About this file

This document is Standard Form 30 Amendment Number 0006 to a federal solicitation for billeting services at West Point, effective 10 March 2026. The amendment modifies solicitation W911SD26QA028, issued by the Mission and Installation Contracting Command - West Point. The primary purpose is to post Batch #4 of Request for Information (RFI) responses related to billeting operations, along with clarifications to previously answered RFI batches #1 through #3.

Key clarifications and requirements include: contractor-use facilities (latrines) may be positioned in the northwest or southwest areas of the field near water hookups or outside the field, with approximately 124,697 square feet of available contractor-use land; tent flooring must be 7-inch raised for EST at Range 3 (electrical equipment) and 6-inch raised for parade field tents (flood prevention); tilling and ground restoration on Camp Buckner Parade Field is required yearly; white-colored exterior tent structures are acceptable; shower facilities should maintain a 10:1 user-to-showerhead ratio with preference for single-stall units; contractor personnel have 24/7 site access; GSA contract requirements for transportation services have been removed; the solicitation is open to all small business concerns under NAICS Code 721310 with a $14,000,000 size standard (not the $32,500,000 stated on SF1449); structures must accommodate cohorts of 170 personnel; 500-gallon propane tanks with self-contained bladder systems are permitted with specified safety distances and security requirements; and 3-inch flooring is acceptable for walkways if resistant to heavy rain conditions, with on-board water heater systems permitted if safety-distanced from dwelling areas.

1. Can the government please provide distinct areas where contractor-use facilities, such as latrines, will be permitted to stand?

Answer-They can have them near there command and control area which should be a good distance away from the tents, but they can use either the north-west area of the field near the water hookups, or the south west area outside of the field itself.

2. Can the government please provide approximate square footage of available contractor-use land?

Answer-Approximately 124,697 sq ft (per DPW).

3. According to PAN 038171 W911SD-26-Q-A028 PWS Billeting FY 2026-WTPTW6QM43NB025.

pdf - Page 18 - Section 4.2.1, the government has requested that "Flooring should be at least 7-inch raised flooring to prevent flooding". There is also a mention in section 3.3.1. Stating "prior to placement of 6-inch raised tent flooring and tents, the contractor conducts a ground and site survey." Can the government please clarify whether 6-inch or 7-inch raised flooring is required for tent flooring?

Answer-EST at Range 3 requires 7-inch raised flooring for functional positioning of electrical equipment within the tent itself.

Billeting tents at parade field require 6-inch raised floors to prevent issue caused by excessive rain and flooding during the rainy season.

4. Can the government please confirm that tilling and ground restoration on Camp Buckner Parade Field is required to occur yearly and should be reflected within offerors' price?

Answer-It is required to occur yearly to bring the ground back to the original restoration. This should reflect the overall cost.

Answer-White is suitable.

6. According to PAN 038171 W911SD-26-Q-A028 PWS Billeting FY 2026-WTPTW6QM43NB025.

pdf - Section 4.2.2, the government has requested a "shower facility with 10 - 18 shower heads her trailer." Can the government please provide a person to shower ratio they would like contractors to abide by for both shower heads and latrines?

Shower heads should maintain one-person-per-showerhead ratio.

7. Would the government accept 8-head shower trailers so long as the required ratio is maintained?

Answer-Potentially: 8-head shower trailers would ultimately increase amount of total shower units (and overhead equipment) in the area as compared to 10-shower head trailers.. Would need to see impact to the rest of the projects scope/laydown.

8. According to PAN 038171 W911SD-26-Q-A028 PWS Billeting FY 2026-WTPTW6QM43NB025.

5. FGi Solutions LLC intends to submit a quote for Solicitation W911SD-26-Q-A028. We request clarification on subcontracting requirements:

Does FAR 52.219-14 (Limitations on Subcontracting) apply to this total small business set-aside?

If yes, what is the required self-performance percentage for this requirement?

Answer- The solicitation is open to all of Small Business

Per the RFO FAR:

(a) This clause does not apply to the unrestricted portion of a partial set-aside.

(b) Definition. Similarly situated entity, as used in this clause, means a first-tier subcontractor, including an independent contractor, that--

(1) Has the same small business program status as that which qualified the prime contractor for the award (e.g., for a small business set-aside contract, any small business concern, without regard to its socioeconomic status); and

(2) Is considered small for the size standard under the North American Industry Classification System (NAICS) code the prime contractor assigned to the subcontract

(c) Applicability. This clause applies only to--

(1) Contracts that have been set aside for any of the small business concerns identified in 19.000 (a)(3);

How will limitation-on-subcontracting compliance be measured for the "1 Lot" CLIN structure (base and option years, including optional WATER/GENERATORS CLINs)?

