About this file

This document contains questions and answers regarding a federal solicitation for trash and refuse services at Fort Leonard Wood. The solicitation seeks pricing for collection and disposal of solid waste, recyclables, used oil, compost, and operation of a recycling center from multiple buildings and facilities across the base totaling over 200 service locations. Services include collection using contractor-owned compactors and roll-off containers in 30-cubic yard and smaller sizes, from daily to as-needed schedules depending on the location. The incumbent contractor provides 24 compactors that are replacing older open-top roll-off containers. No technical proposal is required in the initial bid submission, only pricing for line items, but additional plans may be requested after award.

**NO FURTHER QUESTIONS WILL BE ACCEPTED. BID OPENING WILL PROCEED ON 10 AUGUST 2023 AS NOTED IN SOLICITATION**

Since the amount of compactors was unknown prior to Q&As, we would like to ask the following: How many times do the 24 compactors in Q4 haul per week, historical data? Are the OCC compactors brought directly back to the recycling center for baling/processing?

Exact size 30CY of contractor owned compactors and their locations as of 15 Dec 2022 when putting together the package:

•BLDG 310 – 1 trash compactor
•BLDG 485 – 1 trash compactor
•BLDG 487 – 1 trash compactor
•BLDG 930 – 1 cardboard compactor
•BLDG 836 - 1 cardboard compactor
•BLDG 820 - 1 cardboard compactor
•BLDG 653 - 1 cardboard compactor
•BLDG 630 - 1 cardboard compactor
•BLDG 2100 - 1 cardboard compactor

Since we did not know who owned the containers prior to Q&A being answer, we would like to ask the following, PWS 2.4.13.2.1 How many containers are deemed “condemned” per year average? On an average 30-35 per year

How many containers at the bone yard are serviceable/ready for use? Please list amount by size and condition. There will be no containers left in the bone yard due to recycling of the old containers.

What is the process to request the Government to order new containers?

If the Government has funding available, the COR will speak with the contractor/project manager to get a further perspective on how many 8CY recycling or trash dumpsters are needed along with 30CY roll-offs. The COR will then take a look at the amount DRM has said we are limited to and go through with the purchase process from there. To give a perspective, in FY22, 15 8CY trash dumpsters and 6 30CY non-recycling roll-offs were purchased. FY23 purchase number has not been determined yet by the COR or if there is funding available yet.

Please confirm all that is required on submission is the signed SF 1449, any amendments, certs and reps, and the CLINS (schedule B), as there were some questions that were ambiguous in the Q&As and it appeared that resumes/name/org charts were required with the proposal submission. Specifically, see Q17 vs Q33. We feel this needs to be spelled out to avoid any further confusion. From the technical board perspective, having information regarding a safety plan and a hazard risk assessment (AHA) would be good to include although those are items that would be approved by Garrison Safety after the award.

Would the Government please extend the due date since offerors are being encouraged to attend site visit themselves? No. Due to time constraints the government is not able to extend.

Statement: PWS Attachment 1 - 3.3 The Contractor shall provide routine maintenance, repairs, and replacement to Government-owned vertical compactors, horizontal compactors, vertical balers, horizontal balers, dumpsters, litter cans, shredders, tippers, roll off containers, and roll away cover assemblies.

Question: Does the government expect the contractor to purchase to replace GFE balers and containers when they are determined unrepairable or at end of life? Is any of the GFE’s are projected to be replaced in the next 5 years? KO can better identify the legal verbiage, but the contractor is only expected to replace the balers, containers, or dumpsters if and only if there was an accident identified with a timely police report that the contractor was at fault for that significant of damage. As of current knowledge, there is nothing on the GFE expected to be replaced in the next 5 years, but things do occur where those changes (ie. Rodents completely chewing up wiring in the scale and LRC could not repair in early FY22 that caused its replacement in FY22).

Statement: There are (146) locations that have no “Days Pickup” (service schedule) or indicator that the location service is As Needed (on call).

Question: Can the government verify that No Service is required at these (146) locations?

Some locations without a set pickup day of the week are usually called in by those at the location to request service or has been as needed. A few locations appear to be typo ’ed blanks. For example, DFACs are picked up every day of the weekdays at a minimum and BLDG/DFACs 630, 744, 908, and 1792 have blanks on their listed pickups for what was submitted to the package in 2022. Other locations will need to be further investigated to see the current services provided.

