About this file
This document is a Questions and Answers (Q&A) file addressing contractor inquiries regarding a recycling services solicitation at Joint Base Lewis-McChord (JBLM). The Q&A clarifies scope, facility responsibilities, and operational requirements across two recycling center locations: Facility 5290 (Lewis Main) and Facility J00516 (McChord Field).
Key clarifications include: the Contractor will not accept refrigerants, freezers, or air conditioning units as these are outside the recycling program scope, though appliances confirmed free of Freon may be accepted for metals recycling; JBLM no longer removes Freon from appliances on base. Both recycling facilities provide Government-furnished utilities including refuse collection dumpsters (6-yard capacity at J00516) and sanitation services. The Contractor is responsible for providing all equipment, signage, and dumpsters at the Lewis Main facility, which operates as a drive-through drop-off station only. Both facilities include two small Government-furnished buildings available for Contractor use as office space. The Government declined to provide photographs of the Lewis Main facility, noting it will supply only the two small buildings while the Contractor must bring all other operational equipment and infrastructure.

Document Name Section # Question Response Is the scope of work for this solicitation the same as the previous or are there additions/deletions/changes? The requirement is as defined by the Performance Work
Sttement.
PWS Attachment “A” 2.1.2 Hazardous Materials and 2.3.1.2 Household Hazardous Bulk Items.
Section 2.1.2 Hazardous Materials, states that "The Contractor shall not handle, pick up, or transport containers known to contain hazardous material...". However, Section 2.3.1.2 Household Hazardous Bulk Items, appears to conflict with this requirement. Please clarify the Contractor's responsibilities for bulk items that may contain refrigerants. Specifically: A. Will the Environmental
Department or other designated department remove refrigerants prior to the items made available for recycling or disposal? B. Is the
Contractor only expected to accept appliances that are verified to be free of refrigerants? Or, C. Is the Contractor responsible for refrigerant recovery, evacuation, and proper disposal for appliances such as refrigerants, freezers, and window air-conditioning units?
If the Contractor is expected to perform refrigerant recovery, please confirm whether the Contractor (or approved subcontractor) must hold applicable EPA certification for refrigerant handling. Additionally, please specify any documentation or record-keeping requirements needed to demonstrate regulatory compliance. Finally, please advise whether costs associated with refrigerant handling should be included in the base cost pricing or identified as a separate line item.
The recycling Contractor will not accept refrigerants, freezers and air conditionaing units, they are not part of the recycling program. The contractor can accept appliances that have no Freon for for metals recycling. JBLM no longers removes Freon from any appliance on base.
PWS Attachment “A” 3.1 Utilities Can the Government clarify whether the refuse collection services at Recycling Center Facility J00516 (McChord Field) are Government-furnished, or if the Contractor is responsible for arranging and paying for these services?

PWS Attachment “A” 4.1.3 Contractor Facilities
