Question 609. Work Item 43, paragraph C.43.4.1 requires the contractor to “Provide the services of a qualified manufacturer’s repair technician for the troubleshooting, disassembly, inspection repair, re-assembly, and adjustment of the LSV bow and stern thruster”. This item has been down-scoped to remove, repair of the propellers (completed by a qualified propeller repair facility, not the manufacturer), replace the output shaft seals, drain, flush and refill the gear boxes, prepare and paint the unit and reinstall the propeller. The contractor is no longer tasked with disassembly, inspection, repair and reassembly. Is bringing in a manufacturer’s representative for each system necessary any longer?

Answer – Qualified manufacturer technician will be required for repairs to the thruster units. Service and repairs to the thruster propellers will require the services of a qualified propeller repair technician. Revised Specifications for C.43 are attached to this Amendment.

Question 610. Paragraph C.43.6.3 requires the contractor to complete repairs to the propeller. The government has not defined the parameters of repair. For example, the LSV 7-8 Propeller Repair Item C.3 includes paragraph C.3.5.2 which states, “Repairs to propeller blades shall be limited to approximately 10% of propeller diameter and material buildup not to exceed 5% of the designed propeller weight. Reshaping to be limited to minor corrections in pitch, contour and/or rake”. The contractor requests that this language be inserted into Work Item C.104 for the LSV 7-8.

Answer – Revised Specifications for C.43 are attached to this Amendment

Question 611. Work Item C.43, paragraph C.43.6.3 requires the contractor to complete repairs to the propeller. The contractor requests that language mirroring the LSV 7-8 Propeller Repair Item C.3, paragraph C.3.5.3 (excessive repairs) be inserted into Work Item C.104 for the LSV 7-8.

Answer – Revised Specifications for C.43 are attached to this Amendment.

Question 622. Work Item C.322 has requirements for opening, gas freeing, and accomplishing component inspections and repairs for the various voids and shaft alleys, as well as power tool cleaning and painting requirements for each, however, there are only CLINs in the LIPs for the power tool cleaning and painting requirements, and no CLIN for the “Inspection and Repairs” requirements as there has been in all previous IDIQ contracts. Shouldn’t there be CLINs 0322AA, 1322AA, 2322AA, 3322AA, and 4322AA to account for the inspections and repairs, with follow-on CLINs being re-numbered sequentially? Please clarify.

Question 623. Work Item C.308, paragraph C.308.5 requires 1,500 test readings, but the applicable

CLINs in the LIPs only require pricing for 1,000 readings. Which quantity is correct? Please revise either the work item or the LIPs to reflect the proper quantity.

Answer – Revised LIPs attached to this Amendment. LIPs revised to read as follows:

Question 624. Work Item C.309, paragraph C.309.7.2.3 requires contractor to remove and replace 6,000 pounds of medium grade steel and marine grade aluminum. The applicable CLINs in the LIPs do not differentiate between the two different metals. There is an obvious cost difference between not only the material costs, but also the labor costs for each of the two different metals. Please advise how much of the 6,000 pounds will be steel, and how much will be aluminum, and/or provide separate CLINs for pricing of each type of metal. Combining them into one lot for pricing is not feasible.

Answer – Revised Specifications for C.309 are attached to this Amendment. Revised LIPs attached to this Amendment. LIPS revised to read as follows:
