About this file

This is a Questions and Answers document for federal solicitation W911RX26QA047 issued by Fort Riley, dated June 16-22, 2026.

The solicitation seeks a forestry mulcher with attached motored vehicle base (referred to as "mulcher attachment with car"). Fort Riley will evaluate technical acceptability on a "Meet or Exceed" basis against salient characteristics listed in the attachment "Forestry Mulcher – Salient Characteristics," not on a brand-name-or-equal basis. Products from any manufacturer that meet or exceed the specified characteristics will be considered technically acceptable. Fort Riley will not accept quotes for vegetation management attachments alone without the complete motorized vehicle component. The solicitation is structured as a 100% small business set-aside using Lowest Price Technically Acceptable (LPTA) evaluation criteria and will not utilize pre-existing contracts with other government agencies. Award will be granted to the SAM-registered small business offering a technically acceptable product at the lowest price among all offerors. Prospective contractors should ensure their offered products conform to the salient characteristics and clarify any terminology differences from industry standards to avoid confusion during evaluation.

Q: Our company manufactures attachments for skid steers which we believe could fulfill the same purpose as the full body + attachment at a significantly reduced cost. Will Fort Riley accept quotes for just vegetation management attachments?

A: Per the solicitation and its attached documents, Fort Riley is only able to accept offers which meet or exceed the list of salient characteristics listed in the attachment ‘Forestry Mulcher – Salient Characteristics’. We encourage prospective contractors to use their own best judgement on whether the product they offer can fulfill these criteria.

Q: Our company already has a contract for a similar item with another government agency.

Is Fort Riley MICC able and willing to utilize our pre-existing contract with another government agency?

A: No. Solicitation W911RX26QA047 has been solicited as a 100% small business set-aside LPTA, not utilizing pre-existing sources. Award will be granted to that SAM Registered business which is able to deliver a technically acceptable product at the lowest price among offerors.

Q: Parts of the solicitation refer to the desired product as a ‘Mulcher attachment with car’.

What does the word ‘car’ mean in this context?

A: ‘Car’ is a generic term, referring to the motored portion of a machine. Here it is being used to denote the part of the machine which contains the motor, cab and vehicle propulsion, and to which the vegetation management attachment is attached. Please ensure that your offered product conforms to the salient characteristics listed in the attachment ‘Forestry Mulcher – Salient Characteristics’. If your company uses a significantly different term, please specify to ensure no confusion among the evaluation team.
