SUMMARY OF CHANGES

SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS

The following have been modified:

CONTRACTOR Q&A

Q1. Will this project be phased? If so please advice on how many phases this project will have.

A1. Yes the project should be phased at a minimum 3 phases. SOW Section 4.1.3

Q2. Per the Scope of Work, the government will provide a 35% design package for this project. Will the contractor be responsible for providing a 90% design package at the time of bid, or upon award of the project? Please advice.

A2. After award and notice to proceed, the contractor shall be responsible for providing 90% design within a specified time.

Q3. Per the Scope of Work, Note 4.3 Military Equipment Parking Lot and Driveway, top layers of the asphalt at the Military Equipment Parking Lot (MEP) will need to be removed. Are only the top layers to be removed, or all existing layers to be removed? Please advise.

A3. MEP Parking. Contractor will repair all cracks, all holes, and all low spots and slurry and seal the entire MEP Parking Area. SOW has been revised SEC 4.2.1

Q4. If all existing layers of the MEP lot are to be removed, will the government provide a geotechnical survey for compaction of the base? Please advise.

A4. Contractor shall not remove existing layers of asphalt in the MEP Parking Area. The contractor shall repair all cracks and holes, low spots and slurry and seal the entire MEP Parking Area. SOW has been revised SEC 4.2.1

Q5. Per the Scope of Work, Note 4.4 Curbs, demolition and removal is to take place in areas that are to be replaced. Please provide quantity of curbs to be removed.

A5. The contractor shall remove all asphalt curbing, all asphalt and concrete planters in the front POV Parking Area. Refer to Attachment 5 Drawing Seed Project Revised.

Q6. Will the government require separate, Quality Control (QC), Superintendent and Safety officers on site? Please advise.

A6. Yes. See Attachment 3 SOW section 15.1.1.

Q7. Will there be a soils report or investigation to determine depth of existing asphalt? What is the section to be paved back?

A7. No. Government does not have soil report to provide to the contractors. Front POV Parking area is to be repaved. SOW has been revised SEC 4.3.1.

Q8. What is the extent of curb work? We recommend taking out all AC Berms and installing new PCC Curbs. Need clarification on scope so all bidders are apples to apples.

A8. Remove all asphalt curbing in the Front POV Parking area. Refer to Attachment 5 Drawing Seed Project Revised. And revised SOW 4.4.2.

Q9. Is the complete area of the parking area with the speckled in fill all asphalt paving?

A9. Refer to Attachment 5 Drawing Seed Project Revised.

Q10. What is the pavement section?____” AC over ____” CMB / CL II AB A10. Refer to Attachment 5 Drawing Seed Project Revised. And revised SOW 4.3.2.

Q11. How many phases or move ins are required?

A11. . Project should have three phases. The contractor shall provide schedule of each phase to the COR. See SOW section 4.1.3

Q12. When will the seed project be awarded?

A12. See page 5, Supplemental Information paragraph 6. The seed project will be awarded within a reasonable time after the main MAID-IQ’s are awarded.

Q13. Are there any details for striping or signage?

A13. The contractor shall use the attached drawing as a reference to striping. However shall provide striping plan for COR approval. Section 4.1.8

Q14. Can you please provide specifications for asphalt paving, striping, pavement markings, wheel stops, seal coat?

A14. Refer to Attachment 5 Drawing Seed Project Revised and Attachment 4 SOW Seed Project Revised.

Q15. What are we joining at the edge of pavement? Do they require a redwood header with stakes or is it curb / curb & gutter?

A15. Existing drainage gutters and walkway where applicable.

Q16. Can you please provide 35% design and Geotechnical report and survey?

A16. There is no existing Geotechnical report and government considers provided SOW and drawings as 35% of the design.

Q17. There is inadequate drainage on-site, but the scope doesn’t talk about fixing these drainage issues, can you confirm that drainage is not being included in this scope of work?

A17. See Attachment 4 SOW Seed Project Revised. The contractor shall fix all low spots ensuring proper drainage and making sure there isn’t any pooling. Revised SOW 4.3

Q18. Please provide as built drawings of the existing asphalt thickness for both the POV and MEP parking lots so that removal and disposal can be properly quantified.

A18. See added Attachment 9 As Builts Seed Project.

Q19. Section 4.2.6 of the seed project scope of work states that areas of finished paving shall have smooth transition with any and all existing adjacent and adjoining surface areas. While on site it was discovered that there are multiple walkways and equipment pads that are between 4” to 8” above the existing pavement. Please confirm these are to remain and not have the asphalt built up to be flush.

