About this file
This document is an amendment to a solicitation for a Firm Fixed Price (FFP) Indefinite Delivery-Indefinite Quantity (IDIQ) Job Order Contract (JOC) at Dugway Proving Ground. The contract is for a broad range of real property repair and construction work, including administrative facilities, maintenance shops, utility systems, and other infrastructure. Projects may include fire sprinkler systems, pre-engineered buildings, testing, and abatement of asbestos or lead-based paint as incidental work. The contractor will use an electronic cost planning software with RS Means cost data as the Unit Price Book. The amendment provides answers to industry questions, clarifies the submission requirements, and updates the list of attachments, including adding a new floor plan for a notional task order. It also confirms that Microsoft Project is an acceptable scheduling software and that the Program Manager requires a minimum of 10 years of construction experience while the Project Manager requires 5 years.

SECTION 00800 - SPECIAL CONTRACT REQUIREMENTS
The following have been added by full text:
QUESTIONS AND ANSWERS
1. Regarding Volume II – Mission Capability, Subfactor (b) - Proposed Staffing, it states, “The superintendent shall be present on the jobsite at any and all times work is being performed, to include delivery of materials and equipment.” Would the Government consider allowing Superintendents to manage multiple projects upon approval of the Government and in accordance with the location, scope, and complexity of the project?
Answer: Yes, Superintendents may manage multiple projects dependent upon the location, scope, and complexity of the task orders. The Government reserves the right to make suggestions that an additional Superintendent may be needed once the number and complexity of the task order awarded might be impacted by one Supervisor only.
2. Section 00100 – Bidding Schedule/Instructions to Bidders, paragraph C.3.c.v.(5), Specific Relevant
Contracts Format (Attachment 2), “is limited to four (4) pages per reference.” Are offerors allowed to provide any introductory material in this section or are they limited to only providing completed Specific Relevant Contracts Sheets?
Answer: Offerors are to provide relevant information that pertains to the current contracts referenced. The contract information should be brief in identifying the type of contract, work performed, contract number and if it was for a government agency.
3. Section 00100 – Bidding Schedule/Instructions to Bidders, paragraph C.2.b. states, “Digital copies shall be provided in Microsoft Word, PowerPoint, and/or Excel. PDF file format is allowable for Volumes I, II, and III only.” Please confirm that PDF is an acceptable format in Volume IV for covers, tabs, the Bondability Letter, Section 0010 (Solicitation), any required narratives, and any documents provided by the Government in PDF.
Answer: PDF is an acceptable format as it is considered a form of digital copies.
4. Attachment 7 outlines the submission requirements for each notional task order to include a critical path schedule. Will the Government consider excluding the critical path schedules from the 50-page-limit for Subfactor (c) – Notional Task Order Requirements only.
Answer: No, the 50-page limitation should be sufficient to include all information relevant to an offeror’s Notional Task Order response.
5. Item 2.d. on Attachment 7 Notional Task Orders states, “Identify and provide a comprehensive listing of all material submittals, permits, and deliverable reports required throughout the task order process from award of the task order through completion.” Please confirm that this item only requires a listing of “material submittals, permits, and deliverable reports” and not the actual documents themselves.
Answer: Yes, this requirement is for only a list that demonstrates a thorough understanding of each Notional Task Order.
6. Block 13 of the SF 1442 indicates that an Offer Guarantee is required; however, the proposal requirements only specify a Bondability Letter (Section 00100 – Bidding Schedule/Instructions to Bidders, paragraph C.3.d.iii.(1)). Please confirm that a bid bond on SF 24 is not required and that a letter from the surety demonstrating bonding capability is the only bonding requirement to be submitted with the offeror’s proposal.
Answer: The SF24 is only required once the award has been made to an awardee. Once the contract has been award then the SF24 Performance Bond is required for the entire year until the next following option has been awarded. A letter from the surety demonstrating bonding capability at a $10,000,000 bond is acceptable to be submitted with the offeror’s proposal.
