RFI 01. JOC W911S2-16-R-8001

12/2/2016

1. I am writing to respectfully request, per CFR 51, FAR 8.7, FAR 52.208-9, CFR 48, and JWOD Act 41 USC 48, you update your solicitation to insert this clause into your current listings as it is important for all potential bidders for the your contract to understand that in performance of their contract requirements, the procurement of certain mandatory source Procurement List items will be required. Therefore, obtaining quotes/costs/pricing of these mandatory items would be prudent for accurate bidding?

ANSWER: Added FAR 52.208-9 in solicitation

2. Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity? If not, is this a new requirement?

ANSWER: Yes. This is a reprocurement for the previous JOC contract. The contract number for the previous JOC contract is W911S2-11-D-8001

3. I am reaching out regarding the HubZone bid for Fort Drum (Sol: W911S2-16-R-8001). Can you please let me know if this bid is going to require any New York state licensing on behalf of the Prime?

ANSWER: Please refer to the solicitation for all licensing requirements.

4. Please advise as to where in the solicitation I can find the UPB (Unit Price Book)?

ANSWER: The Unit Price Book is not provided in the solicitation. The RS means software which includes the unit price book will be provided by the contractor as per the solicitation.

5. Who has the current JOC Contract?

ANSWER: The contractor for the previous JOC contract was Odyssey International Inc. This contract has expired.

6. Is the Current JOC contract HUBZone?

ANSWER: The current JOC contract has expired. It was procured and awarded as 100% HUBZONE set-aside.

7. What are the current Coefficients on the current JOC Contract?

ANSWER: The JOC contract has expired, the UPB used in the previous JOC contract will not be used in the new contract.

8. Is Prime/Sub Teaming allowed? And if yes, will the past Performance of the critical subcontractor be allowed and evaluated?

ANSWER: IAW FAR 52.219-3 Offers are solicited only from HUBZone small business concerns.

Offers received from concerns that are not HUBZone small business concerns will not be considered. (2) Any award resulting from this solicitation will be made to a HUBZone small business concern.

Any further guidance in reference to teaming, can be provided by the SBA.

9. SOW Part 4, 4.2 This paragraph states that MicroStation V8i will be needed for “viewing existing government drawings”. Please clarify if these government drawings typically constitute government task order-specific concept plans or just existing government as-builts?

ANSWER: The majority of existing government as-built drawings are in .dgn format. Task order-specific plans may include .dgn concept plans.

10. Will the Government issue a formal scope of work for each task order, or are formal scopes of work developed jointly between the government and the contractor, or is the contractor solely responsible for development of formal scopes of work?

ANSWER: The final scope of work will be developed by the government and presented to the contractor by the KO in a Request for Task Order Proposal.

11. Bid Schedule, 6. Pricing of Construction Contracts with Options, Bare Costs Defined In this section, bare costs for materials are noted as “may include freight”. However in Factor 3, Price, “shipping of materials to the jobsite” is listed as being included in the coefficient. Please address this discrepancy?

ANSWER: Bid Schedule 6 concerning the cost of materials has been changed from “may include freight” to “excluding freight.” Shipping cost are to be included in the coefficient.

12. General: Are NYS P.E. stamped drawings, design or calculations ever required on task orders?

If formal engineering is required, does the contractor use 4Clicks database line items for such engineering, or would engineering be a non-pre-priced item??

ANSWER: Certain task orders will require PE stamped drawings and the requirement will be defined in the Final Scope of Work. The pricing for these drawings will be established using the

UPB.

13. 00800 SOW, 1.3.5. On-Site Drawing Operator: This specifies that the Drawing Operator “shall have a certification in Microstation GeoGraphics”. Per our contact with Microstation, they do not issue any such certification. Please clarify the certification requirement in particular as to who authors and issues the required Microstation GeoGraphics certification?

ANSWER: Certification will not be required. Verbiage has been updated in the SOW.

14. Is a copy of the Gordian UPB going to be provided so an evaluation of unit pricing can be made to determine Contractor Coefficients? This is typically provided as part of the solicitation or

RFP”?

ANSWER: The Unit Price Book is not provided in the solicitation. The RSMeans software which includes the unit price book will be provided by the contractor as per the solicitation. Factor 3:

Price in Instructions to offerors has been updated by removing “Gordian”.