A19. These will remain and not have asphalt build up. Front main entrance walkway of the building will have a smooth transition. Refer to Attachment 5 Drawing Seed Project Revised.

Q20. There are multiple areas in the seed project scope of work where it appears the intent it to mill the top layer of existing asphalt and overlay with new. There are also referenced to a complete removal, regrading and placement of new asphalt. Please clarify the government’s intent in the scope of work so that bids can be submitted accordingly.

A20. These will remain and not have asphalt build up. Front main entrance walkway of the building will have a smooth transition. Refer to Attachment 5 Drawing Seed Project Revised. Front Parking Lot will have a complete removal of asphalt, regrading and placement of new asphalt. Section 4.3 of Revised SOW.

Q21. Section 4.4.1 of the seed project scope of work states to demo and remove areas to be replaced to the nearest joint or saw cut. Please identify which curbs are to be removed.

A21. Remove all asphalt curbing in the Front POV Parking area. Refer to Attachment 5 Drawing Seed Project Revised. And revised SOW 4.4.2

Q22. Paragraph 6.5 of the seed project scope of work notes that at the final acceptance walk-through, the Contractor shall provide to the COR a complete set of as-build drawings, on disk and in either .DWG or DGN format. During the site visit it was mentioned that PDF drawings may only be required. Please advise.

A22. Please refer to 6.5 of SOW.

Q23. The solicitation states that it is anticipated that a maximum of 5 awards will be made from the MAID-IQ solicitation however does not state if the seed project will be awarded to one of those parties. Please clarify if the seed project will be awarded based on original submission or if it will be put back out to bid to the contractors that are selected for the IDIQ?

A23. See page 5, Supplemental Information paragraph 6.

Q24. The evaluation criteria for the MAID-IQ solicitation is shown to be solely on the basis of price and price related factors while the task orders may be awarded on best value, on either one or a combination of either tradeoff process or low price, technically acceptable. Limiting the award of the MAID-IQ to be based solely on basis of price and price related has potential to select contractors that are unqualified or unable to complete the work. Please review and clarify that the MAID-IQ award should not have any past performance qualifications included in the proposal.

A24. See page 9, Supplemental Information paragraph 17. Responsibility determinations are completed for each awardee, which includes past performance history, and many other items in accordance with the FAR. See FAR 9.104-1 for details. The solicitation does not request past performance information to be included in contractors submissions of bid documents.

Q25. Paragraph 6.5 of the seed project scope or work states that “if needed, the contractor may need to complete the project in stages, giving ample time between segments for material to cure and be striped before allowing traffic and parking on new surfaces.” Please confirm that the army will be able to accommodate the contractor completing the entire MEP parking area in on phase and the entire POV parking area in another phase.

A25. Contractor shall complete this project at minimum of three (3) phases to ensure adequate traffic and parking control in construction and paving areas for the duration of the project. SOW 4.1.3

Q26. The POV parking shows significant asphalt failure in several areas that are not suitable for an overlay and will require full depth replacement.

A26. Front Parking Lot will have a complete removal of asphalt, regrading and placement of new asphalt. Section 4.3 of Revised SOW. Also shown on revised drawing.

Q27. The POV parking shows significant ponding in locations that would not be alleviated from an overlay and will require other means of moving the water off of the paved surfaces. The Contractor recommends a full depth reclamation to the POV areas with the existing asphalt paving to be milled in place and compacted to serve as the new base for new 2” asphalt pavement. To alleviate drainage additional concrete swales are recommended.

A27. Front POV area asphalt will be removed to the soils. The existing asphalt paving to be milled in place and compacted to serve as the new base for new asphalt pavement. SOW has been revised SEC 4.3

Q28. A significant amount of the POV parking asphalt curbs have separated or broken away from the existing asphalt pavement. Please specify the quantity of asphalt curb to be removed and replaced.

A28. . Remove all asphalt curbing in the Front POV Parking area. Refer to Attachment 5 Drawing Seed Project Revised. And revised SOW 4.4.2

Q29. The SOW calls for the removal of the top layers of asphalt in the MEP areas, approximately 72,275 SF in size. Based on our measurements, the area is approximately 211,000 SF in size. Please clarify the actual size of the MEP areas.

A29. . MEP approximately 210, 000 SF will be slurry and seal. Filling all cracks and holes before slurring and seal. Do not remove top layers of asphalt. SOW has been revised SEC 4.2

Q30.Please confirm that by top layers of asphalt to be removed, it is meant for all existing asphalt to be demolished and removed down to the existing base in the MEP areas.

