Submitted cost of projects must range from $150,000 to $2,000,000. If more than three (3) projects are submitted, only the first three (3) projects will be evaluated.
Projects provided for experience should show the Offeror’s ability to manage at a minimum of two (2) projects simultaneously or on an overlapping basis. Projects must reflect;
o The offeror’s experience in managing multiple projects being executed either simultaneously or on an overlapping basis (minimum of at least two (2) overlapping projects);
o Recent (past 6 years) of any of the experience offered by an offeror for assessment by the
Government for this factor.
(c) Part III – FACTOR 2 - Past Performance. Contractors are no longer required to submit anything for PART III – Factor 2. In conducting the Past Performance evaluation, the Government reserves the right to use both the information provided in the offeror’s Past Performance Volume and information obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS) or similar systems, Defense Contract Management Agency (DCMA) and commercial sources. The overall past performance evaluation is a subjective decision based on the whole of all data received. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
Past Performance Questionnaire - See Attachment 6: REMOVED
(d) Part IV – FACTOR 3 - Price. Price is not assigned a rating or scored. The Government will evaluate each offeror’s total proposed price for the Live Seed Project to determine if the offeror’s proposed prices are fair and reasonable, complete and balanced utilizing price analysis techniques in accordance with the guidelines in FAR 15.404-1.
Offeror must provide a detailed cost breakout of the cost proposal describing material and labor costs associated with execution of the Seed Project, subtotaled by the sixteen divisions of the specification format developed by the Construction Specifications Institute (CSI). See Attachment 7, Seed Project Cost Breakdown. Design costs must be incorporated into Division One. Provide a summary page with the grand total including all overhead and profit markups. The Seed Project is “live,” which means it is anticipated to be awarded at the time of IDIQ contract award, and therefore Offerors should submit their very best price.
B. BASIS FOR AWARD AND EVALUATION CRITERIA
EVALUATION FACTORS FOR AWARD
BASIS FOR AWARD AND EVALUATION CRITERIA
a. Basis for Contract Award
(1) This is a best value source selection conducted in accordance with Federal Acquisition Regulation (FAR) 15.3, Source Selection, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS). Award will be made to multiple offers who are deemed responsible in accordance with the Federal Acquisition Regulation (FAR), whose proposal conforms to the solicitation requirements, and whose proposal, judged by an overall assessment of the evaluation criteria and other considerations specified in this solicitation, represents the Lowest Priced Technically Acceptable offer.
(2) Trade-offs between cost/price and non-cost/price factors are not permitted. Unbalanced, inaccurate or incomplete price proposals, may be the grounds for entering discussions. The Government will evaluate proposed prices for reasonableness using price analysis techniques, in accordance with FAR 15.404- 1(b). Pricing will also be evaluated for fair and reasonableness. Proposed prices evaluated as unreasonable may be grounds for eliminating a proposal from competition.
b. Award for All of the Work. The Government intends to award up to ten contracts as a result of this solicitation.
Incomplete offers will be considered ineligible for award. As set forth in FAR 52.215-1 (f)(4), the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a), Clarifications and award without discussions). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer determines them to be necessary. In accordance with FAR 15.306(c) (1), if discussions are determined necessary, the contracting officer shall establish a competitive range comprised of all of the most highly rated proposals. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
c. Evaluation Criteria
(1) Evaluation criteria consist of factors and Sub factors. The proposals will be evaluated under the following evaluation factors and Sub factors:
Factor 1: Technical
Evaluation Factor 1(a): Technical Sub factor 1: MAID-IQ Design Build-design capability
Evaluation Factor 1(b): Experience
Factor 2: Past Performance

EVALUATION APPROACH. The evaluation will proceed as follows:
Factor 1: Technical
The Technical Factors will receive one of the adjectival ratings defined below. The Subfactor ratings will be used to determine an overall rating for the factor.
Rating
Description
Acceptable Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.
Evaluation Factor 1(a): Technical. Based on the information provided pursuant to the instructions for content proposal (Section 00100), the Government will evaluate the Technical Proposal and assign rating of Acceptable or Unacceptable. The Technical evaluation provides an assessment of the offeror’s technical capability to satisfy the Government’s requirements. The Government will evaluate the two Sub factors under Technical Evaluation.
Each of these Sub factors will be considered in the overall rating at the factor level. Sub factors will be individually rated.
Sub factor 1 – MAID-IQ Design-Build-design capability.

Demonstrates ability to obtain a minimum bonding capacity of $2 million aggregate.
Bonding capabilities are notarized and completed by surety.
Identifies how long the surety company has provided bonding for the Contractor.
Identifies the bonding limit for a single project, aggregate amount, and current available bonding.
Evaluation Factor 1(b): Experience.
Provide completed Attachment 5, Experience Overview Sheet listing three projects.
Projects provided for experience show the offeror’s ability to manage multiple projects performed simultaneously or on an overlapping basis.(minimum of 2 overlapping projects) Provided experience on projects requiring multiple disciplines or several projects of multiple disciplines.
Provides projects that range from $150,000 to $2,000,000.
Factor 2: Past Performance.
(a) Assessment Ratings. The Past Performance Factor will be assigned one of the ratings defined below.
Rating
Description
Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort. Or the offeror’s performance record is unknown.
Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
The Past Performance evaluation will assess offeror's relevant and recent past performance record to determine its ability to perform as proposed. This will be assessed at the Past Performance factor level. Potential sources of data are sources, such as the Past Performance Information Retrieval System (PPIRS), Federal Award Performance and Integrity Information System (FAPIIS) or similar systems and State Department Watch Lists. In assessing past performance, the Government will assess the Offeror’s overall past performance.
(b) Recency Assessment. An assessment of the past performance information will be made to determine if it is recent. To be recent, the effort must be ongoing or must have been performed during the past six
(6) years. Past performance information outside of six (6) years will not be evaluated.
(c) Relevancy Assessment. To be relevant, the effort must be similar in nature of work, size, and complexity. The Government will conduct an in-depth evaluation of all recent performance information obtained to determine if it is the same or similar in nature of work, size, and complexity to the services/products being procured under this solicitation. Recent past performance is defined as not more than 6 years; relevant in terms of similar nature of work, size and complexity.
A relevancy determination of the offeror’s (including joint venture partner(s) and major and critical subcontractor(s)) past performance will be made. In determining relevancy for individual contracts, consideration will be given to the effort, or portion of the effort, being proposed by the offeror, teaming partner, or subcontractor whose contract is being reviewed and evaluated. In establishing what is relevant for the acquisition, consideration should be given to what aspects of an offeror’s contract history would give the most confidence that the offeror will satisfy the current procurement. The past performance information provided in the proposal and obtained from other sources will be used to establish the relevancy of past performance.
(d) Offerors without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
Factor 3: Price.
The Government will evaluate each offerors’ total proposed price for the Live Seed Project to determine if the offerors proposed prices are fair and reasonable, complete and balanced utilizing price analysis techniques FAR 15.404-1.
Price will not be scored or rated.
Reasonableness. The price proposals of all Offerors will be evaluated in order to determine whether they are reasonable in relation to the work to be performed, reflect a clear understanding of the Seed Project requirements, and reflect a clear understanding of the technical proposal.
Completeness/Accuracy. A determination will be made as to whether the Offerors have properly understood the proposal instructions and properly completed the price schedules. The proposals will also be checked for mathematical accuracy.
