Summary: Requests for Information (RFIs) for Distributed Antenna System Modernization Phase 1
This document contains 14 Requests for Information submitted on 4/22/2026 by Morcom International to the United States Military Academy at West Point for the Chief Information Officer/G6 Distributed Antenna System Modernization Phase 1 project. The RFIs seek clarification on technical specifications, project scope, and implementation requirements outlined in the Performance Work Statement (PWS).
Key technical inquiries address existing infrastructure documentation (as-built drawings for Buildings 758, 752, Patton Swing, and Taylor Hall), reuse of existing outside plant fiber between Taylor Hall and serviced buildings, headend architecture requirements for new ADRF systems, and space/power/HVAC availability in Taylor Hall for additional equipment. Additional RFIs clarify backup power strategy requirements (2-hour battery backup units for active building closet equipment), carrier authorization documentation timing (required in bid package per Contracting Officer), and confirmation that BTS upgrades are carrier responsibility rather than contractor scope. Scope clarification RFIs confirm that Mahan Hall levels A–E are included as an option, Patton Swing Building should remain a standalone system, existing telecom closets must be reused, and JMA Teko will remain as a secondary DAS platform alongside new ADRF systems. Compliance-related RFIs address required vendor certifications as OEM reseller/installers and acceptance testing criteria using standard iBwave testing methodology. One RFI (RFI-014) requests a 1–2 week extension of the bid submission deadline due to compressed timelines between survey, RFI, and submittal dates, with direction to contact the Contracting Officer for resolution. All RFIs are marked as High or Medium priority and remain Open status as of the document date.

RFI No. Date Submitted Spec / PWS Reference Subject Request for Information Contractor Assumption (If No
Response) Impact (Cost/Schedule/Design) Priority Status ANSWERS
RFI-001 4/22/2026 PWS §2.2.6, §2.3.6, §2.4.4 Existing As-Builts Provide current as-built drawings for Bldgs 758, 752, Patton
Swing, and Taylor Hall including headend layouts, fiber routing, remote locations, and antenna systems.
Assume limited accuracy of existing infrastructure; full field validation required.
Design, Schedule High Open
DAS infrastructure is over 10 years old; original as-builts have been provided. There has been limited
(if any physical rearragement of floor layouts in all subject buildings)
RFI-002 4/22/2026 PWS §2.2.2 OSP Fiber Reuse Confirm whether existing OSP fiber between Taylor Hall and serviced buildings can be reused and meets capacity and performance requirements. Provide strand counts and test data.
Assume new fiber required if documentation not provided.
Cost, Design High Open Existing fiber is performing well for 4G LTE and limited 5G use. Contractor shall be responsible for determiniing if an upgrade is required. USMA will then coordinate any fiber rehabilitation or substitution.
RFI-003 4/22/2026 PWS §1.3, §2.2.3 Headend Architecture Confirm requirement for new ADRF headend for Bldg 758 and whether existing CommScope and JMA systems will remain operational during phased deployment.
Assume parallel headend operation required.
Design, Coordination High Open The intention is to remove all existing building wiring ,antenna, equipment and replace. It is the understanding that there will be a break in serviceduring the installation period, however, the contractor should develop a plan that reduces the amount of downtime to the smallest outage windo possible.
RFI-004 4/22/2026 PWS §2.2.3, §2.2.7 Headend Space & Power Confirm available rack space, power capacity, HVAC, and grounding in Taylor Hall for additional headend equipment.
Assume additional infrastructure upgrades required.
Cost, Design High Open Assume additional infrastructure additions required. Any alterations requirements must be identified during the post award site survey and reported to the COR. The COR will submitt appropriate work orders with DPW.
RFI-005 4/22/2026 PWS §1.3.3, §2.2.7 Backup Power Strategy Confirm whether BBUs are acceptable or if centralized generator-backed power is required for DAS equipment.
Confirm 2-hour requirement applicability.
Assume BBU-based solution unless directed otherwise.
Cost, Design Medium Open
2 hour BBU (Battery Backup) is a requirement fior active equipment at building closet locations
RFI-006 4/22/2026 PWS §1.2, §2.2.1(c) Carrier Authorization Clarify required carrier documentation (LOA, IDC number, etc.) and whether required at bid stage or post-award.
Assume LOA required post-award. Compliance, Schedule High Open
Per the Contracting Officer, your memorandums from the carrier must be part of your BID package.
RFI-007 4/22/2026 PWS §1.2.1 BTS Upgrade Scope Confirm whether upgrading existing BTS (currently 4G) to
5G is within contractor scope or carrier responsibility.
Assume BTS upgrades by carrier. Design, Schedule High Open Carrier responsibility
RFI-008 4/22/2026 PWS §1.3.6 Mahan Hall Levels A–E Confirm whether below-grade levels (A–E) are included in project scope and provide drawings if applicable.
Assume excluded unless confirmed. Design, Cost Medium Open Mahan A-E included and considered part of the
OPTION.
RFI-009 4/22/2026 PWS §2.2.3 Telecom Closet Constraints Confirm whether contractor must use existing telecom closets or may select alternate locations for DAS equipment.
Assume flexibility allowed within building constraints.
Design Medium Open
Must re-use existing TCs
RFI-010 4/22/2026 PWS §1.3 Patton Building Strategy Confirm long-term intent for Patton Swing Building and whether integration into unified headend is required.
Assume temporary standalone system.
Design, Cost Low Open GIB will be in service for the forseeable future;
should remain standalone.
RFI-011 4/22/2026 PWS §2.1, §4.1, §6.12 Certifications & Compliance Provide list of required company and personnel certifications per SAM.gov and PWS requirements.
Assume standard DoD8140, OSHA, OEM certifications required.
Compliance High Open Yes, Vendor must be certified as a reseller/Installer of the OEM equipment
RFI-012 4/22/2026 PWS Table 2 Acceptance Testing Criteria Confirm testing methodology including grid size, equipment, and acceptance thresholds for RSRP, SINR, and dominance.
Assume standard iBwave/industry grid testing.
Design, Acceptance High Open
Standard testing acceptable; must meet required specification in PWS
RFI-013 4/22/2026 PWS §1.3 Multi-OEM Transition Confirm whether full migration to ADRF is required across all buildings or if legacy systems remain can mixed OEM's be used if directly matched to existing equipment.
Assume ADRF-only for new work, legacy remains.
Design, Cost Medium Open
ADRF for new work; JMA Teko will be the other remaining DAS platform
RFI-014 4/22/2026 None Schedule Due to the short time between survey, RFI and submittal dates, we request a 1-2 week extension of the bid submission date.
Assume no assumption Schedule Medium Open
