About this file

This is an Amendment to Solicitation (SF 30) extending the response deadline and posting Request for Information (RFI) answers and diagrams for a Distributed Antenna System (DAS) modernization contract.

The solicitation W911SD26QA044, issued by the United States Military Academy (USMA) West Point through the Directorate of Contracting, seeks contractor services to upgrade and replace existing cellular DAS infrastructure in three buildings to support 5G capability. The primary facility is Building 758 (Jefferson Hall Library), with optional upgrades to the General Instructional Building (GIB) and Building 752 (Mahan Hall). The contractor must provide all labor, equipment, and materials for removal of existing equipment and installation of newly manufactured Advanced RF Technologies (ADRF) active equipment. The contract is firm fixed price with a 180-day period of performance (corrected to one year from award). The original response deadline of May 1, 2026, has been extended to May 12, 2026. All offerors must hold a GSA contract to participate. The NAICS code has been revised from 334220 to 517112 with a size standard of 1,500 employees. This amendment incorporates RFI Batches 1, 2, and 4 responses, addresses critical clarifications regarding ADRF equipment requirements, passive component specifications, redundant power systems, site access procedures, and carrier certification documentation. Key performance specifications include RSRP targets of -95 dBm for frequencies below 3 GHz and -100 dBm above 3 GHz, with SINR exceeding 4 dB and 95 percent coverage area dominance over macrocells. The government will provide workspace, utilities, facility access, and AT Level 1 Awareness, OPSEC, and iWATCH training, while the contractor furnishes all personnel, materials, vehicles, and specialized equipment.

RFI Questions and Answers

RFI BATCH # 1- Answered

RFI Batch # 1 (ANSWERED Amendment-0002 )

1. RFQ Section L.2.1 Quotations - Can the hard copy/binder response and proposal volumes be delivered/shipped directly to the Contracting Officer at the MICC office specified by Commercial Carrier (i.e. FedEx), or U.S. Mail, or does the package need to be hand delivered by courier or representative from the Company.

Answer: It can be hand delivered to the WP contracting

2. RFQ (General) Confirming the quoted price should be included by each line item and option on the SF1449, or just Total Price. The document references

Answer: included by each line item and option on the SF1449

3. RFQ (General) The solicitation references access hours and potential shift limitations by facility;

however, additional detail would be helpful. Can USMA please confirm the permitted access hours and any shift restrictions for each building, including whether work is limited to the first shift only; whether second-shift or after-hours access is allowed?

Answer: First Shift restrictions reliant on academic schedule and population in the area of work.

Weekend availability subject to COR availability. Upon award, w

4. PWS Section 1.3.3. Redundant Power (Power requirements in General) It is understood the contractor will be responsible for providing the back-up power system and that should be included in the option quote amounts. Can the Government confirm there is adequate power at the headend location and each IDF (remote) location and if it is determined power is needed, will that be the Government's responsibility to address?

Answer: We would need the contractor to identify the power requirements based upon the proposed system. Should there not be adequate power the COR will process a work ticket with DPW to install as needed.

5. Requesting a 2-week extension to the change the response due date to 15MAY2026. If a 2-week extension is not possible, vendor requests at least a 1-week extension for a new due date of 08MAY2026?

a. There are complexities related to the RFQ that require additional time, resources, and attention to ensure accurate and complete response to all requirements. There is also additional time needed to ensure shipping and delivery of hard-copy volumes (binders and CDs) as required arrive at West Point prior to due date and time.

Answer: Due to time constraints, we may not be able to extended the solicitation

6. RFQ (General) If an extension is not possible, could the deadline be defined as postmarked by or prior to the due date rather than received?

Answer: Please provide the government with tracking once the package has shipped

7. RFQ Section L.2.1 Quotations - Can the Response Volumes/Quote Package be delivered directly to the Contracting Officer at the MICC office specified by the commercial carrier

(i.e. FedEx), or U.S. Mail, or does the package need to be hand-delivered by courier or representative from the Company?

Answer: Either commercial carrier or hand delivered

8. RFQ Section L.2.1 Quotations - Reference Document Type. Confirming only the Total Amount quoted needs to be provided on the SF 1449, and all other quoted options

(CLINs) can be provided on the form we create?

Answer: included pricing by each line item and option on the SF1449, a Spreadsheet with all of the CLINs would be acceptable so long as the solicitation is signed and both are included together.

9. RFQ Section L.2.1 Quotations - confirming there needs to be both the hard copy of our quote form included in the binder/volume and soft copy of the file on the CD (excel/word)?

