About this file
This document is an Amendment to Solicitation W911SD24R0128 for a Distributed Antenna System (DAS) expansion to the Bradley Barracks at the United States Military Academy. The amendment revises site questions and provides responses from the Requiring Activity. The solicitation is for a DAS solution to enhance cellular signal coverage within the cadet living quarters of the Bradley Barracks building. Key details include:
The DAS is a USMA-owned neutral host system distributing RF from the three major wireless providers. Backhaul is provided by Verizon. Contractors should include a heat map study in their proposals. The government will provide the incumbent's existing DAS design, floor plans, telecom plans, and heat mapping information. The period of performance is 45 days from date of award. The government confirmed that omni-directional antennas are allowed in the dorm rooms and provided guidance on working hours. Contractors are requested to acknowledge receipt of this amendment prior to the offer due date.

DAS Expansion to Bradley Barracks – Site Visit Questions 19 July 2024
Any questions referencing “See Attached” are still being worked on by the Requiring Activity, and will be provided as soon as possible.
UPDATE– See the attachments in SAM.gov for a full set of floor plans and telecom plans as provided by USACE.
Should a contractor require to perform a Heat Map study please include it in the proposal.
Attachments named: BRADLEY_IBWAVE_REDACT and 170_Telecom – 100%
1. Is coverage required in the stairways?
**Scope of this contract is required for floors 1-6 floors only within cadet area. The contractor is required to provide a solution to enhance signal coverage which will enhance carrier signal in and around living quarters.
2. Is coverage required in the core elevators and closets?
See Answer #1
3. Will Corning Everon be the next generation of DAS equipment for this facility?
United States Military Academy (USMA) continually reviews DAS technology platforms to ensure they meet or exceeded future system requirements. Current head end equipment is JMA Teko and at present there is no intention to move away from it.
4. Who will retain title to (own) the system?
CIO/G6 USMA
5. How many spare fibers are available to us for new DAS remotes?
Spare fiber confirmed to head end. Actual number of strands is not confirmed.
6. Is the system MIMO or SISO?
SISO
7. In addition to the Wi-Fi plans, can we have the DAS design documents, e.g., iBwave file or DAS A&E drawings?
8. Can you provide and details about the head-end room and carrier RF sources? This probably would be included in the iBwave file requested in item (7).
The DAS is a USMA owned neutral host and distributes RF from all three major wireless service providers.
Backhaul is provided by Verizon Communications and terminates in an adjacent room on B2 level of Taylor Hall, B600. Also ref section 5 of the PWS
9. Would it be possible to obtain the iBwave file for this solution as this will provide needed info on how the existing system was designed to propagate and how much bandwidth/capacity the DAS was designed for. This will also allow us to accurately design and price additional DAS components required for the Bradley Barracks proposal.
10. Request a copy of the updated floor plans.
SEE ATTACHED
11. Request a copy of the Existing DAS Design and bill of materials (BOM) and heat maps.
See Attached
12. Request listing of the building walls and ceilings materials.
13. Who is the incumbent?
This system is owned by the United States Military Academy. There is no incumbent.
14. When was the existing system installed?
15. Can the government provide photos or a bill of materials that details that existing head end components?
16. Can the government confirm if any additional spare fibers are available at each remote location? Can the government confirm fiber connectors type (i.e. LC, SC)?
Availability confirmed. Actual number of strands are not available. LC
17. Can the government if additional spare fibers are available between the head end and Bldg. 600 MDF?
Availability confirmed. Actual number of strands are not available.
18. Will the government allow us of omni directional antennas in the dorm rooms? If so, are there specific requirements or guidelines for running cable and mounting within a dorm?
YES. Compatible with attached BOM
19. Can the government confirm if the public safety repeater and cellular share passive coaxial infrastructure and antennas? Or doe the Public Safety network have dedicated antennas?
There are no public safety antennas shared on the DAS
20. Can the government confirm working hours?
Reference PWS Part 1
21. Can the government confirm Period of Performance (POP)?
45 Days from date of award
Additional Questions
1. What is the Transport Circuit Capacity?
Need clarification on the question. This is part of an existing sector, carriers have adequate bandwidth serving it.
2. Is this a Single Sector DAS System?
No, but this scope is concerned with only 1 sector area.
3. Single Fiber Receiver?
YES
4. What is the Bandwidth of Operating Frequencies?
Operating Frequency requirement contained within PWS section 5.
5. Is the existing design standard available?
6. Is the iBwave file available?
See attached
7. Can you provide any Heat Mappings applicable to the design?
8. Are applicable Construction Drawings available? (including but not limited to the RFDS)
9. Can you provide any of the original/current Post Installation Commissioning reports?
SEE Attached
