Solid Waste Management and Recycling Performance Requirements Summary

TECHNICAL EXHIBIT 1

PERFORMANCE REQUIREMENTS SUMMARY

1. PURPOSE: This exhibit explains the requirements and standards for performance of service necessary for acceptable contract performance. It describes the quality assurance methods the Government will use to evaluate the Contractor’s performance in meeting the contract requirements, and describes the responsibility of the Contractor when a standard for performance is determined to be in noncompliance with contract requirements. The Performance Requirements Summary Table in this Technical Exhibit details the following information:

1.1 Column 1 – [Required Service] under provision of PWS Attachment 1 – Solid Waste FL:W.

1.2 Column 2 – [Standard] for performance of required service.

1.3 Column 3 – [AQL] - The acceptance quality limit (AQL) for performance of required service. The AQL is the maximum percent defective (or the number of defects per hundred units) that, for purposes of sampling inspection can be considered satisfactory. (cf ISO 2859-1 for definition of AQL)

1.4 Column 4 – [Surveillance] - The inspection method and frequency that required services will be evaluated by the Government.

1.5 Column 5 – [Deduction] - The procedure the Government will use in reducing the Contractor’s payment when a standard for performance is determined to be in non-compliance with contract requirements. Task list references are found in the IGCE.

2. BASIS FOR GOVERNMENT’S QUALITY ASSURANCE PROCEDURES: The primary quality assurance procedures that will be used by the Government to inspect and evaluate a Contractor’s performance will be random sampling, 100% inspection and customer complaints.

3. CRITERIA FOR RANDOM SAMPLE INSPECTIONS: Random sampling inspection criteria are derived from ANSI/ASQ Z1.4-2003. When the number of unsatisfactory ratings in the Contractor’s performance determined by the Government Inspector exceeds the AQL number for any requirement, the Contractor shall complete a Contract Discrepancy Report (CDR). The CDR shall require the Contractor to explain, in writing, why performance was unacceptable, how performance shall be returned to acceptable levels, and how reoccurrence of the problem shall be prevented in the future.

4. DETERMINATION OF CONTRACTOR’S PERFORMANCE

4.1 If the number or percentage of defects for a specific service is equal to or greater than the AQL (maximum allowable deviation), the service shall be determined unacceptable.

4.2 When performance in any specific service is determined unacceptable and clearly, the fault of the Contractor, the Contractor shall re-perform the work at no additional cost to the Government.
