Questions & Answers #3 Joint Base Lewis-McChord

MATOC

W911S8-15-R-0004

QUESTION 1: Table 3.1.1 ‐ Proposal Organization, Volume II Technical, Page Limit allows for a total of 60 pages. The Management Approach and Seed Project page limit only allows for 30 pages. The Experience page limit also allows 30 pages. The Experience section seems to be redundant and very similar to the requirements for Volume III Past Performance. The Management Approach and Seed Project has a lot more information required for the proposal than the Experience section. So, we are hoping that you will allow more pages for the Management Approach and Seed Project and less pages for the Experience (i.e. 50 page limit for the Management Approach and Seed Project and 10 page limit for the Experience Section, but still equals 60 page limit for Volume II).

ANSWER 1: The page limit stands as written. No changes shall be made to Table 3.1.1 – Proposal Organization, Volume II Technical, Page Limit.

QUESTION 2: Page 53 of 60 (paragraph 9.2) states: "....provide a total lump sum price using Attachment 1....". There are 2 Attachment 1's included with the solicitation documents, so which one do we use?

ANSWER 2: This item was corrected in Amendment 3. Offerors are to use Technical Exhibit 11, Attachment 3, Seed Project Bid Schedule.

QUESTION 3: There is no separate Davis Bacon wage for a tile setter. There is a Soft Floor Layers wage rate at $29.04+$12.52 Fringe. Which wage do we use?

ANSWER 3: The Government will not instruct Offerors on what rates to use.

QUESTION 4: Section B states, "DO NOT INPUT PRICING INFORMATION IN THIS SECTION". So do we leave Section B blank with no prices, and only fill in the pricing in Attachment 3‐Seed Project Proposal Schedule?

ANSWER 4: Yes, leave Section B blank with no prices, only fill in the pricing on Technical Exhibit 11, Attachment 3 – Seed Project Proposal Schedule.

QUESTION 5: Do all HUBZone companies need to submit their HUBZone letter for proof of certification?

ANSWER 5: All HUBZone companies do not need to submit their HUBZone letter for proof of certification.

QUESTION 6: Can you provide the tile manufacturer and style of the existing tile as per Statement of Work?

QUESTION 7: Reference Section L para 6.1.5.1: We are not sure what the implications of a proposal bond are, specifically how long this proposal bond is effective and when/why/how it can be exercised. We need to know how long the bonding company is at risk and for what reasons the bond may be exercised.

Please clarify how long the proposal bond is effective, and when/why/how it can be exercised.

ANSWER 7: The initial bond amount is based on the value of the original contract price not including options. As defined in FAR 28.102‐2, the “Original contract price” for indefinite‐quantity contracts, means the price payable for the specified minimum quantity. As stating in the RFP Section L, Paragraph 6.1.5.3, Performance, Payment and Bid bonds MAY be required for task orders issued under any resulting contracts. The penal sum shall be established by each task order for all work considered to be construction by the Contracting Officer. Bonds shall be provided within five (5) calendar days of request by the Contracting Officer. Proposal bonds will be in effect until award at which time they will be returned.

For the purposes of responding to this question, please assume that this subcontractor will submit a Letter of Commitment and Release of Past Performance Information and will be featured as a teaming subcontractor performing over 50% of the work under

VOLUME III – FACTOR 2: PAST PERFORMANCE.

ANSWER 8: Yes, subcontractors identified as providing support to the Offeror throughout the duration of the MATOC in VOLUME II – FACTOR 1: TECHNICAL, SUBFACTOR A: MANAGEMENT APPROACH, can provide experience examples in response to SUBFACTOR B: EXPERIENCE to supplement the offeror’s experience.

QUESTION 9: Please clarify the purpose of the staffing plan required in VOLUME II – FACTOR 1:

TECHNICAL, SUBFACTOR A: MANAGEMENT APPROACH. Is the intent to provide a staffing and management plan that addresses the seed project or the requirements of the MATOC as a whole. The use of “project” in this section is confusing.

Please confirm projects for both Volume II – Factor 1: Technical Proposal, Subfactor B: Experience and Volume III – Factor 2: Past

Performance, Past Performance Questionnaire can be ongoing and completed within the past five (5) years.

ANSWER 13: The evaluation of Volume II – Factor 1: Technical Proposal, Subfactor B: Experience is separate from the evaluation of Volume III – Factor 2: Past Performance. The requirements for Section L, Paragraph 7.3.2.1, Subfactor B‐ Experience and Section M, Paragraph 3.3 Recency Assessment shall remain unchanged.
