SUMMARY OF CHANGES
SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS
The following have been modified:
QUESTIONS & ANSWERS
Q1: Will the building for the seed project be occupied during construction?
A1: The building will remain operational during the construction. Access for the operators will be required during construction.
Q2: What do you want to show for duration at each document design phase (65%, 90%, 100%).
A2: In the Basis of Design, Paragraph 1.03 is the Allotted Completion Time requirements. In the solicitation, Sub factor 1 addresses the schedule.
Q3: The RFP notes that the government gest 30 days of allotted time out of the 365 days in the project to review design documents. Do you see this as 30 days at each phase or total?
A3: The Government will use a total of thirty days for review.
Q4: For the seed project, will the building be required to be in service the entire time of the seed project? If so, the panels will need to be slit/spliced rather than attached and then a hole drilled through the surface for the many existing penetrations. Correct?
A4: The building will remain in operation during the construction. Any outages will need to be coordinated with the COR in advance.
Q5: Please provide the approximate NTP date for the seed project as well as its period of performance (pop). This information will be used for the schedule submission as well.
A5: POP is 365 days form the NTP. The NTP is not known at this time.
Q6: Site visit notes / pg 4 of 58 - within the site visit notes it appears that the MAID-IQ submission is to be hard copy only. Please provide the number for original and copies for submission. Page 4 of 58 of the solicitation states that "proposals shall be submitted electronically to the following address...amrdec". Please confirm if both hard copy/hand carry submission and/or amrdec safe access file exchange is required as there is conflicting information the RFP.
A6: AMRDEC has been disabled. A CD will be required for proposal submission along with one hard copy. The solicitation has been revised.
Q7: 13/14 of 58 - We have several projects that we believe with similar size, scope, complexity, relevancy in the $150k - $2mm range. Would MICC consider allowing past performance and relevant experience exceeding the current $1mm cap up to $2mm?
A7: The desired range of project examples is in the $150K to $1M range as this is the range or projects that are anticipated to be required of this MAID-IQ. If a Contractor does not have projects that fall within this range, they may submit higher priced examples for consideration.
Q8: Metal wall panels - Does MICC desire to match the wall panel with any of the adjacent buildings as part of this design-build?
A8: Standard color selection will be used and required to be submitted for color selection.
Q9: Insulation - Does the building require demolition of the existing insulation and installation of new?
A9: No demolition of the existing insulation is required.
Q10: Logistics - Will this building's operations and occupants be closed for the duration of construction?
A10: The building will remain operational during the construction.
Q11: Under C-9 and E-9 of the basis of design it calls to remove and install radio antennas. Is it the base’s intent to leave any communication and alarms operational during removal and reinstall?
A11: The building will remain in operation during the construction. Any required outages will need to be coordinated with the COR in advance.
Q12: Under D-8 of the basis of design it calls for a new K style gutter with open downspouts, but in E-2 it calls to reinstall salvaged downspouts. What direction would the base like to pursue?
A12: Downspouts shall be open faced, do not re-use the salvaged downspouts.
Q13: On A1.4 note #11 where multiple fuel piping is going through the wall panels is it the base’s intent to disconnect the fuel pipes, which will take the fuel system down, and then reconnect?
A13: The building will remain in operation during the construction. The fuel pipes will not be shut down and will remain in place during the construction.
Q14: For the seed project, what gauge of wall panels are required?
A14: Panels shall be 22 gauge thickness.
Q15: For the seed project, is Kynar paint required on wall panels?
A15: All panels are to receive a factory-applied polyvinylidene fluoride.
Q16: For the seed project, discrepancy – Ref D.8 in Scope of Work calls to install new gutters and downspouts, Ref E.2 states to reinstall metal downspouts. Please clarify.
A16: Downspouts shall be open faced, do not re-use the salvaged downspouts.
Q17: For the seed project, new aluminum windows are required. Doors and frames are minimum anti-terrorism. Please clarify if doors need to be anti-terrorism.
A17: Door shall meet UFC 4-010-01.
Q18: Can you please provide an extension?
A18: Yes. The proposal due date is extended.
Q19: Under D. 7 A there is a requirement for the new doors and frames to meet the minimum antiterrorism standards required by UFC 4-010-01. Will the new aluminum windows be required to meet the minimum standard also?
A19: Windows shall also meet UFC 4-010-01.
Q20: There are lightning rods currently not fastened to the roof system of Building 3010. Will the contractor be responsible for recertification of the lightning protection system?