Answer: Please adhere to solicitation instructions

10. Section 1.3 Page 2 of PWS, Can the Garrison Command (CIO/G6) provide As-built drawings for the DAS network currently in place?

Answer: As-Built attached for Jefferson, Mahan, GIB

11. Section 1.3 Page 2 of PWS - Can CIO/G6 also include model of equipment (Head End, IDFs, Antennas or general "original" Bill of Materials) and OEM (unless that is already included and identified in the "As Built" documentation)?

Answer: Original BOM for Remote and Headends have been changed since installation. New Face equipment inventory is pending.

12. Section 1.3 Scope (page 2 of PWS) (first paragraph): Will West Point consider any other OEM DAS network components for the project (Active/Passive) other than ADRF?

NOTE: The existing system seems to have multiple OEMs, some of which are EOL and other components can support the service(s) for the foreseeable future.

Answer: ADRF Active required. Passive can be any compatible product.

13. Section 1.2 Background (RE: Carrier signal source), if there are requirements to upgrade, or update specific Carrier equipment related to integration with new Head End, shall the responsibility fall on West Point (CIO/G6) or existing Maintenance Contractor

Answer: There is no requirement for the Contractor to upgrade equipment at the headend. That is the responsibility of the Carrier(s) in coordination with the maintenance contractor.-SWT

14. RFQ (General) Does West Point expect to retain title/ownership of the new system and gain rebroadcast rights from the participating Carriers? Or are broadcast rights agreements currently in place, either directly with the Carriers or through a 3rd party that would transfer to the new neutral host DAS?

Answer: All Major equipment 3for carrier TX/RX are owned by the carrier. DAS equipment owned by USMA. Lease agreements are in place.

15. RFQ (General Question) Will West Point consider a secondary option for an "As A Service" solution for the DAS?

Answer: No. USMA Currently has a Maintenance Contract.-SWT

16. PWS - Scope - Installation of new System - Can the Government please confirm whether the ceiling types in the facility apply to the entire building? Based on our review during the site walk, most areas appear to have dropped/tile ceilings, but this was not clear for all spaces.

Answer: All buildings have a composite of drop-ceiling/solid. Open(GIB).

17. Will conduit be required for low voltage?

Answer: The new system will effectively use the same pathways as the existing, which will be removed as part of this PWS. The contractor is required to install this cable IAW applicable EIA /TIA standards and NFP guidance. Should the existing system not have a compliant pathway, which requires conduit. Please advise the COR, who will open a workorder with DPW.-SWT

18. Can the Government provide and confirm information on the existing Head End (included in the As-builts?) and the building location and any additional relevant information? (i.e. distance to Jefferson Hall Library) This was not included in the solicitation or PWS documents provided.

Answer: Head end as builts attached. Recommend that the contractor validate signal path end to end for reliability. Given that the contractor would use equipment that measures the distance of the fiber, that measurement would be more accurate than a drawing. -SWT

19. Can the Government provide outside plant information from Head End Building and the primary facility (Jefferson Hall Library) and the optional building? Can the government please clarify the availability of existing fiber or the availability of conduit to accommodate new fiber installation?

Answer: This project does not require the installation of new outside plant fiber. Although The contractor should test the existing end to end to validate performance.(NSB-Input)

20. Does the Government consider any component, active/passive, of the system (including cabling, fiber, antenna etc.) as reusable for the upgrade project?

Answer: No

RFI BATCH # 2- (ANSWERED Amendment-0002 )

1. Reference: PWS page 2/58; paragraph 1.3, Scope

"All major equipment provided shall be standardized and be manufactured by Advanced RF Technologies (ADRF)."

Question: The specification appears to restrict bidders to DAS systems manufactured by ADRF only. Will the Government accept functionally equivalent systems from other manufacturers?

Answer: West Point has standardized on ADRF equipment and cannot accept a solution that does not integrate with the existing equipment which is out of scope of this contract. There is no way to support alternative equipment without significant additional work outside of the scope of this contract.

2. Reference: Solicitation page 15/69; paragraph C2.4, OPTION 4

"Building 752, Mahan Hall ... passive equipment and cabling shall be reused."

Question: Does the Government intend to require re-use here? In many cases, existing 4G DAS infrastructure will be found unsuitable for re-use in a 5G system, either because of newer technical specifications or aging and deterioration of the cable in place.

Answer: No. That option will be removed.

3. Reference: Solicitation page 62/69; paragraph L.6.1.1 (CONTRACTING)

"Offerors shall submit the original and specified number of copies listed in accordance with paragraph 5.2.3 of this addendum"

Question: This vendor has not found a paragraph numbered 5.2.3 in the solicitation. Could the Government provide the relevant requirement, or offer a pointer to where it may be found?

