5/18/2021 SOLICITATION W911S6‐21‐R‐0005_P0001, PROPANE

Questions Answers 1 When is the award date? 6/30/2021

The bid has a breakdown of the gallons by ‘family housing’ (176k gallons) and ‘not family housing’ (835k gallons) but does not specify bobtail versus transport gallons.

Can you provide a breakdown of how many transport gallons and how many bobtail gallons?

See CLIN Structure, and deliverables in Solicitation. There is no specification for bobtail vs. transport. Housing and non housing is billed separately and how it is transported it is up to the contractor.

The breakout of bobtail vs. transport gallons is not used.

If awarded, can you provide historical consumption rates for each site? (Since we are not allowed to install smart fill monitors and tanks must be maintained at 20% or higher and can only be delivered to Monday‐ Thursday. It would be best to obtain previous consumption rates so we can set up a delivery pattern.)

After Award, data can be provided. But, Consumption can fluctuate.

The Contract may propose a method to monitor tank levels in there proposal as an option line item and exception with pricing to be further evaluated in the Proposal of future consideration.

4 Are all Contractor owned tanks above ground tanks Yes, 1.1.3 in Performance Work Statement.

The bid references both the EIA.gov website and Butane‐Propane News (BPN) as sources of where pricing should be derived but does not specify a posting or terminal. Which posting should we price over? a. Do we use EIA or BPN? If so, what posting date do we use a reference in our bid pricing? If suppliers all use different dates then pricing would not be an equal evaluation

i. If BPN, what posting do we use?

1. If BPN is to be used; government must obtain their own subscription as we (or any supplier) can not share our subscription

See Addendum to FAR 52.212‐1 Factor 3 Pricing

Are there any costs associated with the background checks and Level 1 Awareness Training?

Backgrounds check (for entry on base) ___NO___, Level 1 Awareness Training, ___NO

7 Are all sites accessible year round?

Yes, there is an exception to some location for example: 5 miles Hill and WIG Mountain if high winds(Weather Permitting) . The contractor shall notify shall be the Government given within 24 hours if not accessible.

How large is the storage tanks available for use by the Contractor on Manookin Road.

Not applicable ‐ Contractor determines size see 1.4 of Performance Work Statement and section 8.1 of Solicitation.

Pricing mentions being calculated weekly and also mentions monthly. Please clarify what the pricing structure is and, if monthly, which weekly BPN posting date will be used.

Monthly, based

The bid states that we enter invoices into WAWF monthly summarizing all deliveries; is it one invoice monthly or one WAWF entry per delivery?

Monthly, based

11.Are the gallons stated in the bid, 1,011,000, an average over the last contract period (5 years) or are they from the most recent year period?

The gallons were computed by the COR, and represent the true usage at Dugway for this time. The usage does fluctuate.

Changing out 173 ‐ 1,000 gallon tanks and 11‐ 500 gallon tanks in 90‐days is a prodigious challenge for any propane company, especially for most local providers, given size. Propane tank availability in these volumes is a major concern at present time. Current lead times for new tanks (given COVID‐19) are significantly longer than in the past. Therefore:

Contractor shall propose time lines with phase in/ phase out plans but no more than 90 calendar days.

Understanding the award will be granted and the performance period will begin July 1. Can more than 90‐days be granted for transition and completion of Phase In?

Contractor Shall propose time lines with phase in/ phase out timelines with their Proposal but no more than 90 calendar days.

Is it possible for the government to purchase the existing contractor‐owned tanks?

This would reduce the amount of tank change‐out disruption and allow the winning bidder to avoid the largest hurdle, which is acquisition and change out of a large number of new tanks. Tank supply is currently limited, and lead times are abnormally long.

The coordination of such purpose would not be coordinated through the Government but with the incumbent (Contractor)

Will bids be considered if the applicant determines they cannot provide services in for CLINs 0001 and 0002 in the timeframe provided? Would a proposal for CLIN 0003 and onward be looked upon favorably? (This would allow a year to plan, order/receive materials and manage a successful transition. More time for Phase In execution is key to any challenger succeeding with top‐level performance.)

No partial quotes shall be considered for this requirement.

Clarify what is meant by the bid pricing requested in the opening pages. "The CLIN structure will be qty of dollars at unit price $1.00." Since it asks for a "Net Amount", shall we define that as "Margin x gallons"?

Due to limitation on our Contract Writing System and Financial Systems the unit price shall be $1 each and the total quantity (total dollar value that should include the gallons x the propane rate per gallon(fully burden to include delivery, gas price, and labor of distribution, G&A ETC. , and all inclusive list. )

Is the 1,011,000 gallons included in the solicitation a guaranteed minimum and maximum quantity, annually?

The estimated value of 1,011,000 gallons is not a guarantee min or max, annually.

Can we have a representative visit each site to see many of the propane tanks in service, prior to the bid deadline to assess scope and conditions of Base‐owned and Contractor‐owned tanks? Is so, how soon?

Yes, See 30 under "Site Visit" for details.

We understand Phase‐in setup is only allowed Mon‐Thurs. Are fuel deliveries allowed on Friday, or Saturday? Can we access the base on weekends for emergencies?

Yes, emergencies and coordinated with the COR (bone‐fide emergency) and if on weekend coordinated and approved by the COR.

Can you clarify the dispensers that are needed for refilling smaller cylinders? Must the contractor refill these small cylinders, or simply provide equipment stations and /training for Government staff to do so?

The dispenser types are hosing fitting type for the smaller cylinders.

Yes, the contractor shall refill all small cylinders. The Majority are commercial type cylinders.

Are transport deliveries required to weigh in and out? We will use a third party, subcontractor to deliver bulk transport loads. Is this acceptable?

Yes, the transport are weighed in and out at the determination of the COR. The determination to use a subcontractor for bulk transport deliveries is a Contractor determination and decision. See 5.2.4.1.

Are the regulators and copper tank connectors considered base property, and will they be left behind by the incumbent?

SEE Section 4.1.2 and 10.1 (h)

Same question applies to concrete tank support blocks. Will these be left in place by the incumbent?

The existing Concrete "blocks" are owned by the incumbent Contractor. If Concrete blocks are required to support the tanks then the Contractor shall be required to provide.

Will contractor‐owned tanks be at the lowest possible capacity prior to swap out?

(It takes considerable time and effort to transfer large quantities of fuel from one tank to another, during swap out.)

N/A

Is the current propane contract is a matter of public record? If so, can you provide the current agreement, which would help us be as competitive as possible?

Yes, FPDS search for "PROPANE" DUGWAY.

In 2016 the total estimated gallons to bid on were 9,645,519 compared to the current bid of 5,055,000. Just wondering why the difference. 2. Please explain why the est. gallons are different from the last bid and if the direct ship or Bobtail gallons have increased or decreased since then and why?

User use has changed and is variable, and Dugway has demolished a large amount old family housing.

27 When will the addendum be published? 5/20/2021

On Page 45, under Fixed Price Changes:

A maximum price ceiling shall be proposed per annual (12 month) based on historical information.

What historical information will be used for this?

Deleted.

29 Will there be a scheduled site visit/tour? YES. See SF 30 under ‘SITE VISIT’ for details