A30. Top layer asphalt of MEP area will not be removed. Refer to Attachment 5 Drawing Seed Project Revised. SOW has been revised SEC 4.2

Q31. Is a geotechnical report for the POV and MEP areas available for this project? In order for the Contractor to provide accurate pricing related to potential subgrade issues that may be encountered and require treatment, this data would be necessary, otherwise this condition would be unforeseeable to the Contractor and provide them no ability to include provisions in their price proposal.

A31. . Government does not have geotechnical report to provide to the contractors.

Q32. Are any design changes from the assumed SOW to be dealt with as a cost modification? For instance: it is the opinion from all contractors at site visit that the POV parking lot needs a complete regrading of base material and new pavement installed. SOW says to "overlay existing".

A32. Corrections were made to SOW and noted added to the drawings since the site walk through.

Q33. Please clarify Section 4.3.2 “rated for high traffic and heavy loads per CDOT specifications”. We were unsuccessful at locating a description that you state related to high traffic and heavy loads?

A33. See SOW Revision 4.3.2

Q34. Please provide estimated projected truck and transit vehicle volume by axle classification, axle loads and number of repetitions, design life or other information to quantify the required pavement design. For bidding purposes, can you simply state to place 6" of base material and 4" of asphalt (example only).

A34. Front POV area asphalt will be removed to the soils. The existing asphalt paving to be milled in place and compacted to serve as the new base for new asphalt pavement. SOW has been revised SEC 4.3

Q35. What special inspection and testing results and frequency of tests (if any) will be required to be submitted to the Government for the proposed improvements (HMA, Base Course, Sub Base).

A35. Contractor will submit final compaction test for base to the COR.

Q&A Based on Solicitation Amendment 0002

Q36. Amendment #0002, Revised SOW paragraph 4.5.1 states, the Back POV Parking Lot is approximately 11,000 SF. Based on field measurements this area is approximately 48,500 SF in size. Please clarify.

A36. See SOW Revision (Attachment 4 SOW Seed Project Revised 3-3-20 and Attachment 5 Drawings Seed Project Revised 3-3-20). Sections 4.2.1, 4.3.1, 4.3.2 and 4.5.1 for new dimensions.

Q37. Amendment #0002, Revised SOW paragraph 4.3.1 states, the Front POV Parking Lot and Driveway is approximately 49,600 SF. Based on field measurements this area is approximately 56,800 SF in size. Please clarify.

A37. See SOW Revision (Attachment 4 SOW Seed Project Revised 3-3-20 and Attachment 5 Drawings Seed Project Revised 3-3-20). Sections 4.2.1, 4.3.1, 4.3.2 and 4.5.1 for new dimensions.

Q38. Will the application of a prime coat be required prior to placement of the type II slurry at the MEP and Back POV areas?

A38. A prime coat is not required.

SUPPLEMENTAL INFORMATION

1. The purpose of the MAID-IQ is to provide construction services for a broad range of renovation and construction projects, to include repair and alteration of real property, as well as new minor construction. Work performed under these contracts will include but not be limited to the following general project categories: Construction, repair and alteration of various facilities; Construction, repairs and alteration of Electrical Systems (ES); Construction, repair and alteration of Mechanical Systems (e.g. HVAC systems, and controls), Construction, repair and alteration of Site Civil Systems, Construction, repair and alteration of Fire Protection Systems, Construction, repair and alteration of Architectural Systems. Resultant task orders may be based on Government provided 35%, 65%, or 100% designs or may require the contractor provide a design to build the project.

2. This solicitation is a 100% HUBZone Small Business set-aside under NAICS code 236220 with a size standard of $39.5 Million.

3. The solicitation for this requirement is issued as an Invitation for Bid, using the procedures outlined in FAR Part 14, Sealed Bidding. Task orders will be issued in accordance with FAR 16.505, Ordering.

4. All discourse concerning this solicitation and its requirement shall be directed to the Fort McCoy contracting office. Any remarks, explanations, or answers provided by any other government representative shall not change or qualify any of the terms or conditions of the solicitation. The solicitation shall only be changed by a written amendment issued by the Fort McCoy contracting office.

6. Contract Type: This will be a firm fixed price, multiple award indefinite delivery indefinite quantity (MAID-IQ) type contract. This will be a five year contract with an option to extend for six months.

It is anticipated that a maximum of five awards will be made from this solicitation. The maximum program ceiling for this contract is $25,000,000.00 for the five year period (for all five awards, not each awardee).

Historical Data for Region 4 has shown an approximate value of $5,000,000.00 per year total in project awards, with the number of projects ranging between four and thirteen, per year. FY19 project awards for Region 4 were $1.8M for four projects. FY18 project awards for Region 4 were $5.8M for thirteen projects.

