Instructions to Offerors for Garrison Caps (Men & Women)
All offerors interested in submitting a quote for this requirement need to follow these instructions. If an offeror does not comply with these instructions, they shall be excluded from consideration of a contract award.
All offerors shall send an email to Ms. Maureen Flanagan at Maureen.a.flanagan2.civ@mail.mil by 11:00 am on November 09, 2019. Any offeror may submit their information after November 09, 2019, however, the Government shall not be responsible for an offeror not having sufficient time to receive the Government Furnished Materia(GFM), 19 OZ of GRAY WOOL ELASTIQUE to produce a sample of 1 women’s cap (size 22) and 1 men’s cap (size 7), submit with their quote by the quatation closing date 11:00 am on November 20, 2019 .
The email must contain the following information:
Name of Company,Contact Name (First & Last), Mailing Address, City, State, Zip Code, Direct Phone Number, and Email Address.
Offeror must provide Shipping label (ie: FEDEX, UPS) so Government Furnished Material can be shipped to interested vendors. approx weight is as follows.

Upon receipt of your email, Government Furnished Material for 19 OZ of GRAY WOOL ELASTIQUE along with GarrisonCap pattern (AccuMark 10.4 for Gerber Machine) and pictuires of both men & and women’s cap will be sent to the interested offerors.
The AccuMark 10.4 ver cap patterns will not be used for any other production then for The United States Military Academy.
At no cost to the Government, the offeror shall send 1 women cap sample (size 22) and 1 male cap sample (size 7) , to:

MANUFACTURING CERTIFICATION INSTRUCTIONS.
Offeror’s must provide name and contact information of company producing the sample that is submitted for evaluation. Upon award successful offeror must certify the manufacturer who produced the evaluated sample is the same manufacturer who will be producing the end item of resulting contract.
Must be manufactured in The United States.
Please use the following format when identify name of manufacturer:

EVALUATION
II. Addendum Evaluation –Evaluation Factors for Award
a. Basis for Contract Award. This is a best value source selection conducted in accordance with Federal Acquisition Regulation (FAR) 13, Simplified Acquisition Procedures, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS). The test program authorized under FAR Subpart 13.5 is applicable to this acquisition. Award will be made to a single offeror who is deemed responsible in accordance with the Federal Acquisition Regulation (FAR), whose offer is technically acceptable, conforms to the Quotation requirements, and whose offer, judged by an overall assessment of the evaluation criteria and other considerations specified in this Quotation, represents the lowest price.
b. Award for All of the Work. The Government intends to award one contract as a result of this Quotation. The Government intends to evaluate Quotations and award a contract without discussions with offerors. Therefore, the offeror's initial proposal should contain the offeror's best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
c. Evaluation Criteria. Product samples. 1 women’s cap (size 22) and 1 men’s cap (size 7) is required at or prior to the time specified for receipt of offers. These samples shall be submitted at no expense to the Government. Samples will be evaluated in accordance with the evaluation criteria listed below. Evaluation criteria consist of factors. The Quotations will be evaluated under two (2) evaluation factors: Sample, and Price.
Factor 1 – Sample. The Sample will receive a rating defined below.

In order to receive an acceptable rating, the sample submissions must not contain any major defects as stated in the evaluation criteria listed below.
Factor 2 – Price. Price will NOT be scored or rated. Evaluation of price will be performed using one or more of the price analysis techniques in FAR 13.106-3(a). Through these techniques the Government will determine whether prices are reasonable.
IN ORDER TO BE CONSIDERED FOR AWARD, ONE WOMEN’S CAP (SIZE 22)
and ONE MEN’S CAP (SIZE 7) MUST BE RECIEVED. SAMPLE MUST BE RECEIVED ON OR BEFORE 11:00 am on November 20, 2019.
Samples will be evaluated in accordance with the evaluation criteria stated below:

PACKAGING AND BAR CODE REQUIREMENT
For Cap Garrison Women’s IAW MIL-DTL-44130D (GL) dated 8/23/19 and Cap Garrison Men MIL-C-43419E (GL) dated 12 April 1989 with Deviations dated 7/16/19.
Pack one (1) each in plastic bag, 24 to carton. All caps shall contain manufacturer’s label and size label. Partial deliveries are accepted.
Upon completion of contract, all unused or extra government furnished property is to be returned to:

SAMPLE REQUIRED:
Sample Cap, Garrison Women size 22 (1 ea.) and Cap, Garrison Men size 7 (1 ea.) shall be submitted for inspection. As part of your submission include a sample of bar code, which shall meet the requirements of the Bar Code Label Characteristics. The Bar Code Label will be inspected for size and performance with a bar code reader. The sample shipping information will be provided by the Mission and Installation Contracting Command, West Point.
Machine required to read Garrison Cap patterns is: Gerber Accumark Version 9 or higher.
