| CLIN 0003 for the Refuse Disposal Svcs/2.8.4.1 states that “The Contractor shall bid the cost per ton, but shall be paid based on verified and documented tonnage disposed of.” If the Government is truly reimbursing the contractor for actual cost of disposal, would the Government consider removing this CLIN from the evaluation process to eliminate a contractor bidding a cost lower than the actual cost in order to receive a lower price evaluation? Ex: If the true cost is $40.00 per ton and a contractor bids $30.00 per ton for all option years. The way it is written the Government would pay on the $40.00 per ton, but the contractor bid $30.00 per ton to receive a lower price evaluation. |
-CLIN 0003/1003, et seq; If the cost of disposal per ton goes up during the term of the contract, will the Government allow the contractor to submit a price increase modification to cover the increased cost of disposal?
| changes in disposal fees can be submitted to KO as request for adjustment | In multiple responses to questions the Government has identified "rate established at the local transfer station" as the reimbursement amount per ton to the contractor. Will the Government please confirm that the local transfer station illuded to is the City of St. Robert Transfer Station and the current rate of $52.00 per ton is what the Government will use to determine all bidder's disposal price responses in CLIN 0003? | The current Transfer Station used is the City of St. Robert Transfer Station with the current rate of $52 per ton. Transfer Station did increase to the $52 per ton during the current contract and an adjustment was made at that time. |
| Attach 1; Sec 4.0/4.2.1 |
If the commodities that are collected and recycled cost the contractor money to process or ultimately dispose of does the Government or the Contractor pay for those costs?
| -If the contractor has to pay for those costs under what line item does the contractor bid that cost? | Disposal costs are paid by the governmet at the rate established by the local transfer station | In multiple responses to questions the Government has identified "rate established at the local transfer station" as the reimbursement amount per ton to the contractor. | Attached 1/Sec 6.0 FLW Brush/Stump Area: |
Does the contractor need any specialized equipment for the operation of this area or does the Government handle the material that is brought on site on its own?
Would the Government please provide pictures of the area since there is not a site visit?
| Because the service is for the entire installation and LORA, there will not be a formal site visit. However, vendors can get a visitor pass for FLW and come get a look around on their own to get a better idea of the size and scope of the request. | In photos of the Brush/Stump Area found on the web, a bull dozer was present. Is the Contractor responsible to provide heavy equipment and heavy equipment Operators to manage the Area? | No. The bull dozer could have been from a unit doing a drop off. |

| TE 2 : |
| On average, how many roll off pulls per month are there? | Refer TE 5 - Workload data | Will the Government please confirm that the additional Roll Off pulls listed I TE 5 are in addition to the Roll Off pulls listed in TE 2? | Correct. TE-5 is in addition to TE-2. |
| 2. Section B. X001AE Recycle Incentive Fee. |
Will the Government please define how to calculate this response?
PWS Attch. 1., 4.2.1 states the Contractor will be paid 5% of proceeds for the sale of Recyclables. Checks received by the contractor for recycle proceeds are turned over to the COR. The contractor may make claim to 5% of all these proceeds from recycling. Will the Government please provide an estimated revenue amount of recyclable sales in order for the contractor to calculate the 5%? Previously, the Government would add a certain amount per month when budgetting each month but it would be up to the contractor to upkeep a list of the check numbers, amount, and seller with round about date of the checks that passed through the contractor's hands to the Government for claim as the Government's COR keeps track of the checks that are depositted.
These numbers are based on market rates.
