Questions:
1. Would it be feasible for you to share the contract value or awarded amount for the previous contract as related to the current project, as referenced above?
The Contract value of the current bridge contract is $18.1 Million and is a Cost reimbursement type contract. This solicitation is for a Firm-Fixed Price contract. The contract value, length, and type may not reflect an accurate depiction of the current solicitation effort.
2. Who is the incumbent?
Three Cities Management LLC
3. What is the current contract number?
The current bridge contract number is W911SD-19-C-0012.
4. Any changes from the current scope of work?
Review the performance work statement within solicitation W911SD-21-R- 0054 to determine the scope of work for this requirement.
5. Can you please provide me with the seniority list in order to have a fair competition?
The Incumbent Employee seniority list will be provided to the awardee of the contract for hiring purposes.
6. How many people working on each position?
Contractors should review the performance work statement within solicitation W911SD-21-R-0054 to determine the personnel needed to successfully perform the work.
7. Can you please provide the current CBA?
The redacted Collective Bargaining Agreement was posted to the Sam.gov solicitation announcement on 9 August 2021.
8. The PPQ provided as part of the solicitation contains redundant sections. For example, the first page of the form requires “SECTION 1: CONTRACT IDENTIFICATION” and “SECTION 3: EVALUATOR IDENTIFICATION” and the same data is required later in the form under “A. CONTRACT IDENTIFICATION” and “G. Respondent Identification.” Feedback questions A–F are also duplicated.
Question: Can the Gov’t allow modifications to the form to eliminate the redundancies before it is sent to clients for feedback and submission?
Please fill out the standard Past Performance Questionnaire in its entirety without modifications.
9. Can a copy of the current Collective Bargaining Agreement be provided?
The redacted Collective Bargaining Agreement was posted to the Sam.gov solicitation announcement on 9 August 2021.
10. STAFFING MATRIX. The requirement to provide a “staffing matrix” is unclear which is a concern as this is a key factor in making the contract award decision. Accordingly, can the Government provide an example of the “staffing matrix”, a staffing format for each meal style to populate and/or provide a military / Federal specification guidelines on what exactly is required? (Ref: Tab (a) (Page 55. RFP 52.212- Addendum. 52.212-1(b) Instructions to Offerors - Commercial Items Addendum Submission of Offers.)
The Government does not have an example of the staffing matrix.
Reference Addendum 52.212-1, Instructions to Offerrors, C.3. Proposal Content, (a)(2) TAB (B), which identifies what is required for the Staffing Matrix.
11. POSITION DESCRIPTIONS. Regarding the statement, “Provide the minimum requisite experience, as well as any other qualifications, that will be required for personnel hired into the management and supervisory positions”.
Does the Government want offerors to provide position descriptions from the staffing matrix in their proposal? Ref: Tab (C) (Page 55. RFP 52.212-1 Addendum. 52.212-1(b) Instructions to Offerors - Commercial Items Addendum Submission of Offers.)
The format used to show experience and qualifications for management and supervisory positions is at the Offeror’s discretion.
12. PHASE-IN PERIOD. Tab (D) states: “Phase-In Plan. Provide a phase-in plan which clearly identifies the approach that will be used which will be followed to be fully operational, within the authorized timeframe.” However, neither Section L nor PWS task 1.30. TRANSITION specifies an exact number of days allowed for the phase-in period. Can the Government please provide a specific calendar days? (Ref: Tab (D) (Page 55. RFP 52.212-1 Addendum.
52.212-1(b) Instructions to Offerors - Commercial Items Addendum Submission of Offers.)
As indicated in Line Item Number 0001 of the SF 1449, the period of performance for the phase-in is 12/1/2021 – 12/31/2021.
13. PROPERTY MANAGEMENT PLAN. Tab (E) references a Property
Management Plan. Can the government provide an example or provide a military / Federal specification guidelines of a property management plan? ?
(Ref: Tab (E) (Page 55. RFP 52.212-1 Addendum. 52.212-1(b) Instructions to Offerors - Commercial Items Addendum Submission of Offers.)
The Government does not have an example of the Property Management Plan. Provide your Property Management Plan in accordance with FAR clause 52.245-1 requirements and FAR 45.201(c)(4).
14. RESUMES. The RFP says: “The Government will also consider proposed personnel qualifications by position and labor category: Does the Government want offerors to submit job descriptions and/or resumes for the key personnel in the staffing matrix? (Ref: Page 87. 52.212-2
EVALUATION--COMMERCIAL ITEMS (OCT 2014)
Job descriptions nor resumes were requested for this requirement.
15. Will this contract be subject to FAR 52.222.41 Service Contract Act?
Reference contract clause 52.222-42, Statement of Equivalent rates For Federal Hires (May 2014), regarding compliance with service Contract Labor Standards.
16. The current Collective Bargaining Agreement is effective until May 31, 2022.
The last wage increase was effective 10/01/2020. Is there a more current CBA reflecting a wage increase effective 10/01/2021?
No.
17. Please provide a list of attendees at the 8/16/2021 site visit.