Guaranteed Minimum and Maximum: The Government reserves the right to order the maximum program ceiling, and is only obligated to order the minimum guaranteed amount established from the minimum guarantee/seed project, and four additional minimum guarantees (one minimum guarantee per awardee, for a maximum of five awardees). The minimum guarantee seed project will be awarded to the responsible bidder submitting the lowest responsive bid in accordance with requirements and provisions herein. The four subsequent lowest responsible bidders will receive a minimum guarantee of $2,000.00 each. The minimum guarantee/seed project is one project consisting of repairing the POV and MEP parking areas of CA010 El Monte USARC, 1200 Potrero Ave., South El Monte, CA 91733. The magnitude of the seed project is between $250,000.00 and $500,000.00.

Ordering/Task Orders:

Once the basic contract is awarded, each task order will follow the procedures in Attachment 3 SOW, paragraph S-3, Ordering Procedures for Competitive Task Orders, and in accordance with FAR 16.505 Ordering. Task orders are anticipated to be awarded based on lowest price, but the Government reserves the right to award task orders based on lowest price technically acceptable (LPTA) or the trade-off method, if deemed necessary.

7. A site visit is scheduled for February 5, 2020 at 10:00 AM PST. Interested attendees are asked to meet at CA010 El Monte USARC, 1200 Potrero Ave., South El Monte, CA 91733. The POC for the project is Eve Day at (608) 388-2263. See Site Visit in Section 00100. This will be the only site visit conducted, requests for additional site visits will be denied.

For Site Visit information, see Site Visit clause 52.236-27, Alternate 1 in Section 00100. Unless you already have a permanent vehicle pass, you will be required to obtain a one-day vehicle pass. You will be required to present the following information at the Visitor’s Center: (1) vehicle registration, (2) valid driver’s license, (3) or car rental agreement (if applicable). It is highly recommended that bidders plan to arrive at the Visitor’s Center at least an hour prior to the scheduled time for the site visit. The conference will begin promptly without considerations for late or lost bidders; no subsequent site visits will be considered. Remarks, explanations and answers provided by Government representatives before, during and after the site visit shall not change or qualify any of the terms or conditions of the solicitation. The solicitation can only be changed by a formal written amendment issued by the Fort McCoy Contracting Office.

Any questions concerns, verification or clarification of information of the documents included in the solicitation package shall be submitted in writing and submitted to the Contract Specialist identified herein no later than 10:00 AM CST, on February 10, 2020. Include in the subject line of the email the Government’s solicitation number; failure to do so will lessen the Government’s ability to ensure all questions are considered during the bidding process. Provide your company name, POC and contact information in the body of the email.

8. Contractors are referred to EPA’s list of EPA-designated products available at http://www.epa.gov providing products that contain recovered materials.

9. In accordance with DPAP changes to reporting requirements under FAR 52.223-2, Affirmative Procurement of Bio- based Products under Service and Construction Contracts, contractors are now required to submit annual bio-based reports to the new reporting module in the System for Award Management (SAM). SAM can be accessed at https://www.sam.gov.

10. SYSTEM for AWARD MANAGEMENT (SAM) REGISTRATION: An Active SAM Registration is required of all Department of Defense contractors. SAM registration enables electronic funds transfer of contract payments. If your company is not already actively registered, please register in the SAM database at www.sam.gov. If your company is currently registered and close to expiring, begin/complete the process for SAM registration renewal.

1. A DUNS number is required for SAM registration. If your company does not have a DUNS #, obtain one by calling 800-333-0505.

1. Whether your company is a current or new registrant in the SAM database, your registration must indicate that you are a provider of NAICS 236220 or a NAICS of similar business size, under the Goods – Services section of the registration to be eligible to receive a contract for this solicitation.

1. If the prospective awardee for this request for quotes is not actively registered in the SAM database by close of solicitation, including NAICS 236220, or a NAICS of similar business size, under the Goods – Services section, depending on mission requirements, the government reserves the right to proceed to award to the next otherwise successful actively registered offeror.

SAM REQUIREMENT: Prospective contractors who have not completed electronic annual representations and certifications at www.sam.gov in conjunction with required registration in the SYSTEM for AWARD MANAGEMENT (SAM) database, shall complete and submit 52.204-8 ANNUAL REPRESENTATIONS AND CERTIFICATIONS (DEC 2019) and 252.204-7007 ALTERNATE A, ANNUAL REPRESENTATIONS AND CERTIFICATIONS (JUN 2019) in SAM to be eligible to receive an award for this solicitation.