7. Regarding Volume II – Mission Capability, Subfactor (b) - Proposed Staffing, it states, “The superintendent(s) shall have authority to act for the Contractor, be on the jobsite during all times during performance of the contract until the work is completed and accepted and will be responsible for timely progress and completion of all assigned work.” Will the Government consider allowing Project
Superintendents to manage multiple projects upon approval of the Government and in accordance with the location, scope, and complexity of the project?
Answer: See response to question 1 above.
8. For offerors proposing as a Joint Venture, please clarify if such an agreement need only be clearly explained as indicated in Volume II – Technical Acceptability, (3) Subfactor (b) – Proposed Staffing, or if additional documentation is to be included with the proposal, such as a signed Joint Venture Agreement. If so, where should this information be included in the proposal package?
Answer: Page 17 of 69 top paragraph states: "Substantiated teaming arrangements, partnerships, and mentor/protégée agreements and joint ventures must be clearly explained to indicate which partner of the agreement is responsible for various functions, duties and responsibilities. If a Joint Venture is planned providing a copy of the Agreement is advisable. Additionally, Page 17 of 69 states "partnerships, and joint ventures so long as they are official business arrangements allowable under Section 8(a) of the Small Business Act. Any arrangements proposed shall be sanctioned by the Small Business Administration, and the Contracting Officer will validate the eligibility of those arrangements as part of this sub-factor."
You may include Joint Venture information into Volume II as that is the section to which this question pertains.
9. Regarding Volume II – Technical Acceptability, (3) Subfactor (b) – Proposed Staffing, please confirm that resumes are not required for proposed key personnel.
Answer: Yes, resumes are required to demonstrate compliance with the qualification requirements for the key personnel.
10. Volume II – Technical Acceptability, (3) Subfactor (b) – Proposed Staffing requires 40-hour OSHA Safety Inspection Certification for the Quality Control Manager and Site Safety and Health Officer positions.
Please clarify if the 40-hour OSHA Safety Inspection Certification refers to OSHA 40-hour HAZWOPER Certification, 40-hour EM 385-1-1, OSHA 30-hour Certification?
Answer: Yes, the 40-hour OHSA Safety certification refers to 4-hour OSHA HAZWOPER.
11. Volume III – Past Performance, paragraph ii, states: “Projects considered relevant may include JOC, Simplified Acquisition Base Engineer Requirements (SABER) contracts, or Construction, Repair, Renovation, Sustainment, Restoration, and Modernization (SRM) contracts of at least $2 Million and a duration of no less than 60 days of performance.” Please clarify if offerors shall submit overall JOC and SABER contracts as relevant past performance or if offerors shall present experience with individual task orders completed under relevant JOC and IDIQ contracts as past performance.
Answer: Relevant JOC and/or SABER contracts can be presented at the contract level. Individual task orders awarded under a JOC or SABER do not need to be submitted in detail but a list quantifying the number of task orders awarded under either would provide emphasis to the relevance of each contract.
12. Please clarify the requirement that projects submitted as past performance have a value of “at least $2 Million” when the average Task Order size under the current JOC program prior to modifications is $260K and that the maximum task order size under the new JOC is $1 Million.
Answer: See response to question 12 above.
13. REFERENCE: Page 64 of the Solicitation, the government filled in FAR Clause 252.219-7010(a)(3) to read: “If the competition is to be limited to 8(a) concerns within one or more specific SBA regions or districts, then the offeror's approved business plan is on the file and serviced by SBA Utah District Office.”
Newer regulations require an agency to accept proposals from 8(a) companies which have a bona fide office in the state, regardless of whether they are “serviced” by the local SBA District Office. 13 CFR 124.501(k) states: “A Participant with a bona fide place of business within a state will be deemed eligible for a construction contract anywhere in that state (even if that state is serviced by more than one SBA district office).”
QUESTION: Can you clarify that an 8(a) company that has an SBA-qualified bona fide office in Utah is eligible to submit a proposal for this solicitation, so that (1) the solicitation complies with applicable regulations (13 CFR 124.501(k)) and (2) Dugway Proving Gound can receive better competitive pricing?
