About this file

This is a Questions and Answers (Q&A) document from a federal contract solicitation addressing contractor inquiries regarding a Performance Work Statement (PWS).

Question 1 addresses scheduling and compensation concerns. A prospective contractor questioned whether the contract required seven days per week work and requested a modified schedule of five days per week (Wednesday through Sunday) for six hours daily, citing concerns about the El Paso wage scale being lower than expected. The answer directs the contractor to the updated PWS Part 1.4.3 for workday and hours information, PWS Part 5 for specific task details, and attachment TE3 (Estimated Workload Data) for expected hours over a 12-month period. The response clarifies that proposals are priced within vendor-provided ranges and that posted wage determinations reflect Federal Government minimums required for Labor Law compliance.

Question 2 addresses mandatory training requirements for a priest contractor under the Military Archdiocese. The prospective contractor noted an absence of contract language permitting attendance at mandatory annual training for all priests worldwide and bi-annual training for Military Archdiocese-affiliated priests (scheduled for odd-numbered years: 2027, 2029, and 2031). The answer confirms that time will be set aside to accommodate required training with zero to near-zero impact on regularly expected duties.

Question 1:

My issues and concerns include the following:

The contract proposal is written like a 7 day per week job.

It would not be realistic for me to attempt a schedule like that.

The wage scale for El Paso is somewhat lower than expected.

It would be likely that my proposal is on the higher end of the hourly range.

Would it be possible for this contract to go 5 days per week, Wednesday to Sunday, 6 hours per day?

Answer:

Please see the updated PWS. Please refer to the PWS Part 1.4.3. for information on workdays and hours. PWS Part 5 “SPECIFIC TASKS” provides more detail on what is required. Please use the attachment labelled TE3 – Estimated Workload Data for an estimate of the expected hours over a 12 month period. Proposals are priced by the range provided by the vendor. The wage determination posted includes the minimums required by the Federal Government to be compliant with Labor Laws.

Question 2:

There does not appear to be a section in the contract that permits the priest to attend the mandatory trainings required by the Military Archdiocese.

These trainings include an annual training required for all priests worldwide, not just military chaplains or military contract priests.

These trainings also include a bi-annual training for all priests who are affiliated with the military archdiocese.

This training takes place during the odd year, last one was 2025, next ones will be 2027, 2029, and 2031.

Depending on how the contract is written, the 2031 training may fall outside the contract window.

Answer: There will be time set aside to attend required training. The training needed will be accommodated with zero to near zero impact on regularly expected duties.