12. In accordance with FAR 22.404-10, the contractor must post a copy of the wage determination and Department of Labor Form WH-1321 in a prominent place where employees working on federal construction contracts can easily see it. The applicable wage determination is incorporated into the contract at Section H. The WH-1321 poster is located at http://www.dol.gov/compliance/guide/index.htm

13. Bid Guarantee and Bonding:

A Bid Bond/Guarantee is required for this contract if it exceeds $150,000. The Bid Bond amount shall be twenty percent (20%) of the bid price or $3 Million, whichever is less.

Bidders must use the Standard Form (SF) 24 if providing a bid bond as the bid guarantee.

The successful offeror will be required to provide Performance and Payment bonds by task order. Contract Awardee will have ten days after issuance of a task order to provide the required Bonds to the contracting office. The contracting office has five days to complete the review and notify the contractor if the bonds are not sufficient. Actual work on site may not begin until bonding approval has been received by the contractor.

15. Instructions to Bidders:

a. Bids shall be submitted prior to due date and time as identified on the Standard Form 1442 Block 13, to the following address:

b. Bids shall be submitted in a sealed envelope with the following information on the outside: Solicitation Number, Contract Specialist Name, Date and Time of Bid Opening, and bidders name and address. Please do not count the shipping/mailing envelope/box as your sealed envelope. Shipment packaging shall be able to be removed and still maintain the integrity of the sealed bid package.

c. Bids MUST be submitted via mail or hand carried to the MICC – Ft. McCoy Office to be received and time stamped prior to the due date and time listed on the Standard Form 1442 Block 13. Bids received after this date and time, or bids received via fax or email will be considered ineligible for award.

d. The bidder’s failure to include information required by this solicitation may result in the bid submission being found non-responsive and may therefore be ineligible for award.

e. Include the following within the sealed bid package:

1) Completed SF1442 with acknowledgement of all amendments, without qualifying the terms and conditions of the solicitation

2) Completed Attachment 6 Breakdown of Cost with Seed Project Bid Pricing

f. The bidder’s documentation specified above in paragraph [15(e)] will constitute the Bidder's acceptance of the terms and conditions of the IFB, proposed contract type, and concurrence with the Specifications and other applicable documents.

g. The bidder shall provide one (1) hard copy and one (1) electronic copy of all submission requirements. Electronic copy shall be submitted on a CD-ROM. Attachment 6 – Breakdown of Cost shall be in Excel format and the remainder of the documents may be in Microsoft Word, PowerPoint, Excel and/or Adobe PDF format.

16. Evaluation Criteria:

The Government will evaluate bids received in response to this solicitation solely on the basis of price and price related factors. All prices bid in response to this solicitation must include all costs associated with work elements, applicable State sales taxes, permits, and licensure.

Award will be made to the responsible bidder submitting the lowest responsive bid in accordance with requirements and provisions herein. As stated in paragraph 6 above, the lowest responsive bid will receive the guaranteed minimum/seed project task order. The subsequent four lowest responsible bidders will each receive a $2,000.00 minimum guarantee.

The Government will evaluate proposed prices for balanced and reasonable pricing, using price analysis techniques. Unit Prices will be evaluated to determine if they are reasonable, complete and balanced. The price analysis techniques in 15.404-1(b) may be used as guidelines as per guidance provided in Subpart 14.408-2 to determine reasonableness of price. If adequate price competition is not obtained or if price reasonableness cannot be determined using price analysis of Government obtained information, additional information may be required from the bidder to support the proposed price. Offerors are cautioned against submitting a bid that contains unbalanced pricing. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly overstated or understated as indicated by the application of price analysis techniques. Proposed prices evaluated as unreasonable or unbalanced may be grounds for eliminating the bid from award eligibility. The Attachment 6 Breakdown of Cost will be analyzed against the IGCE and competitive bids to determine price balance.

The government will not evaluate its option to extend services (see FAR Clause 52.217-8) as part of price evaluation. This option is only intended to extend the ordering period for any quantities not used, not add additional quantity and only will be evaluated based on extending the period of performance. Offerors are required only to price the minimum guarantee/seed project. The program ceiling of the main MAID-IQ is $25,000,000.00.

Responsiveness of Bid: For a bid to be determined responsive and considered for award, the bid must comply in all material respects with the invitation for bids. Such compliance enables bidders to stand on an equal footing, and maintain integrity of the sealed bidding system (Subpart 14.301). Non-responsive bids will not be considered for contract award.

17. Responsibility Determination: In accordance with FAR Part 9, contracts shall be awarded to responsible prospective contractors only. To be determined responsible, contractors must meet the general standards of FAR 9.104-1. IAW FAR 9.105-1(b)(1) and FAR 9.106, Pre-Award Surveys may be requested during the evaluation phase of award, from the offerors in range for award.