Answer: As the moratorium has been extended through Sept 30, 2025, any solicitation for an 8(a)-construction project cannot require a firm to have a bona-fide place of business in that state to receive an award. From the attachment, “During the moratorium, any 8(a) Participant seeking an 8(a)-construction contract (either on a sole source or competitive basis) will not be required to have or establish a BFPOB in any specific geographic location.”
A firm that has a bona-fide office in that state is permitted to submit a proposal as well. They are just not required to have one to be eligible.
14. How many contracts will be awarded the JOC?
Answer: Historical data for the last five years: Base - 23 Task Orders, Option one (1) - 21 Task Orders, Option two (2) - 17 Task Order, Option three (3) - 20 Task Orders, and Option Four (4) - 5 Task Orders.
Future outlook: Base - 14 tentative projects, Option one (1) - 16 tentative projects Option two (2) - 18 tentative projects, Option three (3) - 13 tentative projects, and Option Four (4) - 10 tentative projects.
15. Can we schedule a time for subcontractors to walk the see projects?
Answer: The notional projects are examples only with the intent of offering a platform for offerors to demonstrate their understanding of the government’s requirement and the ability to price each. Admittedly, if these were actual projects to be awarded the process, under an awarded contract, would be for subcontractor involvement and assessment of each project as needed. However, the Request for Proposals timeline does not allow for a subcontractor visit and we ask the offerors to base their response on their understanding of the project.
The notional projects will not be evaluated, based on price, but rather an understanding of each project and how each offeror responds.
16. Question Pertaining to Bldg 5124:
Is there an updated abatement report?
a. Answer: The facility was completed in 1990 and at this point in time the abatement report is over
3 years old which a new one would be needed. However, for this instance we are not asking for any hazardous materials testing nor abatement.
17. Question Pertaining to Bldg 5230:
Are we painting the entire building or patch work only? If it is not in the scope of work please do not add it as a coefficient cost.
a. Answer: Patchwork Only
Is there an updated asbestos report?
b. Answer: The abatement report is over 3 years old which a new one would be needed. However, However, for this instance we are not asking for any hazardous materials testing nor abatement.
How old is the building?
c. Answer: 1952 the building was built.
18. Page 16 of the Solicitation, Item 3.a.i says to submit a completed Section 00600; however Item 3.a.ii(3) indicates that Section 00700 (Contract Clauses) is to be completed. Please clarify if offerors are to complete Section 00600 (Representations & Certifications), Section 00700 (Contract Clauses), or both sections for this requirement.
Answer: Offers is to fill out all information with regards to Reps and Certs and the Clause 52.219-28 in section 00700
19. Page 16 of the Solicitation, Item 3.a.ii(2) SF 1442. This item requires offerors to provide the name, title and telephone number of the company/division point of contact regarding decisions made with respect to their proposal and who can obligate it contractually, as well as identify those individuals authorized to negotiate with the Government. This information is not usually supplied on a SF 1442. Please confirm that offerors may include a separate sheet, such as a cover letter, to provide this information.
Answer: Yes, a separate sheet and or cover letter is acceptable for this information.
20. The box on the SF 1442 is checked indicating a bid bond is required, however the task order project for this proposal is notional and will not be awarded. Please confirm no bid bond on SF24 is required with our proposal.
Answer: The SF24 is only required once the award has been made to an awardee. Once the contract has been award then the SF24 Performance Bond is required for the entire year until the next following option
21. Section 00100 - Bidding Schedule/Instructions to Bidders, C.2.b. states “All text shall be single spaced and black, on white paper (Black and white requirement does not apply to graphics, photos, etc., Company stationery and logos are acceptable).” Will the Government allow color in headers, footers, and section titles in the form of underlines, borders, and banding?
Answer: Yes, the Government will accept and allow color in headers, footers, and section titles in the form of underlines, borders, and banding.
22. Section 00100 - Bidding Schedule/Instructions to Bidders, C.2.b. states “All text shall be single spaced and stationery and logos are acceptable).” Will the Government allow color in tables and graphs?
Answer: Yes, the Government will accept and allow color in tables and graphs.
