Solicitation: W911S7‐19‐R‐0013

1. What exactly is the difference between primary and secondary repair?

Government Response: Please refer to sections 2.1.39, 2.1.31.1, & 2.1.39.2 of the PWS.

2. Are any of the appliances serviced under this contract under warranty? If so will the government provide a copy of the Warranty documentation?

Government Response: No machines are under warranty at this time

3. PARA 4.2 of the Performance Work Statement states:

Manufacturer’s Parts: The Contractor shall provide all necessary materials, tools and equipment necessary to satisfactorily perform this contract. The Contractor shall maintain a stock of readily available installation and replacement parts for the appliances provided under this contract.

Can the government provide the age of the appliances listed in Technical Exhibit 2?

Government Response: No

4. PARA 5.2.3 states:

Installation of Government Owned Washers/Dryers: The Contractor shall deliver Government owned washers and/or dryers from a designated warehouse on FLW and install the appliance(s) in specified locations located of FLW.

Can the government provide the location of the designated warehouse?

Government Response: Location can be provided during the post award conference

5. Under TE5 Task List there are specific requirements described for service calls and machine replacements. Will the government at any point during the contract require the contractor to replace ranges or refrigerators? If so is there an estimated quantity?

Government Response: No, if a refrigerator or range needs to be replaced then the Government will replace it.

6. Technical Exhibit 2 references a series of building numbers. Can the government provide more detailed information for these locations? Do they have stairs? Are Machines located on different floors throughout the building? If machines are located on different floors how many different floors are there?

Government response: A map and building list with addresses can be provided during the post award conference to show where the facilities are located. Some facilities do have multiple floors with machines on these different floors. These facilities do have stairs and elevators. The number of floors range from 1 to 5.

As stated in section 1.14.2 of the PWS, all replacement parts and materials furnished for work performed on a service call under this contract shall be billed to the Government at cost. The amount billed for purchased parts and materials includes the Contractor’s invoice cost adjusted for available discounts and inbound transportation. This CLIN is direct reimbursable: G&A, profit or any fees are not associated or allowable. The annual amount is estimated not to exceed $27,000.00.

DO NOT PRICE THIS CLIN.

FOB: Destination

Question: Clin 0114 states that the estimated amount to be billed to the Government for parts and material is not to exceed $27,000.00. If the amount of $27,000.00 is reached, does the contractor cease to perform work until the funding is increased?

Government Response: Yes, however the amount invoiced to each CLIN is monitored closely to avoid the possibility of running out of funding before the next invoicing period.

8. Paragraph 1.14.2: PARTS AND MATERIALS states: All replacement parts and material furnished on work performed on a Service Order under this contract shall be billed to the Government at cost. The amount billed for purchased parts and materials includes the Contractor’s invoice cost adjusted for available discounts and inbound transportation.

We have interpreted the above instruction concerning adjusting for discounts and inbound transportation to mean that the contractor will subtract any available discounts and will add cost for inbound transportation. Is this interpretation correct?

Government Response: Yes, that is the correct interpretation. The Government will pay the same amount for the part(s) that the contractor has paid. If a discount was applied to the purchase of the part, that discount shall be applied to the amount reimbursed by the

Government. Any shipping costs paid for the part(s) shall be applied to the amount that will be reimbursed by the Government.

9. Paragraph 5.5 states: INSTALLATION: The Contractor shall deliver Government owned washers and/or dryers from a designated warehouse on FLW and install machines in specified locations in barracks, billets and various Family Housing quarters located on FLW. The Contractor shall provide all necessary electrical wires and plugs, plumbing fixtures, venting devices and other necessary fixtures extending from the washers and dryers to affect safe and efficient hookups with the building electrical outlets, drainage pipes and vents. Installation shall be in accordance with standard Commercial practices

Are the electrical wires and plugs, plumbing fixtures, venting devices and other necessary fixtures reimbursable under paragraph 1.14.2 and CLIN 0114?

Government Response: The contractor will be reimbursed for all parts and materials furnished by the contractor for the installation and/or repair of any appliance under this contract.