Answer- Water/Generators are Optional CLINs in the event they are required. For measures--please reference PWS for volume/quantity of requirement

Are subcontractors required to be similarly situated entities for any portion of performance (e.g., cleaning, wastewater hauling/servicing, generator support)? If yes, please confirm the applicable NAICS for that determination.

Answer- The solicitation is open to all of Small Business Concerns registered under the noted NAICS Code

Please confirm whether a subcontracting plan is required.

Answer- The solicitation is open to all of Small Business

# W911SD-26-Q-A028

1. Site Restoration Requirements

Answer: The contractor is required to restore the ground/field to its original condition upon removal of the tents. If gravel is added to improve the Camp Buckner site during performance, may it remain in place at the conclusion of the contract, or will the contractor be required to remove it and restore the site to its pre-existing condition? Any materials used to improve grounds during execution must be removed upon completion of the project so that that area is returned in its original state.

2. Berry Compliance

Are all structures required to be Berry Compliant?

Answer: Not Required

3. Cooling Requirements (Ceiling Fans vs. HVAC)

Answer: The PWS specifies ceiling fans within the structures. May the contractor propose HVAC systems in lieu of ceiling fans to ensure adequate cooling during periods of high temperatures?

Proposals may include HVAC in lieu of ceiling fans.

4. Cohort Sizing and Site Constraints

Answer: If site limitations make it impractical to accommodate structures designed for cohorts of 170 personnel, would the Government consider allowing smaller cohort configurations to better fit site constraints?

Structures must have ability to house cohorts of 170 personnel to maintain integrity of training population for accountability and command/control purposes.

RFIs--BATCH # 4 Billeting RFIs FINAL (ANSWERED--AMEND 0006)

# W911SD-26-Q-A028

1. What is the preferred ratio of users to restroom fixtures and shower heads?

Answer: Prefer 10-1 ratio of users per unit. Within each unit, prefer for units to have single stall units for both shower and latrines for individual use to reduce interpersonal contact of training population.

2. The PWS states "all offerors must hold a GSA Contract to perform Supplemental Transport Services (Charter Services/Transportation)" Can you confirm this is an accurate requirement as the scope of work does not list any transportation services.

Answer: This is answered in AMEND 0002 - removed reference to transportation support, please reference SAM.gov

3. Can a 500-gallon propane tank be set to support the shower units in close proximity to the shower trailers?

Answer: Yes - but tank must utilize a self-contained bladder system to reduce HAZMAT issues and follow to the guidelines below:

Codes Applied

NFPA 58- Liquefie3d Petroleum Gas which established minimum distances

UFC 3-600-01- Fire Protection Engineering for Facilities establishes risk reduction

UFC 4-010-01- DoD Minimum Antiterrorism Standards establishes standoff/force protection

Recommended lay out

1. Tank to Trailer Distance

a. 10 ft. minimum

b. 20-25 ft recommended

Rational behind the recommended distance as being the best as it reduces radiant heat exposure, aligns with AT/FP philosophy, avoids conflicts with egress paths.

2. Tank to Tank Spacing if (2) 500 pound tanks are used

a. 3 ft. minimum between

b. 10 ft recommended

This provides better access for firefighting and reduces the chance of simultaneous involvement

3. Location Relative to Occupied Areas

a. Place tanks away from entrances and exits, outside primary gathering areas

4. Vehicle Protection

a. Required to have bollard protection, concrete barriers, etc. to prevent vehicle damage

5. Hose and Regulator Set Up

a. Regulators must face away from trailer

b. Hoses must be routed not across walk paths or vehicle roads

6. Fire Department Access

a. Maintain a clear path to tanks and trailers

b. Label tanks with appropriate placarding

7. Security/control

a. Must be fenced in and locked to prevent tampering and unauthorized adjustments

4. Will there be a contractor laydown yard to store a trailer with additional portable propane refills for the hygiene units?

Answer: Recommended laydown area is shown on the image below and denoted by the red circle on the southeast side of the area.

5. Can the exterior of the structures be white?

Answer: As previously confirmed, yes.

6. Is 3 inch flooring an acceptable substitution for gravel walkways?

Answer: 3-in flooring is permitted but must not be susceptible to sinking or floating away during heavy rain season.

7. Are on board water heater systems acceptable for the shower and restroom trailers or must it be an external boiler system?

Answer: On board systems are acceptable but must be safety distanced from dwelling areas as noted above - recommend external boiler system if able.