23. Section 00100 - Bidding Schedule/Instructions to Bidders, C.2.b. states “All text shall be single spaced and stationery and logos are acceptable).” We use Microsoft Project to generate project schedules, which illustrates critical path tasks with red bars and non-critical path tasks with blue bars. Will the Government allow color to be used on the critical path schedules submitted for the Notional Task Order requirements within Volume II, Technical Acceptability?
Answer: Yes, the Government will allow color to be used on the critical path schedules submitted for the Notional Task Order requirements within Volume II, Technical Acceptability to include all other Volumes listed in the solicitation.
24. There is a discrepancy between specifications in Section 01 32, 01.00 10, 2.1.1 and 00100 3.d.ii on which scheduling software is to be used for this contract. Please confirm that Microsoft Project is the scheduling software to be used for this contract.
Answer: Section 01 32 01.00 10 specifies the use of Primavera by the Government. However, paragraph
2.1.2.2 of the same section allows the use of other scheduling software. Paragraph 6.2 of the SOW requires the contractor to provide schedules in an electronic format. A specific scheduling software is not required if the schedule can be provided to the Government in an electronic format such as a PDF file. Per paragraph
6.2 of the SOW, the Contractor is NOT required to provide the Government with the scheduling software.
25. Please confirm that the most recent version of RS Means available at the time of each task order issuance is the version of RS Means used to develop the TO Line-Item Estimate.
Answer: RS Means cost data is updated periodically, typically every quarter. The TO cost proposal is to use the latest cost data available for the cost estimating software being used by the contractor to prepare the cost proposal.
26. Please confirm that the most recent version of RS Means includes the quarterly updates.
Answer: RS Means cost data is updated periodically, typically every quarter. The TO cost proposal is to use the latest cost data available for the cost estimating software being used by the contractor to prepare the
27. Please confirm the RS Means book is to be updated as new books are issued and not on the anniversary of the contract award.
Answer: RS Means cost data is updated periodically, typically every quarter. The TO cost proposal is to use the latest cost data available for the cost estimating software being used by the contractor to prepare the
28. Regarding Volume IV, Price, are contractors required to provide copies to the Government of the estimating software utilized to develop cost estimates? If so, how many copies are required?
Answer: Contractor is not required to provide the Government with licensed copies of the cost estimating software being used by the Contractor.
29. Solicitation page 22 of 69, paragraph D.3.c.ii(3) seems to indicate that offers are to show a breakdown of direct labor as part of the cost elements covered by the coefficient. Our understanding is that direct labor and material costs will be addressed in the “Value of the Book” and are not separate Cost Covered by the Coefficient. Please confirm that direct labor and material costs are to be incorporated in the offeror’s value of the UPB.
Answer: Page 22 of the solicitation 3d is only an example given. Direct labor, material costs and/or any other relevant information that comes with pricing labor shall be incorporated in the offeror’s value using the Unit Price Book (UPB).
30. Section 00100 - Bidding Schedule/Instructions to Bidders, C.3.b.ii.(3) with regard to the qualifications for
Project Superintendent, please clarify the requirement for seven (7) years of documented journeyman level experience with a minimum of three years of supervisory experience. Would an individual with seven (7) years of relevant Superintendent experience on similar construction contracts meet this requirement?
Answer: Yes, an individual with seven (7) years of relevant Superintendent experience on similar construction contracts meets this requirement.
31. Section 00100 - Bidding Schedule/Instructions to Bidders, C.3.b.ii.(3) states “The QCM shall have a minimum of three (3) years of experience in construction quality control in Department of Defense agency (i.e., Corps of Engineers, Air Force, Navy, Marine Corps, etc.) activities.” Exhibit A, Division 1 Specification, 1.6.2.2 states that the QC Manager “must have at least 2 years’ experience as a QC Manager.” Please clarify the number of years required for the Quality Control Manager?
Answer: The QC Manager is to have a minimum of 2 years of experience.
32. Exhibit A, Division 1 Specification, 1.6.2.1 states “The requirements for the CQC organization are a Site
Safety and Health Officer (SSHO), QC Manager, a Design Quality Manager, and enough qualified personnel to ensure safety and Contract compliance.” A Design Quality Manager is not included in the minimum required key positions listed in Section 00100 - Bidding Schedule/Instructions to Bidders, C.3.b.ii.(3)(b), Proposed Staffing. Please clarify whether a Design Quality Manager is required.
