About this file

This is a Solicitation/Contract Form (SF 1449) for a Women-Owned Small Business (WOSB) set-aside for commercial recycling services at Joint Base Lewis-McChord (JBLM) in Washington. The contract is solicitation number W911S826RA016, issued by the Department of the Army Materiel Command Mission and Installation Contracting Command on February 23, 2026, with an offer due date of March 17, 2026 at 10:00 AM PDT. The Government intends to award using a Lowest Price Technically Acceptable (LPTA) evaluation methodology without discussions unless deemed necessary. The solicitation is restricted to Economically Disadvantaged Women-Owned Small Business (EDWOSB) concerns under NAICS code 562111 with a size standard of $16.5 million.

The contract requires the contractor to provide comprehensive recycling services including tipping fees for recyclables, collection and transportation of recyclable materials throughout JBLM and brass collection at Yakima Training Center, staffing and operation of two recycling centers (Building 5290 open Tuesday-Saturday 0730-1600 and Building J00516 open Monday-Friday 0730-1600), and contamination cost services. The base period runs from May 1, 2026 through October 31, 2026, with four one-year option periods extending through October 31, 2030. Pricing is submitted on a firm fixed-price basis with unit prices for tipping fees based on Technical Exhibit A Material Pricing Data, and the contractor must submit a technical approach demonstrating staffing plans, equipment capabilities, container provisions, special events support, collection routes, and weight tracking capabilities. A site visit and pre-proposal conference will be held on March 4, 2026 at 10:00 AM PDT at JBLM Building 2015, with attendance limited to two representatives per firm.
