Solicitation W911S822R0002, Fire Suppression Maintenance and Repair Questions and Responses

Question 1: PWS 1.5.5 states that Mass Notification Systems Technicians shall be certified as NICET Level II in Audio Systems. However, NICET has eliminated that certification and no longer offers it. Will the Government be removing this requirement from the PWS?

Response 1: After validating, this was found to be correct. This certification has been removed. Please see revised PWS for NICET requirements that was included in Amendment 0004.

Question 2: PWS 1.5.5 states that technicians shall provide evidence of valid EL06 limited energy system license. Fire alarm testing does not require an electrical license. Can the government confirm that the EL06 licensing requirement will only apply to technicians performing electrical work (i.e. repairs, wiring, batteries, etc.)?

Response 2: Correct. The EL06 certification is only required for those technicians performing electrical work.

Question 3: In the RFP page 154 of 161, Section 9 (4) Subfactor (c) Licenses/Certifications, it states that “The Offeror shall provide a copy of its current American Association of Automatic Door Manufacturers (AAADM) Inspector Certification, licenses and certifications by the State of Washington.” There are no automatic door services included in the PWS and we are not aware of any that are included in this contract. Was this included by mistake or is there a need to test or service automatic doors?

Response 3: This language has been removed. Please see PWS posted in Amendment 0004.

Question 4: Referencing UFC 3-601-02, will the devices listed below be considered replacements during the ITM procedures or as a repair?

- Carbon monoxide detectors

- Single station carbon monoxide alarms

- Wet pipe sprinkler system

- Pre-Action

- Deluge

Response 4: If defective parts (Carbon Monoxide Detectors, single station carbon monoxide alarms, smoke detectors, pull station, etc) are found to be defective during ITM, they will be replaced as part of ITM. If the deficiency is over the 2-hour repair threshold and is more involved, it will be considered a repair.

Question 5: It is assumed that the Contractor will test only what is tied into the fire alarm control panel (FACP). Or should standalone systems that are bypassing the FACP or using links be tested as well (i.e. Fire Release Doors, per 5.2.3 of the PWS)?

Response 5: The Contractor will test all systems within the facilities IAW applicable codes, regulations, or laws. (to include Fire Release Doors, stand alone systems, or sytems bypassing the FACP)

Question 6: There appears to be discrepancies based on our count of facilities listed in Technical Exhibit 1 (TE-1) and the quantities in the CLIN schedule.

Below are the counts of buildings in TE-1 and the quantities listed in CLINS x002AA, x002AB, x003AA, and x003AB. Please confirm the total quantities for these CLINs.

CLIN Facility Type

# of Buildings in TE-1

# in CLINs Difference

0001AA Bks/Residential; large 83 49 -34

0001AB Bks/Residential; small 51 83 32 0002AA Admin/Business; large 228 229 1 0002AB Admin/Business; small 177 179 2

Response 6: Please see the revised TE-1 that was included in Amendment 0004.

Question 7: There are seven facilities (3104, 9520, 9521, J00343, Y0759, Y0760, and Y1909) in TE-1 that do not have a corresponding Facility Type. Can the Government include the Facility Type for each of these buildings and include those into the proper CLINs?

Response 7: Please see the revised TE-1 that was included in Amendment 0004

Question 8: Building 2160’s Facility Type is listed as K9 Tng. This is not a Facility Type in the CLIN schedule. Can the Government clarify what Facility Type this building is and include it in the appropriate CLIN total?

Response 8: This facility type has been removed. Please see the revised TE-1 that was included in Amendment 0004

Question 9: Can you provide a current quantity of device for each bldg? This would include devices such as smoke detector, heat detector, duct detector, horns, horn/strobes, waterflow switches. This is necessary to put together a quote as the size of a building is not a good barometer for the amount of fire protection devices to be tested. A warehouse building could be 100,000 sqft and have minimal devices. This information has been traditionally provided on this requirement in the past. See attached previous device list.

Response 9: Please see new TE-3 Device Count - Number of Devices and TE-4 Device Count - By Device that was included in Amendment 002.

Question 10: How will repairs that exceed $50 be covered? Are we to provide a quote for repairs parts above $50?

Response 10: Please refer to revised PWS Para 5.9 for information regarding process for submitting quote.

Question 11: How will the labor for the repairs be covered?

Response 11: Labor costs for repairs are captured in CLIN 0007 and associated subCLINs.

Question 12: Can there be a maximum amount of time for acceptance testing? Acceptance testing for a Hangar Foam Suppression System is more than a small office bldg sprinkler system.

Response 12: The average time to test most facilities on JBLM is estimated to be four (4) hrs.

Question 13: Upon further review of the CLIN schedule, we noticed something and have an additional question please. CLINs 0005, 1005, etc. reference the “Parts and Materials CLIN 0005AA” but there is no CLIN 0005AA listed. CLIN 0005 has an estimated quantity of 4 but no clear description of what is to be priced. Can the Government please clarify what pricing is being requested for these CLINs? Thank you.

Response 13: Reference to CLIN 0005AA has been removed. CLIN 0005 will be a unit of issue of “job”.

Question 14: CLINs x008 Fire System Acceptance Test has a quantity of 192 but doesn’t show what units those are for. Is the pricing to be per acceptance test or per hour? Based on our experience, there are significantly fewer acceptance tests each year than that quantity so we want to confirm what unit we are pricing.

Response 14: The acceptance testing CLIN unit is “each”.