A20: No recertification is required, but the lightning protection system shall meet code.
Q21: Does the base have the record drawings and the shop drawings for the existing pre-engineered building 3010?
A21: No
Q22: Are there CAD drawings available for the seed project to aid in the design and for use in production of the record drawings?
A22: No
Q23: Is there a minimum thickness / gage requirement for the new exterior steel siding?
A23: Panels shall be 22 gauge thickness.
Q24: Page 1 says a offer guarantee is required and page 39 asks for a bid bond however on page 11 Part II Factor 1 only requests a notarized letter demonstrating our ability to bond etc. Do we need a bid bond or just the letter? If we need the bond where should we place it within the proposal?
A24: Performance and Payment bonds will be required on a task order level as stated in block 10.
A bid guarantee in accordance with FAR 52.228-1 is required for the seed project.
Sub factor 4: Bonding Capacity, which refers to the notarized letter, is for the MAID-IQ in it’s entirety. The Government needs to know that the Contractor has the ability to obtain sufficient bonding of at least $200K per task order and $2 Million aggregate.
Q25: RFP Part III – Factor 2 – Past Performance (page 13) requires offerors to forward Past Performance Questionnaires (PPQs) to points of contacts, who in turn are instructed to submit completed PPQs directly to MICC Fort McCoy. In order to provide the MICC with the most complete and accurate information available, we respectfully request leniency in this requirement and that MICC consider allowing the use of other previously completed internal Government reviews (such as Contractor Performance Assessment Reporting System reports) and/or PPQs.
RELYANT recently requested a PPQ from MICC – Fort McCoy for a project which we intend to utilize in support of this solicitation, and the use of this previously completed PPQ would avoid potential conflicts of interest in the pursuit of this solicitation.
A25: The PPQ requirement as stated in the solicitation will not be revised at this time. The source selection team will not be evaluating past performance so there will be no potential conflict of interest.
Q26: RFP Part II – Factor 1(b) – Experience (page 12-13) requires projects with a value range of $150,000 to $1,000,000. Scope of Work (page 46) advises that Task Orders will vary in size from $2,000 to $5 million. As such, in order to best demonstrate the ability to execute the potential Task Order size, we request that the Experience requirement be expanded to allow projects up to $5 million in value.
A26: The majority of the projects for the MAID-IQ will be in the $150K to $1M range. The Government desires to make sure that the Contractors on the MAID-IQ will bid on the smaller projects. The Government will not be revising the desired value range at this time.
Q27: RFP Part II – Factor 1(a) – Technical (page 11) requires that ‘The Technical Part shall not contain the name of the company, subcontractors/team members or individual/persons names…’ However, Sub factor 3: MAID-IQ Design-Build/Design Capability (page 12) requires ‘Offeror shall demonstrate their design-build capabilities by providing…including name(s)’. As such, we request clarification as to the MICC’s intent for offerors to provide a fully redacted Technical Part.
A27: Sub factor 3 has been revised in the solicitation. There shall be no company names in this section.
Q28: Page 9 of the solicitation Part C. explains that the overall proposal shall consist of four (4) physically separated and detachable parts, individually titled: Part I - RFP Documents Part II – Factor 1: Technical Part III – Factor 2: Past Performance Part IV –Factor 3: Price Can you please further explain this requirement? Does that mean you expect 4 separate 3 ring binders- Originals only?
A28: The Government does not want four separate three ring binders for each section. The desire is to have them in individual sections in one three ring binder and easily removed. On the CD, please have four separate files; one for each part.
Q29: Based on the site visit information posted on FBO hard copies of the proposal will need to be submitted instead of transmitting via AMERDEC. Please advise how many copies of each Volume is required.
A29: A CD will be required for proposal submission along with one hard copy. Please have four individual PDF files on the CD; one for each part. One hard copy of the proposal is also required. The solicitation has been revised to reflect this.
Q30: Will the building be occupied the entire time of construction, or can it be vacant just during the sheeting portion (approximately a week) of construction?
A30: The building will remain in operation during the construction. Access for the operators will be required during construction. Vacancy for the sheeting porting will need to be coordinated with the COR in advance.
Q31: Does turning the power off to the building affect whatever is being pumped through the manifold/pumps?
A31: Yes turning the power off to the facility affects operations. The building will remain in operation during the construction. Any required outages will need to be coordinated with the COR in advance.