Answer: As indicated in the SAM.gov listing, Offerors are reminded to carefully review solicitation documents issued as criteria

4. Reference: Solicitation pages 67/69 and 68/69;

"Factor 1 - ... Technical. Submittals at NO CHARGE to the Government ... certification statement from the carriers supporting the vendor has worked with them...."

"Certification statement from the carriers supporting the vendor has worked with them and have performed all necessary technical actions to their guidelines."

Question: Could the Government provide additional detail about the expected content and format of this certification statement?

Answer: Memorandum from all carriers that the vendor has performed service integrating /coordinating distribution of their technology to the appropriately integrated and not at risk to carrier equipment or carrier signal. This memorandum demonstrates appropriate installation and validation of signal distribution throughout the new install. Memorandum should come from regional management.

5. Reference: Oral representation at site visit

Question: Will the Government make DAS as-built drawings for any of the buildings available to vendors?

Answer: Yes

6. Reference: RFP page 5/59, paragraph C1.2, Background

"AT&T, T-Mobile, and VERIZON, currently provide signals to the academy to enable cellular service to all Cadet, Faculty and Staff cellular phone subscribers."

Question: Will the Government provide a description of the existing signal sources for all carriers?

Answer: As this signal varies in configuration and tuning for different buildings, this coordination must occur between the carriers and the contract awardee post award.

7. Reference: RFQ page 6/59, paragraph C1.3.2, Building 758

"All new active components will be installed using the existing racks/spaces vacated by the removed systems."

Question: The required procedure makes it necessary to turn off and remove the existing system before the installation of the new system can begin. This means DAS service will be unavailable for the entire time it takes to install the new system. Is that the Government's intention?

Answer: The intention is to remove all existing building wiring and antenna and replace. It is the USG understanding that there will be a break in service during the installation period of the contract however the contractor should develop a plan that reduces the amount of actual signal outage period to the smallest outage window possible.

8. Reference: Site Visit: Carrier signal distribution among multiple buildings

During the Site Visit, the Government showed equipment which appeared to distribute carrier signals between buildings.

However, the RFQ calls for "signal distribution within the facility" for each covered building.

Question: Will the new DAS systems rely upon the existing inter-building signal distribution?

Answer: The new system will connect to the central signal distribution point, or Head End, however there is no intra-building connectivity which provide "east-west" or between adjacent building connectivity.

9. Reference: Site Visit: Carrier signal distribution among multiple buildings

Question 11.1: If the answer to question 10 is yes, will the Government describe the existing active and passive infrastructure for the distribution system(s)?

Answer: As builts attached.

Question 11.2: If the answer to question 10 is yes, who will be responsible for ensuring that the distribution system(s) support 5G signals?

Answer: N/A

Question 11.3: If the answer to question 10 is yes, do the signal distribution system(s) serve any buildings not listed in the Solicitation?

Answer: N/A

10. Reference: Request for existing design

Because the Government has requested a Firm Fixed Price quotation, it would be helpful for vendors to receive documentation describing the design of the existing DAS equipment in the buildings listed by the Solicitation. This information will help vendors quote the work more accurately. Three parts of the work are particularly affected: 1) the level of effort and cost to remove the existing equipment, 2) the needed service capacity, and 3) the needed UPS/battery backup capacity.

Question: Will the Government provide the existing designs in iBwave or pdf format for the buildings in scope?

Answer: Yes if available, in PDF format

11. Reference: Request for Bill of Materials or inventory of existing systems

Because the Government has requested a Firm Fixed Price quotation, it would be helpful for vendors to receive documentation describing the active equipment now in service.

Question: Will the Government provide a Bill of Materials or other inventory of the existing systems?

Answer: Since the existing NG system is to be removed/replaced, this information is not a value.

The existing design was to 4 g Lite. Also, equipment may have changed from the original BOM due to maintenance replacements.

12. Reference: General infrastructure question

Question: Is there existing single mode fiber from B758 to the other 2 buildings which can be made available to the Contractor?

Answer: There is single mode fiber from the Head End in B600 to Jefferson Library B758, Mahan B752, and GIB.

13. Reference: PWS page 7/69, paragraph C1.3.6, OPTION 4, Building 752

"Under this option, all passive components shall remain..."

The existing passive infrastructure -- antennas and splitters/tappers --potentially support all frequencies ranging from 700-2700MHz which does not include 5G which is typically in C Band 3.7-

4.0 GHz.

Question 13.1: For Option 4, the Contractor is only supposed to upgrade the active equipment only. As a result, the delivered system will not support 5G service. Is that acceptable?

