About this file
This document is a Standard Form 30 Amendment to a federal solicitation (W911SD26QA0440001) issued by the US Army West Point Contracting Office, effective April 23, 2026, for a 5G Distributed Antenna System (DAS) upgrade at the United States Military Academy.
The amendment posts RFI (Request for Information) responses from three batches, with Batch #3 containing answers to five key questions regarding submission requirements. The government confirmed that offerors may consolidate all four digital proposal volumes onto a single CD-ROM with clearly labeled folders, that cover pages and tables of contents are excluded from page limitations, that readers should reference Table 3 spectrum requirements in the attached Performance Work Statement (PWS), that a past performance questionnaire will be uploaded to SAM.gov, and that quoters should only quote what is requested in the solicitation. The underlying Performance Work Statement describes a non-personal services contract requiring the contractor to provide complete upgrade and replacement of existing DAS components in three buildings at West Point (Building 758 Jefferson Hall Library as the primary facility, with two optional buildings contingent on funding). The contractor must perform RF propagation studies, remove obsolete 4G-only DAS equipment, install new Advanced RF Technologies (ADRF) equipment supporting 5G capability for AT&T, T-Mobile, and Verizon, and deliver as-built drawings and performance certifications meeting specified RSRP and SINR requirements. The contract is Firm Fixed Price with a 180-day period of performance and includes six optional tasks for redundant power systems and passive equipment replacement. Key deliverables include a work plan (10 days post-award), Quality Control Plan (10 days), key personnel identification (5 days), and closeout documentation (15 days post-completion), with performance thresholds for cable testing, system certification, and coordination of service outages with the CIO/G6 Network Service Branch.

GENERAL INFORMATION
C1. General: This is a non-personal service(s) contract under which the personnel rendering the service(s) are not subject, either by the contract's terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.
C1.1 Description of Services/Introduction: This is a non-personal service(s) contract to provide the upgrade and renovation of existing commercial cellular Distributed Antenna Systems(DAS) components and equipment that are at end of life technology, and replace them with current 5g capability. The contractor shall provide all labor, equipment and consumables to upgrade capability in support of providing modern capabilities to the Cadet, Staff and Faculty of the United States Military Academy (USMA), Westpoint, New York.
C1.2 Background: The Chief Information Officer, G6(CIO/G6) has identified the need to upgrade the existing cellular distribution systems within key buildings due to the inability to support modern fifth-generation mobile network(5G) enhancements offered by the core carriers. AT&T, T-Mobile, and VERIZON, currently provide signals to the academy to enable cellular service to all Cadet, Faculty and Staff cellular phone subscribers. The carrier signals are distributed within the Academic buildings through a Distributed Antenna System (DAS) installed within each building.
These systems ensure that the cellular service signals are maintained within the buildings since outside antenna signals cannot penetrate walls and indoor barriers. These systems directly support life, safety, and administrative communications.
C1.2.1 The CIO/G6 has identified that the current equipment cannot support new and emerging capabilities of 5G cellular technology since the existing equipment was installed and manufactured before 5G was developed. Currently, the equipment can only support 4G LTE. The enhancement of the equipment to support 5G will provide all mobile subscribers with the following capabilities:
a. Faster Speeds. This enables high-quality streaming, fast downloads, and smooth video conferencing.
b. Greater Capacity. Supports more devices per square mile, ideal for densely populated areas and numerous devices that utilize cellular for internet services- IoT (Internet of Things) deployments.
c. Improved Reliability. Enhanced network stability and better coverage.
C1.3 Scope: The Contractor shall provide non-personal service(s), to Engineer the removal and replacement of existing Distributed Antenna infrastructure and components that are unable to support 5G signal capability to new and emerging cellular technologies. All major equipment provided shall be standardized and be manufactured by Advanced RF Technologies (ADRF). This PWS provides for the upgrade of 3 separate facilities 1 primary, and 2 optional buildings, contingent upon funding.
C1.3.1 The contractor will be required to provide a RF Propagation plot, a.ka. "Heat Map" of all facilities to develop a design plan for antenna and component installations.
C1.3.2 Building 758, Jefferson Hall Library. The contractor will perform a preliminary RF Propagation study to be used within the engineering design. The contractor shall remove and replace all active components, passive components, cables, and antennas and replace the system in its entirety to provide for the capability of 5G cellular technology. All new active components will be installed using the existing racks/spaces vacated by the removed systems.
a. The contractor shall be responsible for the disposition of all removed equipment and materials no longer required under 1.3.1
b. The contractor shall install new cable, passive and active equipment to provide for a 100% upgrade to 5G capability, supporting ATT, T-Mobile, Verizon signal distribution within the facility.
c. The contractor shall be responsible for coordination of interruption of services with the CIO/G6 Network Service Branch, DAS Maintenance contractor, and if required the major carrier's.
d. The contractor shall test and certify that the system's performance meets or exceed specified performance levels and provide results to the CIO/G6 Network Service Branch.
e. The contractor shall develop and provide "As Built "drawings which identify locations and inventory of all antenna's, cable routes, and telecom equipment. All drawings and sketches developed under this PWS shall become the property of the CIO/G6 upon final draft at the completion of this project
C1.3.3 OPTION 1. Redundant Power. Building 758, Jefferson Hall Library. Contingent upon funding, the contractor shall provide a back-up power system to all active DAS equipment capable of a 2hour emergency power in the event of an electrical outage.