Q32: The SF1442, 13B, notes that an offer guarantee is required. Please advise if the bid bond should be in Volume I - RFP Documents, Volume II Technical with the Bond Letter, or Volume IV - Price.
A32: The offer guarantee is required for the seed project only. The bid bond for the seed project should be included in Volume IV – Price.
Q33: Volume II Technical, Sub-Factor 1 requires a schedule to be submitted. Please advise what date should be utilized for the Notice of Award date.
A33: Providing a schedule is no longer required.
Q34: Not used.
Q35: Volume II Technical, Factor 1(b) - Experience. Please consider adjusting the construction range to $150,000 to $1,500,000. Design-build projects, since they include design fees, are often larger in overall contract value.
A35: The Government is looking for Contractors that have experience in participating in projects between the $150K to $1M range. Please provide project examples within this range. Should the Contractor not have any projects that fall into this category, they may provide larger project examples to be taken in to consideration.
Q36: Volume III Past Performance - Past Performance Questionnaire. For projects that have a completed CPAR evaluation can that be submitted in lieu of a PPQ? Contracting personnel can be reluctant to complete new PPQs once a final CPAR evaluation has been completed for the project.
A36: For projects that have a completed PPIRS report, this may be used in lieu of a PPQ. Make sure that the proposal includes the PPIRS report and is clearly labeled as to which project it is for.
Q37: Bid Due Date. Please consider extending the due date to the week of January 7th. With the site visit on December 4th, RFIs due on December 10th, bid due on December 19th and the holiday season this is a very tight schedule to get good subcontractor quotes and submit a well thought out proposal.
A37: The proposal due date has been extended.
Q38: Part II FACTOR 1(b) – Experience (page 12/58): Will you hold steadfast to the five (5) projects being between $150,000 - $1,000,000? Can you increase the higher end to $2,500,000?
Often times HVAC and Mechanical projects at bases are larger than your upper-limit of $1,000,000?
A38: Please refer to answer 35 above.
Q39: Part III – FACTOR 2 – Past Performance (page 13/58): Is it possible to extend the date of the MAID-IQ to the 2nd or 3rd week of January 2019? I have 2 of my 5 Past Performance Questionnaires sent out and will send the other 3 this week. However, many of my COR’s and CR’s are on “use it or lose it” time away and I am concerned that there will not be enough working days for my military COR’s to get their responses complete before the upcoming Holidays.
A39: Please see answer 36 and 37 above.
Q40: (b) Part II – FACTOR 1(a) – Technical (page 11/58): For this portion do you want us to provide a separate binder with this information for ease of your team separating it from our entire proposal? The specification as stated shouldn’t have any company nor pricing information and only have our DUNS once on the cover. In preparation I can provide a separate binder within the larger full proposal to make it easier for you and your team to evaluate.
A40: The Government does not want a separate binder.
Q41: How many proposal binders and how many CD’s for submission?
A41: One CD is required along with one 3 ring binder hard copy.
Q42: I recently tried to submit a proposal to USACE through AMRDEC and the site was down “indefinitely”. When I spoke to the contracting officer he said that there was no plan to bring AMRDEC back up online. If it is still down on the 19th, like he said, how would you like us to submit our proposal for the IDIQ Fort McCoy W911SA18R0001?
A42: AMRDEC is no longer available. One hard copy CD is now required with one 3 ring binder hard copy.
Q43: When determining which projects to be listed for Past Performance, is the expectation for the contractor to list projects similar in scope the seed project or to the various projects expected to be posted within the overall MAID-IQ?
A43: Experience must reflect projects requiring multiple disciplines or several projects of multiple disciplines. It is recommended that each project or past work being offered as an example of an offeror’s experience be discussed separately. Projects considered similar to the projects required in this solicitation include major building renovation, facility HVAC & Controls overhauls, building additions, new facility construction, repair/replace or install utilities, and parking lot & roadway construction.
Q44: (December 13, 2018): Please reference page C1.1 Grid Line “B” and “#1” – There is a section of sidewalk dying into grid line “B”, top of page. There is no indication or measurement to the length or stopping point of sidewalk A44: The sidewalk extends to the existing sidewalk intersection. There is a gate in the fence not shown on this drawing.
Q45: The Basis of Design Pg. 2 1.04 B Line 4 states to remove and dispose of metal louvers and trim. Page A1.3 on prints - #4 and #13 state to install salvaged louvers with new trim. Use new or salvage material? Please advise.
A45: Install new louvers along with new trim.