Answer: A Design Quality Manager is not required as design/build is not authorized on this contract.
33. Section 00100 - Bidding Schedule/Instructions to Bidders, C.3.b.ii.(3) states that the Project Superintendent should “be directly accountable to the Project Manager”. Please confirm that the Project Superintendent should be directly accountable to the Project Manager and not the Program Manager.
Answer: Project Superintendent is accountable to the Project Manager who is accountable to the Program Manager.
34. Section 00100 - Bidding Schedule/Instructions to Bidders, C.3.b.ii.(3) states that “The Project Manager shall have the maturity and business acumen to manage the entire effort, successfully plan and execute all task orders, and possess extensive understanding of and familiarity with the principles, methods, and techniques of architectural, civil, mechanical, and electrical engineering.” Typically, the Program Manager is responsible for managing the overall contract and all task orders. Is it the Government’s intention that the Project Manager be responsible for the overall contract and all task orders and not the Program Manager?
Answer: The Program Manager is responsible for the contract, and the Project Manager is responsible for individual task order(s).
35. The Scope of Work, 8.1.1. states “The Contractor shall provide a Program Manager with full authority to contractually commit the Contractor for prompt action on matters pertaining to Contractor administration of the contract. The Program Manager will have a minimum of five (5) years of experience supervising construction projects similar to those required by this contract.” Please clarify whether the Program Manager is responsible for performance at the task order level or the contract level.
Answer: The Program Manager is responsible for the contract, and the Project Manager is responsible for individual task order(s).
36. Section 00100 - Bidding Schedule/Instructions to Bidders, C.3.b.ii.(3) states that “The Project Manager shall possess a minimum of 10 years of experience in the Construction field, with at least five (5) of those 10 years of experience in construction management” and that “The Program Manager shall possess a minimum of 5 years of experience in the Construction field”. Typically, the Program Manager position requires the most years of experience, as they usually lead the overall contract, while the Project Manager position requires less experience, as they usually lead projects at the task order level. Please confirm that the Project Manager is required to possess a minimum of 10 years of experience in the Construction field, with at least five (5) of those 10 years of experience in construction management and that the Program Manager shall possess a minimum of 5 years of experience in the Construction field.
Answer: The Program Manager shall have a minimum of 10 years of experience, and the Project Manager shall have a minimum of 5 years of experience.
37. The Scope of Work does not define the role of Project Manager. Will the Government provide clarification of the specific duties and responsibilities required of the Project Manager?
Answer: The Project Manager shall be vested with the authority to commit the contractor and act as an official representative of the company to sign all contract actions that pertains to projects at the task order level.
38. In the event of conflicts between the Statement of Work and Exhibit A, Division 1 Specification, which document’s requirements should prevail?
Answer: Unless identified otherwise in another question response, specifications take precedence over the
SOW.
39. Exhibit A, Division 1 Specification, 1.3 outlines the qualifications of the Project Scheduler, but a Project
Scheduler is not included in the Solicitation or Statement of Work. Please clarify whether a Project Scheduler is required in response to Section 00100 - Bidding Schedule/Instructions to Bidders, C.3.b.ii.(3)(b), Proposed Staffing.
Answer: The contract requires the Contractor to provide the Government with initial and updated project schedules. Someone within the vendor’s organization will create and update the project schedules but may also have other duties.
40. Please confirm the Project Scheduler referenced in Exhibit A, Division 1 Specification may dual hat with another position, such as the Program Manager or Project Manager?
Answer: Yes, the Project Scheduler may have other duties and may also be the Program Manager, Project Manager, or another position.
41. 6.1.6 of the Scope of Work states that coefficients are to include traffic signs and barriers. On the few projects where traffic control is required, items such as jersey barriers and traffic control signs are a significant task order expense. Would the Government consider excluding traffic control from the coefficient and allowing the contractor to include these costs on task orders as needed?
