of the contractor, if one is used they must be able to manager the contract effectively and not be days out of pocket.

49 PWS section C.4.3.1provided the number of miles driven and the number of gallons of fuel consumed for the period April 2012 thru March 2013. Question/Request for Clarification:

Please provide the same historical information for the periods April 2013 thru March 2014, April 2014 thru March 2015 and April 2015 thru March 2016

Historical information is not available for these periods

50 CBA Section 15.03 states,“Scheduling: Shift schedules will be determined by management in accordance with this Article. The Company shall maintain the current eight full-time schedules (i.e. five consecutive shifts per week) held by the current full-time employees (three on first shift, three on second shift and two on third shift)” Please clarify. a) Does this CBA section meet the Government’s requirement for coverage? b) If not, please plainly state the number of patrol posts and ANY OTHER “shift guard” posts the Government requires

a) A fixed requirement to support three 24 hour patrols with 1 Supervisor, and a random requirement for up to 5 Road blocks with two sweeps and at times up to three special posts. Road blocks/special post very and are historically 6500-8000 hours a year to accommodate expected mission support growth. b) See response to a)

51 The CBA and the PWS are different in the requirements for uniform and equipment issue, with some guards per the CBA, providing several pieces. When a CBA is in force, it usually takes precedence over any other requirement. In order to avoid drawn out grievance/arbitration/legal battles with the union or requests for equitable adjustment from the Government, please advise bidders which uniform and equipment issue requirements are to be followed.

The PWS details the Government's "minimum" uniform and equipment requirements as per Army Regulation. The CBA is a negotiated agreement between the contractor and the union representing the armed guard personnel. Where a CBA is in effect it takes precendence.

52 Can you provide an exhibit that shows the total number of fixed posts, roving patrols, vehicle inspection points, shift supervisors along with the hours and days of operation?

The full time and part time mix provide some insight into your requirements but do not clearly specify where they will be stationed and the days / hours of operation.

A fixed requirement to support three 24 hour patrols with 1 Supervisor, and a random requirement for up to 5 Road blocks with two sweeps and at times up to three special posts. Road blocks/special post very and are historically 6500-8000 hours a year to accommodate expected mission support growth.

53 Technical Exhibit 2, Historical Usage of required supplies, discusses 15 vehicles and their replacement. a) Are 15 vehicles required? b) If not, how many vehicles are required?

c) In an effort to clarify the historical frequency of the 15 vehicles/pick-ups, are the vehicles replaced every 12 MONTHS/EVERY YEAR? Is this correct?

a) The number must be able to cover replacement and missions and patrols at all times. See response to question

12. b) See response A. c) This is a decision made by the contractor when to replace vehicles that are fictional, the requirement is to have functional vehicles to support mission and patrol requirements See question12.

QUESTIONS AND ANSWERS

(End of Summary of Changes)

54 Will the Government through the DLA allow the contractor to purchase fuel for its security vehicle fleet that are used on the contract? If allowed, it would represent a significant cost savings to the Government.

No, since it is the Government's intent to award a firm-fixed price contract and the FAR does not allow use of Government resources under this contract type.

55 Does the Government have the hourly breakdown of the Mission Support Requirement for non-guards? It is understood that they will be a portion of the estimated 8000 Mission Support Hours.

Removed requirement for Un-Armed Guards
