Questions & Answers #4 Joint Base Lewis-McChord
MATOC
W911S8-15-R-0004
QUESTION 1: Paragraph 7.3.2.1, Section L, page 51 of 60 states: "...or task orders completed with the past six years from the date this RFP was issued". One of our past IDIQ contracts started on September 2010 and the last task order was completed on September 2013. Since the contract started on September 2010, this is within the six years from the date this RFP was issued. However, Paragraph 3.3, Section M, Page 59 of 60 states: "...must have been performed during the past five (5) years from the date of issuance of this solicitation." Which section is correct and if we submit an IDIQ contract for relevance, and part of the task orders were before the date this RFP was issued, then how is our IDIQ evaluated. We are very confused.
ANSWER 1: Section L, Paragraph 7.3.2.1 refers to Experience and Section M, Paragraph 3.3 refers to Past Performance. Past Performance and Experience are evaluated separately based on the Section M, Paragraph 2.1.2 for Experience and Section M, Paragraph 3.0 for Past Performance.

QUESTION 3: Pg. 49 (Section 6.1.6):

If you will accept single projects, we respectfully request that you lower the required dollar value from "at least $5,000,000.00" to at least $3,000.00, in accordance with the expect minimum dollar value of each task order under the IDIQ

ANSWER 11: The Government will accept other types of contracts in the “Specific Relevant Contract Format.” However, as stated in Q&A 2, Answer 14, “Attachments 1 & 3 are for contract information, not individual projects/task orders.” Attachment 3 is the Relevant Contract Reference Sheet and Attachment 1 is the Past Performance Questionnaire.
QUESTION 12: During the site visit, it was noted, there is a fairly short and steep transition from the existing tile floor into the carpeted area intended to receive tile. Once converted to a hard surface, spilled water could create a safety hazard at this location. Is the intent of paragraph 2.2.1 to:
Allow the contractor to lengthen and reduce the slope of the transition area?
Require the contractor to bring the grade of the entire area, to receive tile, to the same grade as the existing tile area?
ANSWER 12: Contractor shall not be required to bring the entire area up to the grade of the tile.
