About this file
This is a Performance Requirements Summary excerpt from a Performance Work Statement (PWS) for Catholic priest services for FY26. The document establishes performance objectives and minimum acceptable service levels that are critical to mission success.
The contractor must deliver the following services with 100% performance standards: conduct up to four weekend masses on Saturdays and Sundays; hold confession before or after each weekend mass; conduct eight Holy Day masses annually; conduct two penance services; and conduct 24 special masses. Additionally, the contractor must provide counseling services for various special needs including pastoral care, marital counseling, and premarital counseling as specified in sections 5.2.11, 5.2.12, and 5.2.14 of the PWS. All services are subject to periodic inspection surveillance with monthly Contracting Officer Representative (COR) reports submitted to the Contracting Officer (KO). The first failure to meet performance standards will result in issuance of a Contractor Action Request for Continuance, with consecutive failures triggering a corrective action plan developed at the KO's discretion.
