About this file
This document is a Facilities Response to Contractor Questions for the EACH (Evans Army Community Hospital) Shelving Project, dated 20250520. The file contains detailed responses from Mr. Osborn to multiple questions about a shelving removal and reinstallation project at Fort Carson, Colorado. Key details include removing 7 rolling shelves from the Patient Administration Division (PAD), 6 shelves from Emergency Room (ER) Room 1951A, 5 shelves from ER Room 1963, and relocating 3 shelves from Human Resources to the Optical department. The project requires contractors to carefully remove and dispose of shelves, ensure floor levelness after removal, and avoid damaging hospital infrastructure, with contractors being liable for any incidental damages during transportation. Specific instructions cover gate access, daily badging, building navigation, loading dock usage, and shelf marking procedures.
The project is part of a small business set-aside contract (Solicitation Number W911RZ25QA011) for the Mission Installation Contracting Command at Fort Carson. The period of performance is from 09 June 2025 to 09 August 2025, with a site visit scheduled for 19 May 2025 and solicitation closing at 09:00 AM MDT on 23 May 2025. The contract involves de-installation, removal, transportation, and disposal of rolling file systems, as well as movement and reinstallation of rotary file cabinets between specific rooms in Buildings 7500 and 7503. Contractors must provide documentation of equipment serial numbers and ensure all installations comply with safety requirements, such as not blocking fire sprinklers or existing room accessories.

Evans Army Community Hospital Facilities Response to Contractor Questions EACH Shelving Project 20250520
Email 5/20/2025 6:43 AM from Larsen-Pitcher, Laura M.
Responses from Mr. Osborn in bold blue.
1. If needed, all contractors will get a pass at the front gate to enter Fort Carson. You can go to the kiosk at the front gate visitor center or go on line to request a pass at: https://home.army.mil/carson/contact/visitor-information / Select at the top, Access and Gate Hours / Under Visitor Access Requirements select the website: HTTPS://PASS.AIE.ARMY.MIL / select ARMY / select Fort Carson and follow the instructions given.
2. Contractors will meet every morning at Mr. Bob Osborn’s office for daily badges in Logistics area: Facilities office. Mr. Osborn are there any special instructions here?
Response. No. Please direct workers to Facilities in B7500 R0507 on the Service Level for Contractor’s Badge. The lead will sign for one badge before work begins and turn in the badge when work ends each day. Do not take the badge at the end of the day. It must be turned in.
3. The PAD, ER, and Optical all have codes or badge readers to get in the offices. Mr. Osborn, how will the contractors get in and out all day long for these areas?
Response. We will notify security, leadership and staff in each area. They will provide access. I can assist with access if any problems are encountered.
4. All three buildings are set next to each other and connected with walkways and elevators, with many entries and exits to use.
Response. We can orient workers on day one. Please see the attachment for each specific area. Rooms and routes for moving materials and equipment are indicated by red arrows. Dimensions of shelving units are included.
5. The warehouse dock will be used to deliver/take away items. Please be quick and safe when using this dock as it is used by many other personnel/companies throughout the day. Mr. Osborn, are there certain times of the day that are better than others to use the dock?
Response. The loading docks are used to support the facility’s mission. This work is also in support of the mission. The docks will be used for active loading and unloading only. When workers are in the building working on the project, their truck will be moved to a parking spot. The truck may be returned to the docks for active loading and unloading.

6. The freight elevator will be used to transport items from one floor to the next. Mr.
Osborn, what is the location of this elevator?
Response. We can orient workers on day one. Please see the attachment for each specific area. Rooms and routes for moving materials and equipment are indicated by red arrows. The service elevators are depicted in the attachment.
7. The ER Ambulance entrance/exit will be made possible to use to remove shelves out of the area on to a contractor’s truck.
Response. As discussed during the walk thru on Monday, 19 May 2025, we will coordinate with Department of Emergency Medicine leaders and staff regarding the use of exits in their area. They will be made aware of the plan and provide guidance. Specific instructions to workers will be provided.
Planned routes for material and equipment movement are depicted on the attachment by red arrows.
8. Mr. Osborn, do you know the brand name of rolling shelves they are in each room? I don’t know if that is such a thing. I didn’t look yesterday. This might help the contractor know what they will need to remove them.
Response. During the walk thru on Monday, 19 May 2025, contractors did not voice concerns or ask questions regarding brands. Several contractors took photos of the shelves for their reference. Happy to address this if it becomes a concern.
9. All rolling shelves in all areas will be marked for removal and or disposal with some sort of identification method. Ms. Osborn, what will they be marked with?
Response. For B7500 R1506 only. Shelves will be numbered and marked with a black marker. For example, 1 Remove, 2 Remove, 3 Remove … This is only a concern in B7503 R1506 where several other shelves will remain in place.
Photos of these marking may be found in the attachment. In B7500 R1951A and in B7500 R1963, ALL shelving units in each respective room will be removed and disposed of. Therefor the shelves in B7500 R1951A and B7500 R1963 will not be marked.
10. Shelves from HR (3 shelves) will be removed and reinstalled in Optical. All other shelves, in ER and PAD, will be disposed of once removed.
Response. That is accurate. With the exception of the rotary shelves that will be moved from B7505 R125 to B7500 R2214, all shelves in B7500 R1951A, B7500 R1963, and B7503 R1506 will be removed and disposed of.
EACH Shelving Project 20250520
11. All areas will need the floor to be level once the shelves are removed, except in HR where the shelves sit on carpet. Do not worry about the carpet condition once the shelves are removed.
Response. That is accurate. The raised platforms with the tracks will remain in place. The tracks must be filled level with the surface area of the platform with no trip or fall hazard. In B7503 R1506 one section missing the raised platform under a stationary shelf (#4 in the attachment) will not be removed.
12. ROOM 1: PAD / Patient Administration Division: Bldg 7500, Rm 1506: 7 rolling shelves. The 8th stationary shelf is no longer going to be removed. Remove and dispose of the 7 shelves. These shelves will be marked for removal/destruction.
For dimensions see the attachment. Mr. Osborn can you be more specific on the flooring fix and the stationary shelves.
Response. The raised platforms with the tracks will remain in place. The tracks must be filled to the level of the surrounding surface area of the platform with no trip or fall hazard.
13. ROOM 2: ER/Emergency Room: Bldg 7500, Rm 1951A, 6 shelves to remove and destroy. See attachment for dimensions. The floor will need to be made level with the flooring around it. Mr. Osborn can you be more specific on the flooring fix?
Response. The raised platforms with the tracks will remain in place. The tracks must be filled level with the surface area of the platform with no trip or fall hazard.
14. ROOM 3: ER/Emergency Room: Bldg 7500, Rm 1963, 5 shelves to be removed and destroyed. See attachment for dimensions. The floor will need to be made level with the flooring around it. You are not removing the sub-flooring. Mr.
Osborn can you be more specific on the flooring fix?
Response. The raised platforms with the tracks will remain in place. The tracks must be filled level with the surface area of the platform with no trip or fall hazard.
NOTE*Contractor will be responsible for all damages that occur during the transporting all shelves throughout the hospital facilities. (example: if you are rolling out shelves and end up breaking a glass door or putting a hole in the wall. The Contractor will be made liable to repair those incidentals at no cost to the government.

Response. See attachment for routes and service elevators.
Room 2214 is on the second floor of building 7500 the center building. There is a freight elevator to use to get to this second-floor office that goes from basement on