Q46: On Drawing sheet C1.0 Keynote 4 is missing from the list. Can you please add keynote 4?
A46: Remove concrete parking curbs and keep for reinstallation.
Q47: Is there existing metal building insulation?
A47: The building is insulated.
Q48: If there is existing metal building insulation, are we required to replace it?
A48: Do not replace existing building insulation
Q49: Will we need to replace the roof to wall trim?
A49: Replace the roof to wall trim.
Q50: Is this considered a low occupancy building?
A50: Yes
Q51: Will the government be responsible for disconnecting the fuel sources to the pipes that are to be removed and reinstalled. Specifically the jet fuel and gas pipes.
A51: As answered for question 13 - The building will remain in operation during the construction. The fuel pipes will not be shut down and will remain in place during the construction.
Q52: Metal wall louvers – pg A1.3 line note #4 & 13 states: reinstall salvaged metal louvers as indicated. Please clarify.
A52: Install new louvers along with new trim.
Q53: Louver size – one print A1.0 louver size on #6 is 4x2/ #7 is 1’2”x2’4”. A1.1 #6 size is 1x2
– A1.2 #4 size is 4x1’4”, please clarify.
A53: The contractor shall match existing size louvers.
Q54: In Basis of Design-pg 2 1.04 Scope “C” line #7 Exterior Doors/Frames states: removed and salvaged for re-use. On prints A1.3 Line 2 Install NEW hollow metal doors, frames, and hardware. Please clarify if new or salvaged doors.
A54: Install new metal doors and frames.
Q55: Basis of Design pg 3 “D” #3 states- new solid surface window stool at new aluminum windows. Please provide type of material and color.
A55: Solid surface is a man-made material usually composed of a combination of alumina trihydrate, acrylic, epoxy or polyester resins and pigments. It is most frequently used for seamless countertop installations. Standard color selection will be used and required to be submitted for color selection.
New Questions – Amendment 3 – 12-21-18
Q56: Bonding Capacity Letter - In the evaluation criteria of amendment #2 (page 14) it notes that "bonding capabilities are notarized and completed by surety". Please confirm is a notarized letter from the bond agent will be acceptable or if it has to come directly from the surety company.
A56: Bonding capabilities are notarized and completed by surety.
Q57: Part III - Factor 2 - Past Performance, amendment #2 (Page 12) notes "Contractors are no longer required to submit anything for Part III - Factor 2". But then the second sentence states "In conducting the Past Performance Evaluation, the Government reserves the right to use both the information provided in the offeror's Past Performance Volume and …" This contradicts the sentence above. Please advise if submitting a Past Performance Narrative in this volume would still be acceptable and considered by the evaluation committee.
A57: A past performance narrative will not be evaluated.
Q58: Part II - Factor 1(a) - Technical - Subfactor 1 MAID-IQ Design-Build Design Capability.
Please reconsider this section and allow the name/names of the A/E firms and key A/E individuals to be named in the proposal along with the offeror's name. To write a quality narrative it would be best to name the companies and list the individuals' qualifications and their previous design/build project experience. We also request that you allow information on the offer to be included in this section.
A58: No identifying statements should be included in this section. The Technical Part shall not contain the name of the company, subcontractors/team members or individual/persons names and shall identify their firm by DUNS number one time only on the cover page.
Q59: In addendum 2, Question 33 references the schedule and a start date we can use on the schedule. This specific requirement was deleted from the Part II Technical Subfactor 1 Seed Project Executions & Schedule. Is the schedule of the seed project part of the evaluation factor in the MAID IQ Design Build/Design Capability sub factor of the proposal? Is the schedule required?
A59: Providing a schedule is no longer required.
Q60: Reference Page 10 of 62 3. Proposal Content (b) Part II – Factor 1(a) Technical Part II shall not contain the name of the company, subcontractors/team members or individual/persons name of the company, subcontractors/team members or individual/persons names and shall identify them firm by DUNS number one time only on the cover page. We are asked to identify ourselves with a DUNS number on the cover page only. However, this section asks for AE capabilities, experience, etc. Do we identify the AE Firm’s DUNS number as well? If so, on the cover page or in the narrative? Also, in identifying the AE firm for this project, is the GC required to use this AE firm the duration of the contract? Or can the AE be task specific to each individual project?
A60: Provide A&E capabilities, experience, etc as requested. Do not provide names or DUNS numbers. Contract holders will not be required to use any specific A&E firm and/or the firm they spoke to in their proposal.
