About this file

This is an addendum to the Instructions to Offerors (FAR 52.212-1) for solicitation W911RX26QA047, a Fort Riley Forestry Mulcher acquisition by the Department of the Army Materiel Command Mission and Installation Contracting Command Fort Hood. Offerors must hold prices firm until 19 October 2026. Quotes must be submitted in two separate parts—Part I (Technical Acceptability) and Part II (Price Quote)—via email to noah.w.younger.civ@army.mil by the deadline specified in SF 1449 box 8. All submissions must be in Microsoft Office-compatible formats (Word, Excel, PowerPoint) or Adobe PDF, with USB drives and other removable media prohibited. The government has determined adequate price competition exists for this acquisition and will not request additional cost information unless that determination changes during evaluation.

Part I requires completion of the "Salient Characteristics Sheet" attachment, where offerors must mark each characteristic as "meets," "exceeds," or "does not meet," provide contractor-proposed specifications, and specify delivery timelines in days after contract award. Part II requires completion of the "Solicitation - W911RX26QA047" attachment with total price detailed in CLIN 0001, representing the full price the government will pay if awarded. Offerors must address all solicitation requirements and clearly identify any exceptions with supporting rationale. Both required attachments must be completed and submitted to be eligible for award consideration.

QUOTE PREPARATION INSTRUCTIONS

(1) To assure timely and equitable evaluation of the quote, the offeror must follow the instructions contained herein. (2) Offers are to be received by the MICC Fort Riley via email no later than the date shown in box 8 of SF 1449.

All pages shall be numbered.

a. USB flash drives, floppy disks, CD’s/DVD’s and zip disks are not acceptable.

(3) The contracting officer has determined there is a high probability of adequate price competition for this acquisition. Upon examination of the quotes, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists, no additional cost information will be requested. However, if at any time during this evaluation the contracting officer determines that adequate price competition no longer exists, offerors may be required to submit information to the extent necessary to determine the price reasonableness.