10. Para 5.2.4 states: Replacement of Government Owned Washers / Dryers: Washers and/or dryers determined by the DPW MSB to be un‐repairable or needed repairs are expected to take more than five(5) working days shall be replaced with new machines. The Contractor shall remove existing Government owned washers and/or dryers and deliver to a designated warehouse on FLW, to be repaired for future use or used for replacement parts and replaced with a new

Government owned washer and/or dryer to be delivered by the Contractor from the above mentioned warehouse. Parts from Government owned washers and/or dryers salvaged for future replacement parts shall be provided at no cost to the Government. The Contractor shall comply with Paragraph 5.2.3 for the installation of new machines.

In the above requirement it indicates that the contractor will remove existing Government owned washers and/or dryers and deliver to a designated warehouse on FLW, to be repaired for future use or used for replacement parts (parts at no cost to Government). Is the contractor required as part of the task to repair the washer or dryer or will a separate work order be issued for repair?

Government Response: No separate work orders will be issued. If the machine is replaced due to requiring more than 5 working days because of needed parts then the repair will be part of the original service order. If the machine is replaced due to being un‐repairable then the service order will be complete and no new service order will be required.

Likewise if the washer or dryer is un‐repairable, is the removal and inventory of replacement parts from un‐repairable machines included as part of this task or will the removal and inventory of these parts be accomplished by someone other than the contractor?

Government Response: If there is an unrepairable machine in the warehouse and the contractor wants to salvage parts from said machine they will have to remove the parts on the current service order. It is not a requirement for the contractor to remove and inventory parts from unrepairable machines but it is an option to use parts from unrepairable machines in the warehouse.

Is there a current inventory of un‐repairable washers and dryers that are being used for replacement parts? If so, is there any inventory of the machines, their locations and the parts available that can be provided to the contractor? Through what process does the contractor request and obtain parts from un‐repairable machines?

Government Response: The Government does not currently have an inventory of unrepairable machines in the warehouse. If the contractor wants to obtain parts from unrepairable machines they will have to contact the housing furnishing management office who will let them know what is available, have them remove the parts from the unrepairable machine, sign for the parts, and inform DPW MSB of what parts where obtained. POC information for the housing furnishing management office will be provided during the post award conference.

11. Maintaining a readily available stock of repair parts to ensure all service orders are completed within 3 days from the time the service order is received would require every part for every make, model, and year for each appliance in the Governments inventory be maintained in the contractor’s parts inventory. Maintaining such an extensive parts inventory is not a customary practice within the appliance repair industry and as a practical matter would be cost prohibitive.

However without such an inventory it would be impossible to complete every service order received each day within the specified 3 day time limit. Also there will be an extensive parts inventory at the conclusion of the contract. Paragraph 1.14.2 of the Summary of Work indicates the contractor is reimbursed only for repair parts used in completion of service orders.

Does the government have a specific list of parts required to maintain?

Government Response: No, the Government understands that a contractor cannot have a stock of each and every part that may be needed but it will be the contractor’s responsibility to keep standard parts readily available to minimize wait time for parts and machine exchanges due to waiting on parts.

Will the government allow usage of the $27,000 in CLIN 0114 to purchase this pool of repair parts?

Government Response: No, this CLIN is only for parts that have already been installed on a machine due to a service order request that requires a part be replaced to complete the repair.

If not, how does the Government propose to compensate the contractor for the repair parts that were specifically purchased for this contract when this contract is over?

Government Response: It will be the contractor’s responsibility to manage their stock of parts to ensure that they do not have a large stock of unusable parts at the conclusion of the contract.

12. Question: Is there a current contract in place for the services being requested in this RFP?

Government Response: The current contract number is W911S7‐14‐D‐0023, awarded to

Appliance Docs L.L.C. for a total of $461,448.66.

13. Para 1.13.3.3 states: Certifications and registrations shall be submitted with the Contractor’s bid package. Proof of certification for each employee shall be submitted to the KO five (5) days prior to any work being conducted on this contract by that employee.

Page 65 of RFP includes: X (1) 52.222-17, Nondisplacement of Qualified Workers (May 2014) (E.O. 13495).

Question: Knowing contractors will have to offer jobs according to FAR 52.222‐17. We will not know what certifications these workers have until after offering them positions. Will the government consider requiring all proof of certification be submitted to KO five (5) days prior to any work being conducted on this contract instead of with bid package?

Government Response: Yes

14. TE3 only provides brands and model numbers for washers and dryers.

Questions: Will the government also provide brand and model number for Stoves and

Refrigerators as well?

Government Response: See revised TE 3
