SECTION SF 30 BLOCK 14 CONTINUATION PAGE

The following items are applicable to this modification:

1. The purpose of this Amendment is to provide answers to the following questions from Industry:

Question 1. There are no specifics regarding temporary services that may or may not be required for the various vessels. I understand that these services may not be exactly known but can the government provide a basic requirement regarding shore power and other known service that will be at a minimum required for bidding purposes for each vessel type.

Answer: Answer: Contractor to obtain shore power requirements from TM's and drawings, which are provided upon request as discussed in the solicitation. Contractor to provide services to the vessel that enable them to accomplish all work and comply with the General Requirements.

Question 2. Per Note 8. Liquidated Damages on page 7 of 81 of the Solicitation, are the values indicated a typo?

Answer: No. Based on Industry published day rates for equivalent equipment.

Question 3. Per Note 8, Liquidated Damages on page 7 of 81 of the Solicitation, is this cost a per day charge?

Answer: Yes. Based on Industry published day rates for equivalent equipment.

Question 4. Per Note 8, Liquidated Damages on page 7 of 81 of the Solicitation, if this is the intended value Contractor respectfully requests that Government please provide justification for the LD's increasing 489% since this task order was issued for release in 2013? Contractor also respectfully requests Government's consideration of a more reasonable cost value?

Answer: Based on Industry published day rates for equivalent equipment.

Question 5. In the Specifications document, it appears that some classes of Vessels are not included in the Table of Contents.

Answer: The SLWT class (C.500-512), MWT/CF class (C.550-562) and LCM Mod 2 class (C.750-777) have been incorporated into the Table of Contents. Table of Contents revised accordingly.

Question 6. Contractor notices that Towing is not included in the CLIN's for any of the vessels? Is this because Government intends to bid this as a Section 2 item in each issued task order?

Answer: In the event the Government does not deliver the vessel, Towing will be included as a Section 2 item.

Question 7. Contractor notices that Item C.211 Rudders is not broken down into various line items as it has been in past solicitations. For instance, if this item were broken down into the various components on rudder repairs required such as lower rudderstock bearings, upper bearing ,carrier bearings, etc. this item would be a huge cost savings to the Government since rudders often have selective repairs required. Would Government consider the breakdown of this item accordingly?

Answer: The below items are included in the Specifications. The below were inadvertently not broken out in List of Individual Prices. LIPs revised accordingly.

0211AA Removal, Examination, Repairs and Reinstallation 2 EACH 0211AB Cleaning, Inspection and Repairs 2 EACH 0211AC Lower Rudderstock Bearings Replacement 2 EACH 0211AD Upper Bearings Replacements 2 EACH

0211AE Carrier Bearings Replacements 2 EACH 0211AF Lower Spacer Bearings Replacements 2 EACH 0211AG Shoe Bushings Replacements 2 EACH 0211AH Pintles Shaft Replacements 2 EACH 0211AI Pintles Shoe Plates Replacements 2 EACH 0211AJ Rudder Shoe Plates Replacements 2 EACH

Question 8. Contractor notices that Government has not included abrasive blasting as an option to price in the tanks? Would Government please consider reinserting Abrasive Blasting into the specifications for these overhauls since sometimes these tanks need abrasive blasting since they are beyond the ability to power tool clean? Or is this going to be Section 2 item at the task order level?

Answer: Yes, this item now becomes a section 2 repair if required.

Question 9. In Attachment 3, it references C.900 BK Class Vessel but there are no Specs provided and no CLIN's?

Please advise.

Answer: There are no BK Class Vessels assigned to the East Coast. Items C.900. through C.906. should be DELETED from the Table of Contents. Table of Contents revised accordingly.

Question 10. Under C.200 Specs for the LCU, Contractor does not see a cost line item or Specification for Hull Cleaning (Main Deck and Above)? Was this inadvertently removed?

Answer: No. If required, this will be a section 2 item.

Question 11. Solicitation requests pricing for (12) Classes of U.S. Army watercraft. Several Classes have beams in excess of our current dry docking capacities. Consequently we are unable to dry dock either the LSV vessels or the Derrick Crane Barge. Will the Government consider and accept a proposal for some, but not all, Classes of U.S Army watercraft covered by this solicitation?

Answer: Note 1 on page 6 of the Solicitation states that "All items of work in the List of Individual Prices (LIPs) must be completed in their entirety for the Base Period and four (4) option periods for EACH vessel for which the Offeror wishes to be considered. Offerors are not required to complete the LIPs on the vessels for which they do not wish to be considered. "

Question 12. Review of the solicitation does not reveal a provision for delivery of the U.S. Army watercraft to the Contractor's facility, or for the redelivery back to the watercraft's base of operation.

There appears to be no provision in the Pricing Document for Delivery / Redelivery of the watercraft.

a. How does the Government propose to deliver and redeliver each watercraft to the successful Contractor's facility?

Answer: Army Tug in accordance with (IAW) General Requirements, or Towing will be priced as an item in Section 2 in the Request for Delivery Order Proposal (RDOP).

b. Does the Government intend to impose an "out of port" cost differential to specific responses to each Request for Delivery Order Proposal (RDOP)?

Answer: When Towing is included as a Section 2 item, the cost for Towing will not be evaluated in the contractor's proposal as part of their proposal price.

Question 13. Will the Government provide the current location for each of the principal watercraft (LSVs, LCU 2000s, LT-800 Tugs & ST-900 Tugs)?

Answer: Locations of Vessels are indicated in the OCM Summary Pricing Sheets (Attachment 1, pages 69-73 of the Solicitation).
