W911S024R0003 - Q&A
| Reference | Questions | Answers |
| Past Performance Assessment Questionnaire | 1) The Past Performance Questionnaire states must be returned to Government by 7 March. We request the Government relax the due date to Noon, March 29 to give our Government customers adequate time to complete their evaluation. | 1) Please refer to the updated Past Performance Questionnaire Attachment 2. |
| Solicitation W911S024R0003 | 2) The current solicitation requires past performance within 3 years. In an effort to increase the amount of qualified vendors that have extensive past performance and to increase market competition, would the Government consider extending the required past performance history from within 3 years to 5 years? | 2) No, the Government will not consider extending the required past performance history from within 3 years to 5 years. |
| Solicitation W911S024R0003 Page 27, 2. Past Performance Factor/Relevancy/Magnitude criteria | 3) "For references with performance periods that exceed one year in length, the dollar value of the reference will be divided by the total performance period to determine if it meets the required magnitude. In order for a dollar value of the reference to be considered of similar magnitude, the amount would have to be at least $7,000,000." To increase competition, will the government consider removing the threshold requirement, or at least lowering it to $5M to align with historic performance of this exact work? | 3) The Government believes that the level of effort for this contract matches the dollar amount for the magnitude in the current version of the solicitation. This is partly due to market condition changes since the historical contract and includes additional years in the period of performance when compared to the historical efforts. (Previous Contracts were for 3 years. This is anticipated to be 5 years.) |
| DD 254 Section 1b and 11b-d | 4) In Section 1b, it is identified that Safeguarding is Secret. Section 11b, c and d indicate that Contractor will receive, store and generate classified information at Contractor facility. However, in section 8 (attachment), it does not identify Contract facility as Actual Performance Location. Is safeguarding required (classified work performed at contractor facility)? If so, when is it required, pre- or post-award? | 4) DD 254 Section 1b and 11b-d do not state that the Contractor will receive, store and generate classified information at Contractor facility. All work (Secret or not) will be conducted at either the Enterprise Multimedia Center or other CONUS government facility. No work that falls within the scope of the contract will be conducted at a Contractor facility. Please see updated DD 254 for more information. |
| Solicitation W911S024R0003 Page 3-14 | 5) Will the Government provide plug numbers for the EMC Support Services CLINs? | 5) Please see updated Attachment 3 Pricing Worksheet. |
| Solicitation W911S024R0003 Page 61 (2.b.) | 6) We request the Government clarify whether the Offeror's submission is only electronic (via email) or a combination of electronic (email) and hard copy (CD/DVD). If hard copy is required, we request detailed instructions on what address to deliver the hard copy and hours the Government will accept delivery of proposals. | 6) Please refer to the updated verbiage in SF 1449, Amendment 2. |
| Solicitation W911S024R0003 Page 61 (2.b.) | 7) We request the Government clarify whether electronic document files must be delivered in native format (i.e. docx, ppt, etc.) or if they may be converted to pdf. We understand spreadsheets must be submitted innative Microsoft Excel and viewable in Microsoft Excel 2007 format. | 7) Please see SF 1449, Amendment 2. |
| Solicitation W911S024R0003 Page 62 (i) Vol. I (f) | 8) We request the government clarify whether one or two Past Performance Questionnaires are required for each contract Offerors are referencing. The instructions require we send a PPQ to both the Contracting Officer (CO) and the Contract Technical Representative (CTR). Should we request each organization submit two PPQs to the Government or only one (either the CO or the CTR). | 8) Please see SF 1449, Amendment 2. |
| Solicitation W911S024R0003 Page 62 (i)(b) VOLUME I – Past Performance | 9) In order to ensure bidders have the requisite experience required to support the EMC, will the Government disallow the use of meaningful involvement when evaluating both prime and subcontractor past performance? Reliance on the experience of an affiliate entity is misplaced if the affiliated concern does not contribute to performance of the contract. | 9) The Government will allow the information as set forth in the referenced paragraph. Please see SF 1449, Amendment 2. |
| Solicitation W911S024R0003 Page 64 (iv) Vol. IV (3) Tab B | 10) Will the Government be releasing a Standard Form 30 for the Amendment(s) released on sam.gov on Monday, March 4, 2024. If not, we request the Government provide guidance for how Offerors should acknowledge receipt of the new RFP documents. | 10) Contracting Office erroneously did not release the amended SF 1449 on SAM.gov. As such, the Contract Office does not require acknowledgement for Amendments 1 & 2 in SAM. SAM Amendment 3/1449 Amendment 1 was released 15 March 2024. The Contracting Office requests acknowledgement for SAM Amendment 4 which will take into account all of the questions received in response to the solicitation. Note that the SF 1449 will show Amendment 2 due to this error on the Contracting Office's part. |

Travel locations are always military posts or commerial locations within CONUS. Trip length varies depending on the mission but is typically 3-10 days. See PWS Section 1.29, p. 16. |

| Solicitation W911S024R0003 | 63) We have sought a Past Performance Questionnaire (PPQ) from our Intelligence Community customer, but due to the classified nature of the work on the contract, they are unable to respond in a timely manner. In lieu of the PPQ, we request the Government allow us to provide the customer’s full contact information (name, address, phone, email) in our proposal so the Government may reach out directly to our customer for evaluation information. | 63) Yes, please refer to SF 1449, Amendment 2 (i) VOL I (g). |
| Past Performance Questionnaire | 64) Our customer completed and submitted their evaluation on the PPQ form released in Amendment 1. We request the Government confirm that they will accept this submission instead of requiring our customer to fill out the same information again and submit on the new form. | 64) The Government will accept submissions received on the older Past Perfomance Questionnaire form. |
| Solicitation W911S024R0003 | 65) Is the Past Performance Reference Sheet what needs to be turned in to qualify as a response, or are you looking for any additional information to be included as well? | 65) Please refer to the Addendum to FAR 52.212-1 in the SF 1449 Amendment 2 for instructions. |