Answer: This has been amended by RMA. JTO/LTO .

Question 13.2: If the existing DAS is only supporting 4G LTE services, there is a high probability that the antenna density is not sufficient to provide adequate 4G LTE coverage throughout the building. Is it acceptable to provide best effort coverage for the option where only the active equipment is being upgraded?

Answer: Yes. Reuse of passive equipment is a cost savings option, so best effort would be acceptable however the expectation that the ACTIVE equipment will be able to support 5G in the future. This means that, while the passive component may be the limiting factor, the active component must be designed for use with 5G.

14. Reference: RFQ page 9/69, paragraph C1.10, Other Direct Costs (ODCs)

"Special Equipment rental, Hi Reach scaffolding."

Question: Our representatives at the site visit did not report any locations where high-reach scaffolding would be needed. Do any locations in the PWS require scaffolding or high-reach scaffolding? If so, could the Government describe the locations?

Answer: . Jefferson may require to cross atrium. Mahan Auditorium. GIB has open elevated pathway. That said, if the representative on the walkthrough did not identify those areas, it is the responsibility of the representative to do so.

15. Factor 1 (Technical) requires "certification statement from the carriers supporting the vendor has worked with them." Offerors understand that the underlying technical scope under PWS 1.2, 1.3.2.b, 1.3.4.c, 1.3.6.d, 1.3.8.f, 1.4.b, and Table 3 requires the DAS to support all three carriers (AT&T, T-Mobile, Verizon) in every building. The question here is strictly limited to the carrier certification letter requirement under Factor 1: does "carriers" mean certification letters are required from all three named carriers, or is a certification from one or more carriers sufficient? If all three are required, please confirm the format, signatory level, and acceptable substitute language expected.

Answer: See Question 4 above.

16. Will a certification statement from the Advanced RF Technologies (ADRF) Original Equipment Manufacturer, attesting to the vendor's demonstrated experience installing ADRF equipment on multi-carrier bands, be considered in support of the carrier certification requirement?

Answer: No, a memorandum or other official communication from the carriers is the only demonstration of correct integration that is supported.

17. For Factor 2 (Past Performance), may prime and subcontractor past performance examples be combined to reach up to three references, and will subcontractor references be evaluated as equivalent to prime references when the subcontractor is performing similar scope on this effort?

Answer: Please provide the certifications from all 3 carriers.

18. For Factor 2 relevance (substantially similar in effort, complexity, dollar value, and contract type), please confirm whether commercial, state, or international DAS projects that are otherwise relevant and within 36 months will be considered, or whether federal references are required.

Answer: All are relevant, however, Federal is preferred.

19. Is a Past Performance Questionnaire (PPQ) required, and if so will the Government provide the template? If not, should references be provided as narrative project profiles with point-of-contact information?

Answer: Uploaded Batch # 3

Technical and Scope Clarifications

20. The PWS names Advanced RF Technologies (ADRF) as the required manufacturer. Will the Government identify the specific ADRF model numbers or product series required (for example, ADXV fiber-to-the-edge, SDR-5G, or other), to ensure pricing accuracy across all Offerors?

Answer: This is a RFQ, which we will evaluate the submittals as required and in accordance with the PWS. As long as the item performs what we need it to do the vendor can recommend a specific model for reliability. We will review your proposal with your recommended active systems which will provide the best performance for the price.

21. Will the Government release existing as-built drawings, rack elevations, cable route documentation, heat maps, or RF propagation studies for Building 758 (Jefferson Hall Library), the General Instructional Building (GIB), and Building 752 (Mahan Hall)?

Answer: Yes, where available.

22. What is the current DAS equipment manufacturer, model, and installation date at each facility, and is inventory documentation available? This informs removal and disposal labor estimates.

Answer: Most equipment is Commscope. Historical records are currently not available. Estimated installation o/a 2017. Equipment has been upgraded since the original installation. Major equipment is CommScope.

23. For Option 4 (Mahan Hall active replacement with existing passive reuse), is the Government willing to share passive infrastructure condition, age, and test records so Offerors can assess performance at 5G frequencies using existing cabling and antennas?

Answer: Except for the GIB, the passive equipment in the other two buildings is 10 years old. No test data is available.

24. PWS Section 1.6 states a 180-day period of performance, while the Delivery Schedule for CLIN 0001 through CLIN 0014 indicates a period of performance from June 1, 2026 through May 31, 2027 (approximately 365 days). Please clarify whether the binding period of performance is 180 days, 365 days, or another duration.

Answer. 1.6 will be corrected. The PoP is 1 year from award of contract.

