1. Is Valuation required and if so, how much? There is usually a deductible as well.
Answer: As a valuation issue, it should be understood that archived and record items to be moved and transported, do not carry an established appraisal or valuation. The library archives contain collections of highly valuable items with rare and/or irreplaceable value to the United States Military Academy and to the country, as government owned or controlled property. Interested offerors must understand that the government requirement and the purpose and clear intent of the required specialized care services to be obtained is the successful movement, without damage, of long-established archives. This includes records and collections of highly valuable and irreplaceable, if lost or damaged, historic, and historical items and documents. The subject and substance of the move concerns in large part, invaluable, and irreplaceable records, including historic and historical documents relating to the foundation and operations of the United States Military Academy since 1802. These preserved collections consist of historical artifacts that are of inestimable value; many are unique and irreplaceable. As observed at the on-site survey, there are special care methods and requirements to be utilized to ensure that all archived documents, records, and collections are transported and received undamaged at the new location. Submitted offers or quotes should acknowledge their understanding of the requirement and establish it is a commercial contractor. Well-documented, significant, recent and relevant previous experience with the handling and transportation expertise to move similar quantities and types of special and fragile library archival materials is required.
2. Does the Government carry its own self-insurance/ coverage on these rare/irreplaceable collections while they're being packed and transported, or will the contractor be required to maintain specialized coverage to the full declared value?
Answer: The government self-insures for its own activities and incurred liabilities. Contractor commercial insurance is required to be obtained for its commercial activities and services covered under the contract. The requirement and full expectation of the provided contract services is that the contractor is on full notice that it shall utilize expert methods and commercial services to ensure that the transported items including special and fragile library archival materials is required.
These items are to be considered as irreplaceable if lost or destroyed. The requirement is that all moved items and collections shall arrive undamaged and are to be transported by a contractor with significant, well-documented, previous experience in moving similar types of special and fragile library materials.
3. If the contractor is required to provide full coverage during the on-site packing / transit, what is the required maximum declared value or maximum payout cap per transit load/vehicle?
Answer: There is no established maximum declared valuation. The movement of the library archives will contain items, documents, records and collections that are irreplaceable if lost or destroyed. The requirement is that all moved items, documents, records and collections are received undamaged at the designated transported location, by a contractor with significant, well-documented, previous experience in moving similar types of special and fragile library materials.
4. We were awaiting confirmation from our insurance carrier regarding the coverage requirements for the special collections and archival materials identified in the draft solicitation and Statement of Work. We have no issue obtaining and providing the required coverage, including coverage in the millions of dollars if required based on the owner-declared and substantiated value of the collection. To establish the appropriate coverage correctly, however, the value of the items must be declared and substantiated by the owner. Supporting documentation may include an appraisal, bill of sale, past purchase receipt, collection inventory with assigned values, or other owner-provided valuation documentation.
Please declare a coverage amount at your convenience so that we may submit our proposal accordingly. If available, a detailed inventory and valuation schedule for rare, fragile, irreplaceable, or otherwise high-value items would allow us to ensure the proposed coverage properly reflects the Government's requirements.
Answer: There is no established maximum declared valuation. These items are irreplaceable. The requirement is that collections arrive undamaged after being transported by a contractor with significant well-documented previous experience in moving similar types of special and fragile library materials.
