Instructions for Fixed Price Contract Line Item (CLIN) with Economical Price Adjustment for Propane Gas:
For this requirement a “fixed price” shall be established to track changes in the market price of propane gas sold and/or distributed in the State of Utah for the Dugway Proving Ground Propane. This fixed price is established within the proposed propane indexes that will be used to establish the prices per delivery on this contract. The fixed price is reported weekly in the Butane-Propane News (BPN) Weekly Propane Newsletter, Published by Butane-Propane News, Inc., 3380 E. Foothill Blvd., P.O. Box 660698, Arcadia, CA 91006. Phone: (626) 357-2168.
This newsletter is published on Thursdays and reports rack prices (excluding other fees, assessments, and taxes). Throughout the period of performance of the contract for the fixed price with economic price adjustment change method(s) or other publication will be considered for Agreement administration during the term of the Agreement.
The determination of “BPN” supplier is based on where the propane is supplied from. The offeror shall state in there proposal what BPN supplier (location) is used and rates are based on.
Fixed Price Changes:
BPN Weekly Newsletter will be used as the fixed price for the Dugway Contract for each month’s billing cycle. The Agreement bench price shall be calculated on a monthly basis on the last week of the month published index price. The updated fixed price shall go into effect on the 1st day of the following month and shall continue in effect through the duration of the month.
The contractor shall email in advance the rate for the future and upcoming delivery to the COR and have acknowledgement of that price and next month rates established by the BPN Weekly Propane Newsletter. The Government will acknowledge receipt of the pricing via electronic means (email) of monthly rate. Include this information in the deliverable reports.