Answer: Yes, exclude traffic control, jersey barriers, traffic control from the coefficient calculations.
42. Attachment 05 lists Division 01 54 39 – Construction Equipment as being excluded from the UPB.
Excluding all equipment rental line items would restrict the use of many essential items, such as cranes and aerial lifts. Exhibit 01, however, only excludes Division 01 54 33 40 – Rental of Vacuum Cleaners, Pickup Trucks, Portable Toilets, Ladders. Please confirm that the only excluded equipment rental line items are vacuum cleaners, pickup trucks, portable toilets, and ladders.
Answer: Yes, the only excluded equipment will include vacuum cleaners, pickup trucks, portable toilets and ladders.
43. Attachment 05 designates certain items as Costs Covered by Coefficient. However, this list includes several items which might be considered to included in the Value of the UPB (VUPB). Would it be acceptable for offerors to list these items as being “In VUPB,” similar to the subcontractor’s overhead and profit, provided offerors explain the items’ inclusion in the VUPB in the coefficient narrative?
Answer: Yes, it is acceptable for offerors to list certain items as Costs Covered by Coefficient items as being “In VUPB”.
44. Section B defines other than normal hours as anytime Monday through Thursday, after 5:30 p.m. local time, on weekends, and/or Federal Holidays …. Please confirm that any work performed on Fridays in accordance with this clause is considered to be included in other than normal hours (i.e. as part of “weekends”)
Answer: As Dugway Proving Ground is on a 4-day work week, yes, work on Fridays is part of the weekend at Dugway Proving Ground. Work on a Friday will be ‘other than normal hours.
45. Please confirm offerors are to use the bare costs column of the RS Means UPB.
Answer: The contractor's price coefficient must include, but is not limited to the following: Contractor's overhead and profit, Subcontractors' overhead and profit…’ Since the coefficient covers O&P, contractors should not be pricing O&P costs from RS Means/the UPB.
46. Block 13 of the SF 1442 indicates that an Offer Guarantee is required; however, the proposal requirements only specify a Bondability Letter (Section 00 21 16, paragraph C.3.d.iii.(1)). Please confirm that a bid bond on SF 24 is not required and that a letter from the surety demonstrating bonding capability is the only bonding requirement to be submitted with the offeror’s proposal.
Answer: The SF24 is only required once the award has been made to an awardee. Once the contract has been award then the SF24 Performance Bond is required for the entire year until the next following option
47. If Microsoft Project is an acceptable scheduling software, will it require the provision of computers, etc. for the Government as described in Division 01 00 10 Section 2.1.22

50. Please confirm Superintendents may manage multiple projects upon approval of the Government and in accordance with the location, scope, and complexity of the project?
Answer: Yes, Superintendents may manage multiple projects dependent upon the location, scope, and complexity of the task orders. The Government reserves the right to make suggestions that an additional Superintendent may be needed once the number and complexity of the task order awarded might be impacted by one Supervisor only.
51. Will the Government please allow two business days after the release of RFI responses for offerors to submit any additional RFI that may occur as a result of the Government’s responses?
Answer: The Q & A amendment will be posted prior to the 24th of July which, if there is any further clarification from any of the questions that were asked, would allow offerors to submit additional questions.
However, the Government reserves the right to not provide additional answers to questions received after the 24th of July unless the Contracting Officer determines additional clarification is required.
52. A number of listed functions / responsibilities of the Project Superintendent would typically be assigned to the task order manager within our organization. Please confirm offeror’s may present their typical JOC organization and provide the roles and responsibilities of each position, and that this will be considered acceptable provided all requirements of the solicitation, SOW and other definitions of key personnel roles and responsibilities provided in the documents for this RFP are met.
Answer: Duties identified as functions or responsibilities of the Superintendent may be handled by a higher position within the offeror’s organization if it is standard practice to do so within their organization. Yes, offerors may identify such variances within the contract proposal as long as cross walk of positions and duties is clearly identified.
53. Please provide the size limitation for attachments to emails for submission of offerors’ proposals.
Answer: Email must be compressed/zip file function when sending big files. Depending on the file it may be up to a size limit of 25MB max file however this is depending on the system, and it will let you know prior to submitting. You can refer to your IT person and/or look online for more information.
