About this file
This is a Questions and Answers document for federal solicitation W911RX26QA047 issued by Fort Riley. The solicitation is for a forestry mulcher with integrated vehicle ("mulcher attachment with car") and is structured as a 100% small business set-aside Lowest Price Technically Acceptable (LPTA) award. The offer due date is June 30, 2026, and evaluation will be conducted on a "Meet or Exceed" basis against salient characteristics listed in the attachment "Forestry Mulcher – Salient Characteristics," with award granted to the lowest-priced SAM-registered small business offering a technically acceptable product. Fort Riley will not utilize pre-existing contracts from other government agencies.
Technical evaluation guidance clarifies that dimensional attributes (length, height, ground clearance, width, weight) are evaluated individually rather than as a single pass/fail item, with bidders required to provide exact specifications for any metrics not meeting baseline requirements. For attributes where lower values provide operational advantages (e.g., weight, width), bidders may propose lower numbers if they demonstrate how such values meet the operational intent of the solicitation. Alternative configurations are permissible for engine power (500 hp/373 kW accepted if functionally equivalent to the specified 550 hp/411 kW), electrical systems (12V accepted as alternative to 24V/110A if technically justified), and final drive configurations (two-speed hydraulic motor accepted as alternative to infinitely variable axial piston drive) provided bidders submit detailed technical narratives demonstrating equivalence or superiority. The burden of proof rests entirely on vendors to clearly demonstrate how offered products meet or exceed each specified characteristic.

Questions and Answers
June 16, 2026
Question 1
Q: Our company believes that the salient characteristics listed in attachment ‘Forestry Mulcher – Salient Characteristics’ Closely resembles those of a pre-extant product manufactured under a specific brand name. Does this indicate that this solicitation is using a ‘Brand Name or Equal’ method for evaluation of Technical Acceptability, or will Fort Riley accept product which ‘Meet or Exceed’ those salient characteristics, regardless of brand.
A: Per attachment ‘Forestry Mulcher – Salient Characteristics’, Technical Acceptability for this requirement will be evaluated on a ‘Meet or Exceed’ basis. Any product, regardless of manufacturer brand, which Meets or Exceeds the listed characteristics will be considered Technically Acceptable.

Question 2
Q: Our company manufactures attachments for skid steers which we believe could fulfill the same purpose as the full body + attachment at a significantly reduced cost. Will Fort Riley accept quotes for just vegetation management attachments?
A: Per the solicitation and its attached documents, Fort Riley is only able to accept offers which meet or exceed the list of salient characteristics listed in the attachment ‘Forestry Mulcher – Salient Characteristics’. We encourage prospective contractors to use their own best judgement on whether the product they offer can fulfill these criteria.
Question 3
Q: Our company already has a contract for a similar item with another government agency.
Is Fort Riley MICC able and willing to utilize our pre-existing contract with another government agency?
A: No. Solicitation W911RX26QA047 has been solicited as a 100% small business set-aside LPTA, not utilizing pre-existing sources. Award will be granted to that SAM Registered business which is able to deliver a technically acceptable product at the lowest price among offerors.
Question 4
Q: Parts of the solicitation refer to the desired product as a ‘Mulcher attachment with car’.
What does the word ‘car’ mean in this context?
A: ‘Car’ is a generic term, referring to the motored portion of a machine. Here it is being used to denote the part of the machine which contains the motor, cab and vehicle propulsion, and to which the vegetation management attachment is attached. Please ensure that your offered product conforms to the salient characteristics listed in the attachment ‘Forestry Mulcher – Salient Characteristics’. If your company uses a significantly different term, please specify to ensure no confusion among the evaluation team.

Question 5
Q: Is there a final deadline for submitting questions ahead of the June 30, 2026 offer due date, or will questions be accepted and answered up until that date at the government’s discretion?
A: There is not an official final deadline for questions. Questions will be answered in the fashion and at the times which the government deems is most advantageous. Contractors are encouraged to submit their questions early, so that the government can respond with significant time remaining in the solicitation. Questions submitted with insufficient time remaining before the offer due deadline may or may not receive a response, at the discretion of the government.
Question 6
Q: The salient characteristics list dimensions without attachment as a single combined entry (Length, Height, Ground Clearance, Width, Weight). Will each of these five values be evaluated individually as Meet/Exceed, or is the entire line evaluated as one pass/fail item where any single shortfall fails the whole line?
A: Each of the five dimensional attributes will be evaluated individually on a Meet/Exceed basis. A shortfall in any single dimensional metric will be evaluated on its own merits.
quotes must provide exact specifications for any individual metric that does not meet or exceed the stated baseline requirement
Question 7
Q: For dimensional values such as Width and Weight, does 'exceed' mean a larger number, or are these intended as maximum thresholds (i.e., is a lower number acceptable for those specific lines)?
A: For the purposes of this evaluation, "exceed" generally denotes a numerically larger value. However, the Government recognizes that for certain dimensional attributes (e.g., lower weight or narrower width for transportability), a lower numerical value may offer a performance advantage. Bidders must specify the exact numerical value of their proposed equipment. If a proposed value is lower than the baseline, the bidder must demonstrate how that specific value meets or exceeds the operational intent of the solicitation.
Question 8
Q: Is the 411 kW / 550 hp engine power figure a firm minimum, or would the government consider a product in the same power class (e.g., 500 hp / 373 kW) functionally acceptable given equivalent performance in other areas?
A: The 550 hp / 411 kW figure is not a rigid minimum; products within the same power class (e.g., 500 hp / 373 kW) will be considered. Bidders proposing an alternative power rating must explicitly specify their equipment's value and demonstrate how it delivers functionally equivalent or superior performance in conjunction with the rest of the machine's systems.
Question 9
Q: The salient characteristics specify a 24V electrical system with a 110A alternator. Would a 12V system architecture with equivalent or greater electrical capacity be considered to meet this characteristic?
A: The Government will consider similar or alternative electrical architectures, including 12V systems. Bidders proposing an alternative architecture must explicitly specify the technical details of the system and provide a technical justification explaining why the alternative meets or exceeds the operational and capacity requirements of the specified 24V/110A system.
Question 10
Q: The salient characteristics specify an 'infinitely variable speed' axial piston final drive.
Would a two-speed hydraulic motor final drive be considered to meet or exceed this characteristic, provided top speed and tractive effort requirements are otherwise met?
A: Similar final drive configurations, such as a two-speed hydraulic motor, will be considered. Bidders proposing an alternative configuration must explicitly specify the design characteristics and provide a technical narrative demonstrating why the alternative should be considered acceptable, ensuring that top speed, tractive effort, and overall performance requirements are fully met or exceeded.
Note 1
In all instances, the burden of proof rests entirely on the vendor. Proposals must clearly demonstrate how the offered product meets or exceeds each specified salient characteristic, particularly when proposing alternative or similar configurations.