25. The PWS indicates existing racks and spaces will be reused. Please confirm whether the Government will provide racks "as-is, where-is," or whether Offerors should price replacement racks as a risk reserve.

Answer: The rack space used by this contract will utilize space vacated by the existing equipment, which will be removed by this contract. However, due to the possible approach to install new system in parallel, there may be a requirement for an additional rack. If so, when identified, will be provided by the Gov.

26. Section 2.1.1 requires all major active equipment to be newly manufactured ADRF. Please confirm whether passive components (antennas, cabling, splitters, taps, connectors) may be sourced from any qualified manufacturer meeting the cited standards, or whether ADRF or specific brands are required for passive components as well.

Answer: ADRF is required for active components only.

27. For the redundant power options (two-hour emergency backup), will the Government accept a lithium-ion battery-based UPS solution, a standard VRLA UPS solution, or does it have a preferred chemistry or topology?

Answer: Vendor to provide product data to be used for permit/ authorization /restrictions.

Site Access, Security, and Schedule

28. Please identify the anticipated Common Access Card (CAC) eligibility threshold for contractor and subcontractor personnel and confirm whether a National Agency Check with Inquiries (NACI) is required prior to site access or only for sustained CAC issuance.

Answer: CAC issuance is based on mission need and is required for personnel who require physical and/or network access to DoD systems, particularly for recurring access exceeding six months. A favorably adjudicated NACI (or equivalent) is required prior to CAC issuance. However, a completed NACI is not required for initial site access; personnel may access the installation through standard Installation Access Control procedures, including required background checks and vetting. For this contract, a CAC will not be necessary, a Local Area Credential (LAC), would be issued by the Visitor Control Center.

29. Please confirm whether escorted access is permitted for ADRF OEM factory support personnel and carrier engineers who require only intermittent, short-duration access for commissioning and acceptance testing.

Answer: Yes, escorted access is permitted for OEM factory support personnel and carrier engineers requiring intermittent or short-duration access. Such personnel may enter as escorted visitors when accompanied by a qualified escort and must remain under escort at all times. CAC issuance is not required for this type of access; however, all personnel must comply with installation access procedures, security requirements, and coordinate access through the COR.

30. For option CLIN funding decisions, what is the latest anticipated date by which option exercise decisions will be communicated to the awardee? Offerors are pricing ADRF equipment and long-lead items and require this date to mitigate supply risk.

Answer: The requirement is NOT a multiyear contract. Quote on all CLINs, upon awarding, a determination will be made as to what CLINs will be funded

31. GSA Contract Vehicle

The RFQ Addendum states that "All interested offerors, to participate must hold a GSA Contract to perform required DAS services." Inspired Solutions, Inc. holds GSA Multiple Award Schedule (MAS) Contract #47QTCA22D00DQ under the Information Technology Category, with Special Item Numbers (SINs) 33411 (Purchase of New Electronic Equipment), 54151S (Information Technology Professional Services), and OLM (Order-Level Materials).

Inspired is also an SBA-certified 8(a) firm within the GSA MAS 8(a) Pool, as well as SDVOSB, WOSB, and EDWOSB.

Please confirm whether this GSA MAS contract and these SINs satisfy the GSA Contract requirement for this procurement, and whether the Government will consider socio-economic set-aside status (including 8(a), SDVOSB, and WOSB) in any manner during source selection or as a tiebreaker.

Answer: GSA-MAS Please ensure you review the Solicitation terms and conditions.

The contractor shall provide all labor, equipment and consumables to upgrade capability in support of providing modern capabilities to the Cadet, Staff and Faculty of the United States Military Academy (USMA), Westpoint, New York.

C1.2 Background: The Chief Information Officer, G6(CIO/G6) has identified the need to upgrade the existing cellular distribution systems within key buildings due to the inability to support modern fifth-generation mobile network(5G) enhancements offered by the core carriers. AT&T, T-Mobile, and VERIZON, currently provide signals to the academy to enable cellular service to all Cadet, Faculty and Staff cellular phone subscribers. The carrier signals are distributed within the Academic buildings through a Distributed Antenna System (DAS) installed within each building.

These systems ensure that the cellular service signals are maintained within the buildings since outside antenna signals cannot penetrate walls and indoor barriers. These systems directly support life, safety, and administrative communications.

C1.2.1 The CIO/G6 has identified that the current equipment cannot support new and emerging capabilities of 5G cellular technology since the existing equipment was installed and manufactured before 5G was developed. Currently, the equipment can only support 4G LTE. The enhancement of the equipment to support 5G will provide all mobile subscribers with the following capabilities:

a. Faster Speeds. This enables high-quality streaming, fast downloads, and smooth video conferencing.