Statement: Q&A response listed (24) compactors not in TE-04 as contractor-provided.

Attachment 1 PWS 3.3 shows there are government-owned vertical & horizontal compactors.

Question 1: Can the government confirmed that the "contractor" does provide the (24) compactors?

Contractor does provide the compactors as there are not any Government owned compactors (baler in the Recycle Center is Government owned).

Question 2: If these are contractor provided compactors, can the government confirm the type, size and electrical requirements of the compactors? Photos of the current units will be helpful.

Exact size 30CY of contractor owned compactors and their locations as of 15 Dec 2022 when putting together the package:

•BLDG 310 – 1 trash compactor
•BLDG 485 – 1 trash compactor
•BLDG 487 – 1 trash compactor

Statement: Bidding Instructions states only pricing sheet is required to be submitted?

Question: Please confirm there is no technical nor past performance volume is required as part of the quote submission. That is correct. No Technical nor past performance volume is required for quote submission.

Question: Per Section 6 of the PWS under Deliverables there are few documents noted to be submitted with the proposal. Please confirm the quote submittal requirements. Answer1: Each Item/CLIN line must have a quoted amount.

This answer seems to imply we only need to submit a signed SF1449 with CLIN pricing however later in the Q&A when asked about QC Plan etc the response is also about pricing only but also include resumes.

Correction: Resumes are not required. Only bid price for each line item is required at time of bid opening.

The question asked was if we needed to provide a Technical response with our quote or do we provide this if requested?

From reviewing all the documents provided we gather the proposal will consist of the following:

a. Quality Control Plan

b. Subcontractor Management Plan

c. Key Personnel with resume and organization chart

d. Spill Plan

e. Transition Plan – Phase-In and Phase-Out Please clarify if all information should be submitted in one document or broken into various volumes.

At time of bidding, please provide only quoted amounts for each CLIN and work specifically addressed in the provided PWS. Yes, include resumes.

Later it mentions past performance is determined upon award.

So do we submit the QC Plan, Technical Response, Key Personnel resume, Org chart, spill plan etc after bid opening when requested? AND for initial submission we only submit the SF1449 with pricing like the last bid opening?

This is correct. The winning bid will be required to provide additional Technical Response, Key Personnel resume, Org chart, QC plan, spill plan, etc upon award.

We have just a few more questions.

· There was a question, about the City of Saint Robert. If they were to take over the contract who would be responsible for the cost of equipment? 1) We have no information regarding the City of Saint Robert “taking over the contractor” once

· What are the voltage of the compactors? 230V, some may be 480V

· There are two compactors at BLD 2100. One is a 40 yd break away and one is a 30 yard self-contain unit. Is one of these blue compactors for BLD 2105? That is a possibility.

· BLD 310 is the hospital on post has two compactors. Is that why in the previous answers has Bld 310 and hospital listed? Yes, apologies for any confusion.

· Bld 485 is the commissary, but its listed twice in the previous answers. It only has one 40 yd breakaway compactor. Is this a typo? Possibly. There used to be other containers located at the commissary that may have been removed. One that comes to mind was an office paper container that was used for that purpose for a couple weeks and then for some reason occupants started using it for non-recyclable use so DPW pulled it.

· Please confirm BLDs 485, 487, 2100 (one of the compactors), and 2323 are all 40 yard breakaway compactors. As of 2022 knowledge, all contractor owned compactors were 30CY as informed by the current contractor at that time.

· There is a 30 yd self-contain compactor sitting on the recycle yard. Is this a spare compactor or is it assigned to a building on post? This is potentially the contractor’s working spare that could have moved from the Boneyard while the Government recycled the dumpsters and roll-offs located in the Boneyard.

· Who is the sub-contractor that pumps the used oil on post? GFL

· Is there an age limit on front line equipment? For an example, the prime FEL cannot be no more than 3 years of age at the start of the new contract. No

· Are there any compactors at LORA? No compactors

· Will the government consider putting compactors, instead of FELs, at LORA? Not of current knowledge. Please consider that there are no recycling containers currently at LORA and Government/MWR has an ongoing raccoon issue (multiple years) from visitors not closing the FELs lids or the raccoons being able to open the lids themselves. Probably not ideal to place compactors at LORA.

File details come from the government source that posted it. Updated .