15. In reference to the instructions indicated in Enclosure 2 Past Performance Risk Assessment Questionnaire Letter, Ms. Gargard’s email address is listed incorrectly, asnennie.y.gargard.mil@mail < Caution-mailto:nennie.y.gargard.mil@mail >?

ANSWER: email address has been corrected to nennie.y.gargard.mil@mail.mil

16. Section 5. Factor 2: Past Performance (b) of the RFP instructs PPQs are to be sent to both Ms.

Gargard and Ms. Mustizer, which differs from the instructions provided in the Enclosure 2 Letter.

ANSWER: Updated. Email all Past Performance document to nennie.y.gargard.mil@mail.mil

17. The solicitation states that proposals should be on standard 8.5 x 11 inch paper in portrait orientation. However, will you consider allowing landscape orientation for charts and graphics?

ANSWER: IAW with the Solicitation, “Instructions to Offerors” Section M: OFFER SUBMISSION:

All offers must be RECEIVED on COMPACT DISK (CD) prior to the offer due date in box 10 of this solicitation (first page). PAPER COPY OFFERS WILL NOT BE ACCEPTED. HOWEVER, required in hard copy are: the first page of the SF 1442 signed and dated, first page of any and all amendments to the solicitation signed and dated (if applicable), and original signed and Bid Guarantee. All hard copies shall be executed with the original signature of the Offeror. Required hard copy documents shall be included with the digital proposal submission.

18. The Will the Government allow the use 11 x 17 inch paper for charts and graphics?

ANSWER: IAW with the Solicitation, “Instructions to Offerors” Section M: OFFER SUBMISSION:

All offers must be RECEIVED on COMPACT DISK (CD) prior to the offer due date in box 10 of this solicitation (first page). PAPER COPY OFFERS WILL NOT BE ACCEPTED. HOWEVER, required in hard copy are: the first page of the SF 1442 signed and dated, first page of any and all amendments to the solicitation signed and dated (if applicable), and original signed and Bid Guarantee.

19. The Please see the RFI below, the Performance and payment bond requirements place a burden on us as a GC and we request that this requirement be modified.

Under section 3. Bonds it states that 100% Payment and performance bond for the yearly maximum value of $19.8 Million is due within 10 days of award. This requirement seems irregular as typically we take out performance and payment bonds on an as needed basis for the individual task orders. This large of a performance and payment bond would also require us to expend a large sum of money for work that may not be done.

Can this requirement be removed or modified to state that 100% performance and payment bonds will be required on all individual task orders?

mailto:nennie.y.gargard.mil@mail.mil mailto:nennie.y.gargard.mil@mail.mil

ANSWER: IAW FAR 52.228-15 (b) (1) Performance Bonds (Standard Form 25). The penal amount of performance bonds at the time of contract award shall be 100 percent of the original contract price.

IAW FAR 52.228-15 (b) (2) (Standard Form 25-A). The penal amount of payment bonds at the time of contract award shall be 100 percent of the original contract price.

Therefore 100% Payment and performance bond for the yearly maximum value of $19.8 Million is due within 10 days of award.

20. Does the 4Clicks JOC Book (data base) for this contract include the posted Davis Bacon base rate and the posted Davis Bacon fringes? Paragraph 6. Factor 3 Price has a bullet note after “Employee Payroll Taxes” showing that “Insurance and Fringe Benefits” are to be carried in the coefficient. Please clarify if the Davis Bacon fringe benefit is carried in line items on 4Clicks or if that cost is to be carried in the coefficient?

ANSWER: Davis Bacon fringe benefit is not carried in line items on 4Clicks and that cost should be carried in the coefficient.

21. Section 00800, 1.3 lists the required on-site personnel required for the Fort Drum JOC.

Superintendent(s) are not listed. Is it the Government’s intention that the required Project Engineer would fulfill the role of a Superintendent?

ANSWER: The Government RFP has identified minimum staffing levels that are required positions and shall be filled at any time during the contract period. Government is not implying the position of Superintendent or their duties be performed by others only that during certain periods and workloads the position of Superintendent may not be needed and therefore is not one of the required on-site personnel.

File details come from the government source that posted it. Updated .