54. A line-item estimate provided for the notional task orders will reveal the offeror’s coefficients outside of the price volume. Is this the Government’s intent, or will the Government provide a standardized coefficient so offerors can demonstrate an understanding of how to apply the coefficient without revealing their pricing.
Answer: As the Government would like all offerors to be on the same page with regards to the notional projects, offerors will use the following coefficients as appropriate: pre-priced – 1.55, Non-Pre-Priced – 1.6, and Work Outside Normal Hours – 1.75.
55. Is a single pricing narrative addressing the development of the coefficients submitted in Attachments 4, 5 and 6 acceptable or must offerors develop a separate narrative for each coefficient. A single narrative will eliminate the need for a fair amount of overlap among separate narratives since cross-referencing is not feasible within these documents.
Answer: Yes, a single narrative addressing development of all the coefficients is acceptable.
56. A review of historical data on the current JOC shows there have been task orders issued in excess of $1 million. Is it anticipated that may occur on this contract in accordance with Government need, or is $1 million a firm cap on task order size with no task order issued above that amount?
Answer: From an historical standpoint, most of the projects issued under a task order on the JOC are under $1 million; however, under certain circumstances there may be task orders that exceed $1 million, but it is usually a very small percentage of the projects, and the Government shall meet with the contractor and ensure they have the means and are capable of completing the job.
57. What percentage of projects might the offeror assume contain ACM or LCP?
Answer: The majority of the facilities were built in the 1950s. The likelihood of ACM and/or LBP presence in the original construction is high. The vast majority of the facilities have had the ACM materials such as pipe insulation previously abated during the 1990s. However, due to OSHA and State of Utah requirements, sampling for ACM and LBP cannot be older than 3 years. Most of the sampling of facilities at Dugway is older than 3 years. Current sampling for ACM and LBP will be required for most projects. Abatement of any ACM and/or LBP for any task order is limited to no more than 10% of the total task order cost.
58. Section 6 of the SOW identifies the number of days allowable for development of the contractor’s task order proposal. Please confirm that these durations are from the site visit and not from the issuance of the RTOP.

Please clarify which plans apply to the contract, which will be developed for task orders (as applicable) and/or which may include both a contract level plan (Such as a contract-level Accident Prevention Plan with task order level site safety and health plans).
Answer: The Accident Prevention Plan, Contractor Quality Control Plan, and Site Safety and Health Plan are all contract level requirements that also require task order level plans. The contract level plans can be edited as needed to apply to specific individual task orders. The Asbestos and Lead Management Plan, Spill Plan, and Temporary Traffic Control Plan are applicable to individual task orders when necessary. The Management Plan is a contract level plan.”
61. Please confirm that any requirement for key personnel to be “on site” or “at the project site” refers to Dugway Proving Ground and not each task order location (e.g. SSHO, QCM).
Answer: Key personnel shall be ’On site’ and ‘at the project site’ refer to Dugway Proving Ground as a whole and not a specific project location that task order project is being worked. Government will have a designated spot located on Manookin Road in English Village that is identified for the awardee’s office trailer.
62. If the qualifications for the SSHO in EM 385-1-1 differ from the qualifications for that position within the solicitation, SOW, or Division 01 specifications, which take precedence. (e.g. the EM 385 may require 5 years of experience.)
Answer: The SSHO is required to have a minimum of three years of experience
63. As the Government is currently in Federal year end, we’d like to allow Government contracting personnel as much time as possible to complete past performance questionnaires and return them in compliance with solicitation requirements. A number of our unanswered questions will impact the performance chosen for and the completion of past performance questionnaires. If answers to questions are provided within 14 days preceding the proposal due date (July 18th or after), will the Government extend the due date for proposals?
Answer: Past Performance questionnaires will be due at the time of proposal closing. As past performance cannot exclude offerors from being considered for award if no recent/relevant performance record is available, or the Offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The Offeror may not be evaluated favorably or unfavorably on the factor of past performance and a neutral confidence rating will be given.
